1. PURPOSE

Electric meters with integrated time switch, normally closed contact and PLC communicator covered by
this technical specification are provided for equipping of metering points for the purpose of direct
measurement of active and reactive energy and power in the household and small businesses.

4. TECHNICAL DESCRIPTION

4.1 CONSTRUCTION

The counter must have adequate design and construction to ensure continuous operation within the
guaranteed lifetime of 20 years without leaving the allowed limits of accuracy. Design and construction
of the counter must provide protection against electric shock, excessive heat or ignition. All components
of the counter must be made of corrosion-resistant material, the counter must withstand the boundary
environmental operating temperature from -20 to +55 0C and storage temperature from -30 to +60 0C or
better.

4.1.1. Counter casing

The counters must be so designed and constructed to prevent any danger in normal operating
conditions, and to ensure:
safety against electric shock,
safety against the excessive temperature effect,
protection against the spread of fire,
protection against ingress of solid objects, dust and water, according to the degree of
protection.
Counter casing must be made of a robust, self-extinguishing material which after its lifetime can be
recycled. Housing should provide excellent mechanical strength with protection against water and dust
and to be resistant to ultraviolet light.
The housing should be designed to meet the maximum depth dimensions of the counter housing and
the spacing of the fastening screws according to standard DIN 43857 with the housing degree of
protection min. IP 51 or better..
Removing of the moveable cover of the counter should not be allowed, that is, the fastening screws of
the moveable cover on the counter housing must enable effective sealing of the counter. Removing of
the conter cover must be detected on the side of the counter and recorded in the book of events.

4.1.2. Connectors

Connectors should be grouped in the connecting section of appropriate mechanical strength.


The counter is connected by access from the front side, the connectors are located on the bottom part of
the counter.
Attaching method of the conductor on the connectore must provide adequate and prolonged contact so
that there is no risk of weakening or overheating.
Connectors must be made of a material that prevents corrosion and minimizes contact resistance during
connecting to standard copper wires. Connectors must accept the conductors with the cross sections
minimally to 16 mm2.
The opening of the insulating material around the connector must have sufficient size that in it can enter
the insulation of the connecting conductor.

Auxiliary connection terminals (outputs) must accept conductors up to and including 1,5 mm2.

Connection terminals in the counter connector must be numbered on the connector according to
standardized connection schemes. Wiring plan must be located on the inner side of the connector or on
the appropriate clear site on the meter.
Connectors must be closed by special cover that can be sealed separately by security seal through the
terminal screws independent of the counter housing cover. When the connector cover mounted and
sealed, access to the connectors and to the supporting screw of the conter can not be possible without
tearing the safety seal. Connectors cover must have cut out input openings at the bottom, which can
then be easily mechanically break through or tear.
Removing of the connector cover must be recorded in the book of events.
4.1.3 Nameplate

Nameplate must be easily readable and must contain at least the following information about the counter:

4.1.4 Sealing

Counter casing must be sealed by the authorized body performing the initial verification.
Sealing of metal wire and a security seal must be able to counter housing cover and connector cover
meter.

Counter housing cover and connector cover of the meter should be implemented in a manner that allows
effective sealing. Sealing wire must pass through the holes of the screw caps which are mounted on the
counter so as to prevent loosening of the screw without damaging the sealing wires.

4.1.5 Screen to display information on the meter

Screen to display information on the meter must be of seven-segment LCD with the ability to display the
date and time, all metering size and other physical quantities, corresponding OBIS codes and alarms.
Reading the measured values should be in the active energy kWh, kW for labor, kWh reactive energy, V
for voltage.
Only a minimum of energy consumption with 8 digits each of which is at least a height of 7 mm and a
width of 4 mm.
During operation, the meter on the screen to display information should be cycled billing data (scroll
mode), with the usual time changes to 10.
Screen to display information must contain an indication of the active tariffs on the meter, an indication of
the presence of phase voltages, and display the direction of energy consumption (active quadrant).
Through the menus displayed on the screen to display information through the use of buttons on the front
of the meter whose quality and performance is such that does not reduce the required level of protection
of the housing nor predictable lifetime counters.

4.1.6 Light-emitting diodes (LEDs) - test out

The meter must be equipped with a light diode for testing the accuracy and calibration.
4.2 POWER SUPPLY

Internal power meter must be single-phase 230V type.

4.3 REAL TIME CLOCK

The meter must have an internal real-time clock calendar (RTC) with an accuracy min. 3 minutes /
year, in accordance with IEC 62054-21.

The meter must have a battery or Super-that ensures the internal clock at least 7 days in the absence of
supply voltage.

The expected life of the battery or supercapacitor is at least 10 years, and every defect must activate
visible alarm on LCD.

Changing the battery must be possible without removing the metrological seals.

4.4 OVOLTAGE PROTECTION

The counter must have adequate surge protection that should protect the meter from repeated power
disruptions caused by changes in the state of network and atmospheric discharges (lightning strikes).
Prenaponaska protection must be able to protect against voltage shock wave mentioned in the table
BASIC TECHNICAL FEATURES. Details of overvoltage protection and appropriate technical
documentation is an integral part of the offer.

4.5 EM COMPATIBILITY

The meter has to be in accordance with the relevant sections of EN 61000-4 in terms of:
- Immunity to electrostatic discharge
- Immunity to fast transient and surge voltage
- Immunity to harmonics
- Immunity to RF fields
- Permitted EM disturbance caused by the meter

4.6 COMMUNICATION INTERFACE

4.6.1 Local communication

The basic interface between the meter and the outdoor unit for reading and programming must be
optical, mounted on the front of the meter.

Data is transmitted via the communication interfaces, the DLMS standard, and the alleged data are
marked OBIS identification code.

4.6.2 PLC communication

PLC communicator covered by this technical specification is integrated performance built into the
housing of the meter.

PLC communicator is used for reading and meter management of the communications center through
the energy of low voltage network (50 Hz).

