Auckland on Friday, June 30.
This has come after Mr Kaushal
left the Labour Party in early May

Prime Minister engages
with Punjabi community

rime Minister Bill English on Sunday,
July 2, made his maiden visit to
Sri Dasmesh Darbar on Kolmar Road,
in Papatoetoe, Auckland. Mr English was
received by hundreds of enthusiastic community
members at the gurudwara. National List MPs
Kanwaljit Bakshi and Dr Parmjeet Parmar also
accompanied Mr English on this historic visit.
Mr English arrived shortly after noon and was
ushered into the conference room for a meet and
greet with the gurudwara committee members
and wider community. Executive members of
the gurudwara, community leaders and other
members of the Sikh community shared the
table with the Prime Minister as he interacted
and learned more about the gurudwara
and Sikhism.
Mr English took a short tour of the langar
hall where hundreds of community members
were busy in preparing food, serving others
and contributing in different ways in the
communal kitchen.
The Prime Minister was briefed about the
functioning, overall philosophy and purpose
behind langar before proceeding to the main
gurudwara hall to address the attendees.
Mr English humbly bowed down in front of
the Guru Granth Sahib and sat alongside the
community members.
He expressed his joy on being in the Kolmar
Gurudwara for the first time and shared his
views on the similarities between Christianity
and Sikhism.

ways people see the world, and whats
impressive here and very recognisable is
the generosity of the temple and the people

Group reaches out to Indian govt on
rising crime affecting Kiwi-Indians

community action group
for safer businesses and
communities, has reached out to the
Indian government through the High
Commissioner of India to take up the
matter of rising incidents of crime
and aggravated robberies against
Indians urgently with the New
Zealand government and prevent
such attacks.
A memorandum in this regard was
submitted by the executive team of
the Crime Prevention Group to the
Indian High Commissioner Sanjiv
Kohli in a closed-door meeting on
Saturday, July 1, in Auckland.
The Crime Prevention Group
was formed in March this year in
Auckland to mobilise support and
raise public awareness against rising
incidents of robberies and aggravated
attacks against ethnic communities,
especially the Indian and Chinese.
In the past few months, the group
has upped the ante by organising a
public protest march, meeting police
and government representatives,
launching a public petition
demanding tougher punishments
against perpetrators of such crimes
and also making an anti-crime video
portraying that NZ is fast becoming a
criminal paradise.

Armed with guns, three
men rob dairy in New Lynn

hree men,
clad in hoodie
jackets and
balaclava and two
of them carrying a
firearm, robbed a dairy
store in New Lynn on
Monday, July 3.
The owner of Rimu
Superette and his wife
were present at the
store when the incident
happened. The owner was stationed at the back
of the store and escaped through the backdoor
seeing the offenders with guns pointed at him.
His wife was near the counter and managed
to slip from the till and followed her husband
through the back gate.
The robbers then quickly climbed over the
cash counter taking a bag full of cigarettes from
the cupboard estimated to be worth $5000. The
trio used another weapon to open the cash till
but were successful.
My wife and I escaped through the back door
and raised the alarm outside the neighbouring
stores, and they called the police immediately,
the owner of the dairy store told The Indian
Weekender.
The police were quick to turn up at the scene
and also launched a chopper to hunt down the
offenders who used a stolen car for the heist,
he added.
The forensics team collected fingerprints
from the store and the car was later found
abandoned on a nearby street. The police
confirmed that the car used was stolen.

offenders banged the counter and the till to open
but were unable to, so they escaped with only
a bag of cigarettes and no cash. They broke the
counter though, the owner said.
Fortunately, the store owners were not
injured, and Police is doing their investigation.
These offenders must be held to account
and police is appealing to the public to come
forward if they have any information that can
assist with our enquiries, Acting Detective
Senior Sergeant Kelly Farrant said.

any information that can help lead them to the
offenders to contact Detective Senior Sergeant

The police will also be offering a reward
for any information provided through
CrimeStoppers as part of their recent stolen
goods campaign that leads to a successful
prosecution of offenders committing
aggravated robberies.

NZ Police meets seniors Auckland singer wows
at Shanti Niwas Centre audience in Mumbai

fficers from the New Zealand Police
made an official visit to the Shanti
Niwas Charitable Trust Centre in
Onehunga on Tuesday, July 4. The purpose of
this visit was to meet the senior citizens and
convey them the message that the police is
there at their disposal for their support.
Auckland City District Commander
Superintendent Karyn Malthus, Inspector Joe
Tipene, ACD East Area Prevention Manager,
Senior Sergeant Gerard Whitley, Auckland City
District Family Violence Coordinator and other
officers attended the event.
Onehunga Community Constable Don Allan
demonstrated a short presentation on how they
can prevent elder abuse in the first place and
how to react and report any incident to the
police, which was followed by a Q&A session.
The event was more of an interaction between
law authorities and the senior citizens as the
police advised them on how the police can be
of any assistance to them in distress. About 150
seniors attended the event.
The police personnel interacted with the
seniors and made them feel more comfortable
sharing their issues and concerns. It was quite
a fruitful event given the seniors were very
happy at the end of the session, manager of
Shanti Niwas, Nilima Venkat told The Indian
Weekender.
Ms Venkat also informed the seniors about
the new initiative by Ministry of Social
Development (MSD), the Elder Abuse
Response Service launched by Maggie Barry,
the Minister for seniors. As a part of the new
initiative a national helpline number for free
and confidential chat which is available 24/7
was launched on Saturday, July 1. Seniors
can call the number 0800 32 668 65 or (0800
EA NOT OK) to share their issues and make
complaints related to elder abuse.

contracted agency to provide the Response
Service for Indian and South Asian community
for Auckland region. Shanti Niwas can also

opal Bhatia, the only Indian singer to be
invited from overseas to the RD Burman
tribute concert in India, has wowed the
audience and his fans there. Gopal, a radio
jockey in an Auckland based radio station has
previously performed in many shows in New
Zealand, India, and the UK.
Mr Bhatia had two shows scheduled in India
last month, the first in Pune on Friday, June 23
and then in Mumbai on Monday, June 26 which
had legendary singer Asha Bhosle as the guest
of honour.

Greens have the ambition of being the most migrant-

friendly party in Parliament and I am sorry for any effect
our policy announcements of last year may have had on
your communities: James Shaw, Co-leader, Green Party

H
e