PLC communicator must have a function to be automatically connect to the PLC concentrator so that
the by connecting the counters with PLC communicator to the low voltage network and the supply
voltage, automatically achieve communication counters and PLC concentrator. And also must PLC
communicator have the functionality needed for dynamic the network management according to DLMS
UA 1000-2 ed. 7.0.

4.6.3 M-Bus communication

The counter must have M-Bus with wired and wireless interface for a minimum of 4 multi-energy
devices in accordance with EN13757 to support data transmission on the home display. Home
display is not covered by this technical specification, but the bidder must specify the type(s) of home
display that is (are) compatible with the counter included in the technical specification.

4.7 DISCONNECTING DEVICE

Disconnecting device allows diconnecting of incoming voltage according to customers electricity


installation in the cases of:

1. exceeding the connection power


2. exceeding the allowed maximum power
3. disconnecting by remote control.

Disconnecting device must be integrated within the counter housing.

Approval of the turning on the outgoing voltage to customers electricity installation is done by remote
or local communication with the use of password.

After completed authorization outgoing voltage turning on, the customer of the electricity by itself turn
on the voltage by pressing the push button on the counter or external push button connected to the input
of the counter. The counter must therefore be equipped with input for connection of an external voltage-
free pushbutton.

The counter must not allow remote turning on the customers installation to network voltage
without pressing the push button for activation by the customer.

Turning off at the exceeding of rented power, it works n the manner that counter at intervals of 1 minute
checks value of the measured medium power within the last 15 minutes measurement periods and
calculates whether the previously measured average power is higher or lower than connection power.
At the moment when the measured average power is greater than connection power, it is activated the
cut off switch and it disconnect outgoing voltage to the customers installation.
In the event of disconnecting device activation, it should appear the visible alarm on the counter.
After activation of the cut-out switch and disconnecting of outcoming voltage to customers installation,
the counter continues at intervals of 1 minute to check the value of the measured average power within
the last 15 minutes measurement periods and calculate whether the previously measured average
power is higher or lower than connection power. If within the last 15 minutes measurement period it is
measured average power less than connection power, must be able to turn on the outgoing voltages by
the customer.

Connection power is entered in W, remotely or locally on the counter.

Connection power data change is recorded in the book of events.

Turning off at the exceeding of the maximum current works in the manner that the counter within the
90-second measurement period in the 1 second intervals checks whether the current in the period is
constantly higher or lower than the maximum allowable current. At the moment when the current is
higher than the maximum allowable current for more than 90 seconds it is activated cut-off switch and
turn-off the outgoing voltage to the customers installation.

In the event of disconnecting device activation, it should appear the visible alarm on the counter.

After the consumer reduce the load, must be enabled to again turn on the outgoing voltages by the user.

Connection power is entered in A, remotely or locally on the counter.

The work of disconnecting device operation must not in any way affect on the proper operation of

other counter modules. Technical specifications of disconnecting device are as follows:

4.8 PUSH BUTTON CONNECTOR FOR DEACTIVATING OF DISCONECTING DEVICE

The counter must have a two-wire connector to connect an external voltage-free pushbutton through
which deactivates disconecting device of the counter..

Deactivating of the disconecting device of counter is possible after the counter receipts the approval
for turning on the outgoing voltage.

4.9 MEASUREMENT, STORAGE AND READING MEASUREMENT DATA

The counter must measure the billing and non-biling values listed in the table BASIC TECHNICAL
FEATURES.

The billing measurement values are used to issue the bills in accordance with applicable laws and
regulations. Non-billing(other) measurement values are used to control the counter operation and the
conditions in which the counter is running.

4.9.1 Accuracy

Accuracy of active energy measuring must be within the limits specified in the table BASIC TECHNICAL
FEATURES. At the request, must be submitted all the results of tests conducted by the manufacturer
certified by authorized service center.
4.9.2 Counter memory

All parameters and measurement data must be stored in non-volatile memory (loss of the supply
voltage must not cause loss of stored data). If the fault occurs on the couunter for any reason, it must
be possible to read the data stored in non-volatile memory.
The counter must be able to make self-diagnosis because of checking the integrity of the memory, the
operation control of the various assemblies of the counter, control over the state of the battery and the
like. If there is a malfunction, it should occur visible alarm on the screen to display information.

4.9.3 Peak load reset

After each reset, the memory of the counter must be written the realized peak load per tariff, date and
time of the reset, date and time of achieving the peak load and cumulative state of energy tariffs. At
least 12 of the last records must be stored in non-volatile memory.

Peak load reset must be performed in the following ways:

1. Using the pushbutton protected by seal on the front side of the counter,
2. Internal Timer to arbitrarily chosen date and time,
3. Remote communication with the use of passwords.

The meter must be able to ban the use of successive reset push button within a specified period
(programmable in the range from 0 hours to 24 hours, initially set at 24 hours) in order to prevent
unauthorized or careless repetition reset.

4.9.4 Tariffs

The meter has the ability to measure power in at least 4 tariffs.

Changing the tariff is carried out via the built burial hour (UKS) Compliant with EN 62054-21. The time
base of the internal clock counter is a quartz oscillator.
Setting the time allowed remote PLC via modem and via the local communication interface.

The counter should be set in accordance with the tariff scheme applicable tariff rates for JP
Elektroprivreda HZ HB DD MOSTAR that are on the official website of FERC (Regulatory Commission
for Electricity in the Federation of Bosnia and Herzegovina, www.ferk.ba)

4.9.5 Event book

- Register / book event is a register in which events are stored in a circular memory (FIFO).
Selection of events that are stored in the registry must be parametrabilan. Each event in knizi
events must include time events and description of the event.

- - Overvoltage, undervoltage;

The meter must be able to save at least the last 100 events.

4.10 DEMANDING METER FUNCTIONS RELATED TO THE MEASUREMENT AND DATA


STORAGE

2. measure power and maximum power in the accrual period for a minimum of 4 tariffs
3. measuring current and voltage;
4. frequency measurement;
5. internal clock with a calendar (with possibility of remote synchronization). Accuracy of the internal
clock should be at least 3 minutes to 1 year. In the tender, the timing of a possible work hours without
an external power supply;
6. number of available daily tariff should be at least 4;
7. has to be a choice between seasons, then weekend rates ...;
8. possibility of remote parameter setting of tariffs;
9. registry events;
10. show improper bonding conductor (local and remote);
11. alarm malfunction measurement systems (current, voltage) (local and remote);
12. The detection of the opening slot cover;
13. detection magnets affect the meter;
14. diagnostic accuracy of meters;

4.11 APPLICATIONS

The application (software) for parameter setting, reading and meter management must be in one of the
official languages in Bosnia and Herzegovina or in English.
The value of the application must be contained in the offer price.
Communicating meter must be local communication via opticalg interfaces and / or remote
communication via the PLC channel.
The application used to communicate with the meter and the communicator must have some level of
protection (hierarchical structure) with different passwords to prevent unauthorized use. Higher
hierarchical level should include access to all functions of the meter lower hierarchical levels.
Applications must allow parameterization of meters, meter readings and measurement data from the
meters and communicator, and graphical and tabular presentation of the read data.

Parameter counters must be protected by a password, a communication coded.

All actions input, the counter shall be verified and recorded in a book event. If the meter approached
local or remote communication, the same actions must be confirmed by feedback, and record in the
registers.

Applications must work with IBM compatible computers with 32-bit operating system Windows (XP or
later).

All required applications must be delivered with the meter. Bidder agrees that, at its own expense, will
train employees EPHZHB for application

5. OTHER REQUIREMENTS

5.1 GENERAL REQUIREMENTS

Offered through a type of meter must have a type-approval issued by the competent authority in
accordance with the laws in the field of metrology in Bosnia and Herzegovina issued by the closing date
of the offering of the measuring equipment.

First sealing the meter must be conducted in accordance with the Law on metrology (OG Federation of
Bosnia and Herzegovina, No. 9/05 of 16.02.2005.).
All measuring devices and testing equipment used in various stages of production of the meter should be
calibrated by a certified laboratory.
The manufacturer must in the production process have implemented a quality control system. This
system can be controlled by the site staff J.P. Elektroprivreda HZ HB DD MOSTAR or external
authorized representatives, experts in quality control.
The manufacturer guarantees a lifetime meter of at least 20 years, and gives the guarantee period for the
meter of at least 3 years.
Producer responsibility is to ensure that his product is inspected and tested at all stages of production in
accordance with the requirements set forth in this specification. The cost of all inspections and tests in
the production process shall bear the Offeror and considered that the costs included counters listed in
the offer.
If the need arises, the manufacturer must allow the authorized employee J.P. Elektroprivreda HZ HB DD
MOSTAR or authorized external experts for quality, access to all the devices involved in the
manufacturing process nuenog meters. The manufacturer is responsible for keeping the test results of
product quality. Employee J.P. Elektroprivreda HZ HB DD MOSTAR or authorized representative shall
have the right to review all records of testing meter.
The meter is further necessary to conduct the tests required herein.

5.2 SPECIAL REQUIREMENTS

The bidder / supplier must guarantee, and submitted technical documentation to prove that they are
offered the meter is compatible with the architecture of the system J.P. Elektroprivreda HZ HB dd
MOSTAR.

By this is meant compatibility with the electricity network in which the same are installed and the method
of PLC communication, as evidenced by meeting all the requirements and standards set out in this
Technical Specification.

The bidder / supplier must guarantee, and submitted technical documentation to prove that they are
offered the meter is fully compatible with any given PLC concentrators according to this Technical
Specification, ie. Must be able to read and manage meters over the offered hubs that are the subject of
this competition.

Offered meter must be interoperable to IDIS specification (Interoperable Device Interface Specifications).
Counters must support Basic (Basic), Disconnector (normally closed contact), Load Management
(Energy Management) and Multi-Utility functionality IDIS Package 1 (IDIS 1DLM). The bidder must
submit IDIS 1DLM a certificate for the offered meters. If the Offeror does not own IDIS 1DLM a certificate
for the offered meters shall submit a complete documentation of the communication protocol counters
and attest documentation issued by an independent body attesting the conformity of the meter with the
standards: EN 13757, IEC 62056-21, IEC 61334-5-1, IEC 61334-4-32, IEC 62056-46, IEC 62056-53, IEC
62056-
61, IEC 62056-62.

The bidder / supplier should ensure and demonstrate the full functionality of remote reading offered the
meter, so that Offeror / Supplier warrants inclusion tendered counters in the HES (Head End System),
and undertakes to supply, delivery, installation and commissioning of the HES, in all in accordance with
Annex
1 of the Technical Specifications. This includes all the necessary licenses and applications required for
full functionality HES software. Offeror will as evidence to submit the following:
Complete documentation offered HES software, proving compliance to Appendix 1 of
the Technical Specifications
Confirmation manufacturers offered HES software certifying the compatibility and the
possibility of including nuenog meter type in offered HES software

The supplier is required to provide technical support for the duration of the contract.

The cost associated with all of the above in this article is considered to be included in the price of the
meter.

5.3 TESTS ACCEPTANCE OF METERS

5.3.1 Test samples in the tender evaluation stage

The client will conduct tests on the sample submitted at the stage of examination and evaluation, in order
to check the characteristics of the meter indicated in the offer. Representatives of bidders may, at the
invitation of the client, to attend the testing of samples at the stage of evaluation of supply and support.

If you were offered a sample meter does not match the type of meter that is offered in states in
the bill and table of specifications requested / offered or to be offered a sample counters do not
meet the requirements of the required technical specifications, the bid will be rejected as
unacceptable.

5.3.2 Tests acceptance counters after the conclusion of the Agreement

If the client, after the conclusion of the contract, decides that it is necessary to check certain
characteristics of the meter indicated in the offer (contract) will carry out tests of acceptance. During the
tests, the acceptance of the employees of J.P. Elektroprivreda HZ HB DD MOSTAR must have access to
all the results of tests carried out by the meter manufacturer. Acceptance tests carried out at an
authorized service counters or other metrological laboratory authorized by the competent institutions in
Bosnia and Herzegovina in a pre-arranged and announced the time, all in accordance with the
agreement of the supplier and the customer. All tests attended by an authorized representative of JP
Elektroprivreda HZ HB dd MOSTAR.
About all tests acceptance meter and the results shall be kept.

If the type of meter meet the acceptance tests after the conclusion of the contract, the cost of acceptance
tests shall be borne by the client.

If the type of meter do not meet the acceptance tests after the conclusion of access to the termination of
the contract and payment guarantee for performance of the contract, and the client in addition to
payment guarantees shall be entitled to compensation under the terms of the contract.

5.4 MAINTENANCE AND SERVICE COUNTERS

The tenderer must provide Maintenance Manual, which contains the following information:
period of routine maintenance,
the ability to maintain the existing authorized laboratories,
technically periods of use,
detailed instructions for maintenance:
the recommended service for maintenance and

counters with metrological laboratories in Bosnia and Herzegovina authorized by the competent
institutions in Bosnia and Herzegovina or have mutually signed a letter of intent regarding a contract on
service counters with metrological laboratories in Bosnia and Herzegovina authorized by the competent
institutions in Bosnia and Herzegovina.

5.5 MARKING AND PACKAGING

Nameplate meter must contain the information specified in section 4.1.3.

Each meter along with the cover connector and all necessary accessories for installation must be packed
in a separate box. Proper packaging protects the meter from damage during handling, storage and
transport. Private boxes can be packed in larger packages to be labeled as follows:

catalog with a detailed depiction of tendered types of meters as well as a detailed description of the
technical characteristics with associated diagrams, dimensional drawings and details that describe the
necessary characteristics of the meter and associated equipment configuration and communication with
the meters (can be one of the official languages of BiH or in English) ,
a certified copy of the certificate ISO 9001 or ISO 9002 manufacturer company if it has been
certified, or a detailed description of the quality control of production signed and certified by
the manufacturer or authorized representative (may be one of the official languages of BiH
or in English)
a certified copy of a valid type approval issued by the competent authorities in Bosnia
and Herzegovina with the relevant annexes,
instructions for handling, transport and storage,
original waranty (statement) about the possibility of procurement of spare parts within 10

4. TECHNICAL DESCRIPTION

4.1 CONSTRUCTION

The counter must have adequate design and construction to ensure continuous operation within the
guaranteed lifetime of 20 years without leaving the allowed limits of accuracy. Design and construction
of the counter must provide protection against electric shock, excessive heat or ignition. All components
of the counter must be made of corrosion-resistant material, the counter must withstand the boundary
environmental operating temperature from -20 to +55 0C and storage temperature from -30 to +60 0C or
better.

4.1.1 Counter casing

The counters must be so designed and constructed to prevent any danger in normal operating
conditions, and to ensure:

safety against electric shock,


safety against the excessive temperature effect,
protection against the spread of fire,
protection against ingress of solid objects, dust and water, according to the degree of
protection.

Counter casing must be made of a robust, self-extinguishing material which after its lifetime can be
recycled. Housing should provide excellent mechanical strength with protection against water and dust
and to be resistant to ultraviolet light.
The housing should be designed to meet the dimensions of the maximum depth of the housing and the
spacing screw fixing according to DIN 43857 with the housing degree of protection min. IP 51 or better..
Removing of the moveable cover of the counter should not be allowed, that is, the fastening screws of
the moveable cover on the counter housing must enable effective sealing of the counter. Removing of
the conter cover must be detected on the side of the counter and recorded in the book of events.

4.1.2 Connectors

Connectors should be grouped in the connecting section of appropriate mechanical strength.


The counter is connected by access from the front side, the connectors are located on the bottom part of
the counter.
Attaching method of the conductor on the connectore must provide adequate and prolonged contact so
that there is no risk of weakening or overheating.
Connectors must be made of a material that prevents corrosion and minimizes contact resistance during
connecting to standard copper wires. Connectors must accept the conductors with the cross sections
minimally to 16 mm2.
The opening of the insulating material around the connector must have sufficient size that in it can enter
the insulation of the connecting conductor.

Auxiliary connection terminals (outputs) must accept conductors up to and including 1,5 mm2.

Connection terminals in the counter connector must be numbered on the connector according to
standardized connection schemes. Wiring plan must be located on the inner side of the connector or on
the appropriate clear site on the meter.
Connectors must be closed by special cover that can be sealed separately by security seal through the
terminal screws independent of the counter housing cover. When the connector cover mounted and

sealed, access to the connectors and to the supporting screw of the conter can not be possible without
tearing the safety seal. Connectors cover must have cut out input openings at the bottom, which can
then be easily mechanically break through or tear.

4.1.4 Sealing

Counter casing must be sealed by the authorized body performing the initial verification.
Sealing of metal wire and a security seal must be able to counter housing cover and connector cover
meter.

Counter housing cover and connector cover of the meter should be implemented in a manner that allows
effective sealing. Sealing wire must pass through the holes of the screw caps which are mounted on the
counter so as to prevent loosening of the screw without damaging the sealing wires.

4.1.5 Ekran za prikaz informacija na brojilu

Screen to display information on the meter must be of seven-segment LCD with


the ability to display the date and time, all metering size and other physical
quantities, corresponding OBIS codes and alarms.
Reading the measured values should be in the active energy kWh, kW for labor,
kWh reactive energy, V for voltage.
Only a minimum of energy consumption with 8 digits each of which is at least a
height of 7 mm and a width of 4 mm.
During operation, the meter on the screen to display information should be
cycled billing data (scroll mode), with the usual time changes to 10.
Screen to display information must contain an indication of the active tariffs on
the meter, an indication of the presence of phase voltage, phase sequence
indication and display the direction of energy consumption (active quadrant) and
status indication disconnecting device.
Through the menus displayed on the screen to display information through the
use of buttons on the front of the meter whose quality and performance is such
that does not reduce the required level of protection of the housing nor
predictable lifetime counters.

4.1.6 Light-emitting diodes (LED) - test out

The meter must be equipped with a light diode for testing the accuracy and calibration.

4.2 POWER SUPPLY

Internal power meter has to be a three-phase type 3x230 / 400 V, so that the meter remains in operation
and in the case where there is only one voltage.

4.3 Real-Time Clock

The meter must have an internal real-time clock calendar (RTC) with an accuracy min. 3 minutes /
year, in accordance with IEC 62054-21.

The meter must have a battery or Super-that ensures the internal clock at least 7 days in the absence of
supply voltage.

The expected life of the battery or supercapacitor is at least 10 years, and every defect must activate
visible alarm on LCD.

Changing the battery must be possible without removing the metrological seals.

4.4 Overvoltage protection

The counter must have adequate surge protection that should protect the meter from repeated power
disruptions caused by changes in the state of network and atmospheric discharges (lightning strikes).
Prenaponaska protection must be able to protect against voltage shock wave mentioned in the table
BASIC TECHNICAL FEATURES. Details of overvoltage protection and appropriate technical
documentation is an integral part of the offer.

4.5 EM KOMPATIBILITY

The meter has to be in accordance with the relevant sections of EN 61000-4 in terms of:
- Immunity to electrostatic discharge
- Immunity to fast transient and surge voltage
- Immunity to harmonics
- Immunity to RF fields
- Permitted EM disturbance caused by the meter

4.6 Communication Interface

4.6.1 Local communication

The basic interface between the meter and the outdoor unit for reading and programming must be
optical, mounted on the front of the meter.

Data is transmitted via the communication interfaces, the DLMS standard, and the alleged data are
marked OBIS identification code.

4.6.2 PLC communication

PLC communicator covered by this technical specification is integrated performance built into the
housing of the meter.

4.6.3 M-Bus communication

The counter must have M-Bus with wired and wireless interface for a minimum of 4 multi-energy
devices in accordance with EN13757 to support data transmission on the home display. Home
display is not covered by this technical specification, but the bidder must specify the type(s) of home
display that is (are) compatible with the counter included in the technical specification.

4.7 DISCONNECTING DEVICE

Disconnecting device allows diconnecting of incoming voltage according to customers electricity


installation in the cases of:

1. exceeding the connection power


2. exceeding the allowed maximum power by phase
3. disconnecting by remote control.

Disconnecting device must be integrated within the counter housing.

Approval of the turning on the outgoing voltage to customers electricity installation is done by remote
or local communication with the use of password.

After completed authorization outgoing voltage turning on, the customer of the electricity by itself turn
on the voltage by pressing the push button on the counter or external push button connected to the
input of the counter. The counter must therefore be equipped with input for connection of an external
voltage-free pushbutton.

The counter must not allow remote turning on the customers installation to network voltage
without pressing the push button for activation by the customer.

Turning off at the exceeding of rented power, it works n the manner that counter at intervals of 1 minute
checks value of the measured medium power within the last 15 minutes measurement periods and

calculates whether the previously measured average power is higher or lower than connection power.
At the time the measured average power greater than the connected load is activated normally closed
contact and excludes outgoing voltage to the installation of the customer.
In the event of disconnecting device activation, it should appear the visible alarm on the counter.

After activation of the cut-out switch and disconnecting of outcoming voltage to customers installation,
the counter continues at intervals of 1 minute to check the value of the measured average power within
the last 15 minutes measurement periods and calculate whether the previously measured average
power is higher or lower than connection power. If within the last 15 minutes measurement period it is
measured average power less than connection power, must be able to turn on the outgoing voltages by
the customer.

Connection power is entered in W, remotely or locally on the counter.

Connection power data change is recorded in the book of events.

Turning off the exceeding of the maximum current is working on a way to counter within the 90-second
measurement period to 1 second intervals on whether the turje the period was konstnatno higher or
lower than the maximum allowable current. At a time when any phase current is higher than the
maximum allowable for more than 90 seconds is activated normally closed contact and excludes all three
outgoing voltage to the installation of the customer.

In the event of disconnecting device activation, it should appear the visible alarm on the counter.

After the consumer reduce the load, must be enabled to again turn on the outgoing voltages by the user.

Connection power is entered in A, remotely or locally on the counter.

The work of disconnecting device operation must not in any way affect on the proper operation of

4.8 PUSH BUTTON CONNECTOR FOR DEACTIVATING OF DISCONECTING DEVICE

The counter must have a two-wire connector to connect an external voltage-free pushbutton through
which deactivates disconecting device of the counter..

Deactivating of the disconecting device of counter is possible after the counter receipts the approval
for turning on the outgoing voltage.

4.9 MEASUREMENT, STORAGE AND READING MEASUREMENT DATA

The counter must measure the billing and non-biling values listed in the table BASIC TECHNICAL
FEATURES.

The billing measurement values are used to issue the bills in accordance with applicable laws and
regulations. Non-billing(other) measurement values are used to control the counter operation and the
conditions in which the counter is running.

4.9.1 Accuracy

Accuracy of active energy measuring must be within the limits specified in the table BASIC
TECHNICAL FEATURES. At the request, must be submitted all the results of tests conducted by the
manufacturer certified by authorized service center.

4.9.2 Counter memory

All parameters and measurement data must be stored in non-volatile memory (loss of the supply
voltage must not cause loss of stored data). If the fault occurs on the couunter for any reason, it must
be possible to read the data stored in non-volatile memory.
The counter must be able to make self-diagnosis because of checking the integrity of the memory, the
operation control of the various assemblies of the counter, control over the state of the battery and the
like. If there is a malfunction, it should occur visible alarm on the screen to display information.

4.9.3 Peak load reset

After each reset, the memory of the counter must be written the realized peak load per tariff, date and
time of the reset, date and time of achieving the peak load and cumulative state of energy tariffs. At
least 12 of the last records must be stored in non-volatile memory.

Peak load reset must be performed in the following ways:

1. Using the pushbutton protected by seal on the front side of the counter,
2. Internal Timer to arbitrarily chosen date and time,
3. Remote communication with the use of passwords.

The meter must be able to ban the use of successive reset push button within a specified period
(programmable in the range from 0 hours to 24 hours, initially set at 24 hours) in order to prevent
unauthorized or careless repetition reset.

4.9.4 Tariffs

The meter has the ability to measure power in at least 4 tariffs.

Changing the tariff is carried out via the built burial hour (UKS) Compliant with EN 62054-21. The time
base of the internal clock counter is a quartz oscillator.
Setting the time allowed remote PLC via modem and via the local communication interface.

The counter should be set in accordance with the tariff scheme applicable tariff rates for JP

4.9.5 Event book

Register / book event is a register in which events are stored in a circular memory (FIFO). Selection of
events that are stored in the registry must be parametrabilan. Each event in knizi events must include
time events and description of the event.

At least the following events must be stored in a book events:

- Overvoltage, undervoltage;
- Over-current;

4.11 APPLICATION

The application (software) for parameter setting, reading and meter management must be in one of
the official languages in Bosnia and Herzegovina or in English.

The value of the application must be contained in the offer price.

Communicating meter must be local communication via opticalg interfaces and / or remote
communication via the PLC channel.

The application used to communicate with the meter and the communicator must have some level of
protection (hierarchical structure) with different passwords to prevent unauthorized use. Higher
hierarchical level should include access to all functions of the meter lower hierarchical levels.

Applications must allow parameterization of meters, meter readings and measurement data from the
meters and communicator, and graphical and tabular presentation of the read data.

Parameter counters must be protected by a password, a communication coded.

All actions input, the counter shall be verified and recorded in a book event. If the meter approached
local or remote communication, the same actions must be confirmed by feedback, and record in the
registers.

Applications must work with IBM compatible computers with 32-bit operating system Windows (XP or
later).

4. TECHNICAL DESCRIPTION

4.1 CONSTRUCTION

The counter must have adequate design and construction to ensure continuous operation within the
guaranteed lifetime of 20 years without leaving the allowed limits of accuracy. Design and construction
of the counter must provide protection against electric shock, excessive heat or ignition. All components
of the counter must be made of corrosion-resistant material, the counter must withstand the boundary
environmental operating temperature from -20 to +55 0C and storage temperature from -30 to +60 0C or
better.

4.1.1 Counter casing

The counters must be so designed and constructed to prevent any danger in normal operating
conditions, and to ensure:

safety against electric shock,


safety against the excessive temperature effect,
protection against the spread of fire,
protection against ingress of solid objects, dust and water, according to the degree of protection.

Counter casing must be made of a robust, self-extinguishing material which after its lifetime can be
recycled. Housing should provide excellent mechanical strength with protection against water and dust
and to be resistant to ultraviolet light.
The housing should be designed to meet the maximum depth dimensions of the counter housing and
the spacing of the fastening screws according to standard DIN 43857 with the housing degree of
protection min. IP 51 or better..
Removing of the moveable cover of the counter should not be allowed, that is, the fastening screws of
the moveable cover on the counter housing must enable effective sealing of the counter.

4.1.2 Connectors

The counter is connected by access from the front side, the connectors are located on the bottom part of the
counter.

Connectors must be made of a material that prevents corrosion and minimizes contact resistance during
connecting to standard copper wires. Connectors must be designed to reduce local heating and must accept
the cross sections up to and including 6 mm2.

Auxiliary connection terminals (outputs) must accept conductors up to and including 1,5 mm2.

Each of the output meter (according to the table BASIC TECHNICAL FEATURES) must be configured arbitrarily
as pulse or static output without removing the metrological seals. If the output is configured as pulse output, must
be able to arbitrarily assign each measuring channel output and input constant output.

The meter must have at least four inputs to which it is possible to connect external control signals (eg, detection
of opening the door substation, measuring cabinets, ...).

The opening of the insulating material around the connector must have sufficient size that in it can enter the
insulation of the connecting conductor.

Connection terminals in the counter connector must be numbered on the connector according to standardized
connection schemes. Wiring plan must be located on the inner side of the connector or on the appropriate clear
site on the meter.

Connectors must be closed by special cover that can be sealed separately by security seal through the terminal
screws independent of the counter housing cover. When the connector cover mounted and sealed, access to
the connectors and to the supporting screw of the conter can not be possible without tearing the safety seal.
Connectors cover must have cut out input openings at the bottom, which can then be easily mechanically break
through or tear.

4.1.3 Nameplate

Nameplate must be easily readable and must contain at least the following information about the counter:

4.1.4 Sealing

Counter casing must be sealed by the authorized body performing the initial verification.
Sealing of metal wire and a security seal must be able to counter housing cover and connector cover meter.

Seal must be protected and the button to reset the peak load and enter the mode of manual configuration.

Counter housing cover and connector cover of the meter should be implemented in a manner that allows
effective sealing. Sealing wire must pass through the holes of the screw caps which are mounted on the counter
so as to prevent loosening of the screw without damaging the sealing wires.

4.1.5 Screen to display information on the meter

The screen for the display of information should be of seven-segment LCD with backlight and display capabilities
in accordance with the VDEW.
Reading the measured values should be in the active energy kWh, kW for labor, kWh reactive energy, V for
voltage.
Only a minimum of energy consumption with 8 digits each of which is at least a height of 7 mm and a width of 4
mm. Other digits and labels on LCD are at least 5 mm in height and width of 3 mm.
During operation, the meter on the screen to display information should be cycled billing data (scroll mode), with
the usual time changes to 10.
Screen to display information must contain an indication of the active tariffs on the meter, an indication of the
presence of phase voltage, phase sequence indication, display the direction of energy consumption (active
quadrant) and see the lack of battery power.
Through the menus displayed on the screen to display information through the use of buttons on the front of the
meter whose quality and performance is such that does not reduce the required level of protection of the housing
nor predictable lifetime counters.

4.1.6 Auxiliary power supply

The meter must have a battery that ensures the internal clock a minimum of 10 years without the presence of the
supply voltage.

Expected battery life is at least 10 years, and every defect must activate a visible alarm on the screen to display
information.

Changing the battery must be possible without removing the metrological seals.

4.1.7 Power supply

Internal power meter should be universal for voltages 3x100 / 3x230 3 V / 400 V, three-phase type in a way
that the meter remains in operation and in the case where there is only one voltage.

4.1.8 Light-emitting diodes (LEDs) - test out

The meter must be equipped with one or two light-emitting diodes for testing the accuracy and calibration for
work (kWh) and reactive (kvarh) energy.

4.1.9 Overvoltage protection

The counter must have adequate surge protection that should protect the meter from repeated power
disruptions caused by changes in the state of network and atmospheric discharges (lightning strikes).
Prenaponaska protection must be able to protect against voltage shock wave mentioned in the table
BASIC TECHNICAL FEATURES. Details of overvoltage protection and appropriate technical
documentation is an integral part of the offer.

4.1.10 EM compatibility

The meter has to be in accordance with the relevant sections of EN 61000-4 in terms of:
- Immunity to electrostatic discharge
- Immunity to fast transient and surge voltage
- Immunity to harmonics
- Immunity to RF fields
- Permitted EM disturbance caused by the meter

4.1.11 Communication interfaces

The interface between the meter and the outdoor unit for reading and programming must be optical, mounted on
the front of the meter.

In addition opticalg interface meter must include at least one additional RS485 interface. Additional interfaces

can be permanently attached to the meter housing or the removable module. This RS485 interface is used to
connect the meter and PLC concentrator according to this Technical Specification.

Data is transmitted via the communication interface standard DLMS, and alleged data are marked OBIS
identification code.

4.2 MEASUREMENT, STORAGE AND READING MEASUREMENT DATA

The counter must measure the billing and non-biling values listed in the table BASIC TECHNICAL FEATURES.

The billing measurement values are used to issue the bills in accordance with applicable laws and regulations.
Non-billing(other) measurement values are used to control the counter operation and the conditions in which
the counter is running.

4.2.1 Accuracy

Accuracy of active energy measuring must be within the limits specified in the table BASIC TECHNICAL
FEATURES. At the request, must be submitted all the results of tests conducted by the manufacturer certified
by authorized service center.

The meter must be resistant to external magnetic fields in accordance with the standards set out in point 2. The
value of the magnetic field generated by the meter at a distance of 100 mm from the housing should be less than
4 T.

4.2.2 Counter memory

All parameters and measurement data must be stored in non-volatile memory (loss of the supply
voltage must not cause loss of stored data). If the fault occurs on the couunter for any reason, it must
be possible to read the data stored in non-volatile memory. Employees EPHZHB must provide the
necessary equipment and training so that reading can be done locally - within the company.

Memory capacity should allow storage of at least 60 days of 15-minute data for measuring 6 different
sizes, 60-day 15-minute data for 12 measured values, storing the status registers 14 last reset
consumption and storage of books events.

The meter must be able to Self-diagnosis for checking the integrity of the memory, the control
operation of the various assemblies meter, control over the state of the battery and the like. If there is
a malfunction should occur visible alarm on the screen for data display.
4.2.3 Peak load reset

After each reset, the memory of the counter must be written the realized peak load per tariff, date and
time of the reset, date and time of achieving the peak load and cumulative state of energy tariffs.

4.2.4 Tariffs

4.2.7 RTU functions and alarms

Electricity meters covered by this technical specification are provided for equipping summary of measurement
points in substations in the area of JP Elektroprivreda HZ HB. By using these counters is enabled:

- Analysis of consumption and losses


- Monitoring the quality of electricity
- Control over the state of the switching apparatus
- Opitmiziranje labor and property protection
- Remote control of transformer stations (RTU functionality)

RTU functionality is used to prevent or information about any extraordinary condition or to optimize activity. RTU
functionality contained herein meters must allow the following:

- Control of certain conditions / events via the digital inputs (status devices and equipment in TS). The number of
digital inputs is set to BASIC TECHNICAL FEATURES.
- Control of selected events (see BOOK EVENT)

The meter must be able to define (setting parameters) called. active alarms. Active alarms are events that are
selected from a set of events (which includes status of digital inputs and events in the meter) to 4.2.6.

The meter must have the ability to send alarms in the so-called. real time (without time delay). Active alarms are
forwarded to the AMR center and mandatory contain: ID counters, time accrual and a clear description of the event,
in order to facilitate decisions on intervention, depending on the severity of the event, as well as shorten the only
time of the intervention. Defining events that are active alarms, as well as the appearance of messages in the
active alarm, it must be possible through the application parameter setting timers.

The communication between the meters installed in the TS and AMR center must be via RS485 interface via PLC
concentrator installed in TS.

The meter should be able to send any active alarms according to AMR center via RS485 interface connected to
the PLC concentrator. Compatible (offered) PLC concentrator under part IV. These specifications should be able
to forward any active alarms from the meter without delay in the AMR center.

4.3 APPLICATIONS

The supplier is obliged to deliver a metered application ((or higher) of them) for parameter setting,
reading and meter management, which must be one of the official languages in Bosnia and
Herzegovina or in English.
The value of the application must be contained in the offer price.
Communicating meter must be local communication via opticalg interface and remote
communication via the built-in RS485 interface case that the meter is installed in a substation where
there is already a data concentrator.
Applications used to communicate with the meter and the communicator must have some level of
protection (hierarchical structure) with different passwords to prevent unauthorized use. Higher
hierarchical level should include access to all functions of the meter lower hierarchical levels.
Applications must allow parameterization of meters, meter readings and measurement data from the
meters and communicator, and graphical and tabular presentation of the read data.

Parameter counters must be protected by a password, a communication coded.

All actions input, the counter shall be verified and recorded in a book event. If the meter approached
local or remote communication, the same actions must be confirmed by feedback, and record in the
registers.

Applications must work with IBM compatible computers with 32-bit operating system Windows (XP or
later).

All required applications must be delivered with the meter. Bidder agrees that, at its own expense,
will train employees EPHZHB for application.

PLC CONCENTRATOR

1. PURPOSE

PLC (Power Line Carrier) hub covered by this technical specification is designed for installation in low-
voltage power grid JP "Elektroprivreda HZ HB" dd Mostar. PLC concentrator manages and communicates
with electricity meters via low-voltage power network, or via the RS485 interface with summary counters in
TS. Within the defined period hub monitors communication with meters, detect new connected meters and
reading measured values and meter status of all meters. The connection to the system for remote reading
and parameterization hub is realized via GSM / GPRS / UMTS channels.

The terminals installed in the concentrator must be numbered connector according to standardized
connection schemes. Wiring plan must be located on the inner side of the lid port or place an appropriate
review of the concentrator ..

Connectors are closed or tamper-resistant or separate lid that can be sealed separate security seal.

be performed by using light emitting diodes (LED) on the front of the case. With each of the diode must
be the label that briefly describes the meaning of indications.

By using light emitting diodes (LED) must be performed GSM signal strength indication.

4.1.6 Auxiliary power supply

The concentrator should have battery or Super-providing operation of the internal clock at least 7 days in
the absence of supply voltage.

The expected life of the battery or supercapacitor is at least 12 years.

4.1.7 Power supply

Internal supply concentrator has to be a three-phase type 3x230 / 400 V, so that the hub and remains in
operation in the case where there is only one voltage.

4.1.8 Overvoltage protection

4.3 CONCENTRATOR AND APPLICATION FUNCTIONALITY

4.3.1 Supported features of the concentrator

The concentrator has to support the following functions:

Providing transparent access AMM system to the individual meters

4.3.2 Reading and storing measurement data

The concentrator must allow reading and storage of measurement and control data from a minimum of 1000
meters with PLC communications connected to the low voltage network one substation. The billing
measurement values are used to issue the bills in accordance with applicable laws and regulations. Non-
account (control) sizes are used for the control of concentrator and the meter and the conditions in which
they work.

4.3.3 Real-time clock accuracy

PLC concentrator has a real time clock with an accuracy of 3 min / year. PLC concentrator must have a
battery or Super-providing operation of the internal clock at least 7 days in the absence of supply voltage.
The expected life of the battery or supercapacitor is at least 12 years.

Real-time clock is used to synchronize the time on the PLC counters in the network, and parameter
setting synchronization period must be allowed. Real-time clock in the hub can be remotely synchronized
from AMM center.

PLC concentrator should not your work in any way affect the accuracy of the meter. At the request, must
be submitted all the results of tests conducted by the manufacturer certified by authorized service center.

The concentrator has to be resistant to external electric fields of 30 V / m in the frequency range 80 to
1000 MHz.

4.3.4 Concentrator memory

All parameters and measuring data from the meters and concentrator must be stored in non-volatile
memory (loss of the supply voltage must not cause loss of stored data). If a fault occurs on the hub for
any reason, it must be possible reading the data stored in non-volatile memory.

PLC concentrator must have at least 1 GB of non-volatile memory. The concentrator should monitor the
memory status and generate alarm and registration in the event if the threshold is exceeded the
maximum memory utilization.

4.3.5 Diagnostics

The concentrator must be able to Self-diagnosis for checking the integrity of the memory, the control
operation of the various assemblies concentrator, control over the state of the battery and the like. In

5. ADDITIONAL INSTRUCTIONS

5.1 GENERAL REQUIREMENTS

The manufacturer guarantees a lifetime hub of a minimum of 12 years, and gives the warranty period for
the hub of a minimum of three years.

Producer responsibility is to ensure that his product is inspected and tested at all stages of production in
accordance with the requirements set forth in this specification. The cost of all inspections and testing
during the production process lies with the manufacturer, and it is considered that the costs included hub
that is listed in the offer. The costs of visiting the factory and the cost of acceptance tests on the hub by
employees EPHZHB, if they are necessary, shall be borne by the Supplier.

The manufacturer must allow the authorized employee EPHZHB or authorized external experts for

The bidder / supplier must guarantee, and submitted technical documentation to prove that they have been
offered PLC concentrators fully compatible with any given counters to this Technical Specification, ie. They
must perform reading and managing your new counters in the PLC network (which are the subject of this
tender).

The bidder / supplier should ensure and demonstrate the full functionality of remote reading offered PLC
concentrator, so that Offeror / Supplier warrants inclusion tendered PLC concentrator in HPS (Head End
System), and undertakes to supply, delivery, installation and commissioning of the HES , in each case in
accordance with Annex 1 of the Technical specifications. This includes all the necessary licenses and
applications required for full functionality HES software. Offeror will as evidence to submit the following:

5.3 ACCEPTANCE TESTS

5.3.1 Test samples in the tender evaluation stage

The client will conduct tests on the sample submitted at the stage of examination and evaluation, in order to check
the characteristics of the PLC concentrator specified in the offer. Representatives of bidders may, at the invitation
of the client, to attend the testing of samples at the stage of evaluation of supply and support.

If you were offered a sample PLC concentrator does not fit the type of PLC concentrator that is offered in states in
the bill and table of specifications requested / offered or to be offered a sample PLC concentrator does not meet
the requirements of the required technical specifications, the bid will be rejected as unacceptable.

5.3.2 Tests acceptance counters after the conclusion of the Agreement

If the client, after the conclusion of the contract, decides that it is necessary to check certain characteristics PLC

acceptance tests shall be borne by the client.

6. OZNAAVANJE I PAKIRANJE

Concentrator nameplate must contain the information specified in Section A.4.1.3.

Each hub along with the cover connector and all necessary accessories for installation must be packed in a
separate box. Proper packaging protects the hub from damage during handling, storage and transport. Private
boxes can be packed in larger packages to be labeled as follows:

1. The number of hubs within a larger packaging

7. DOCUMENTATION
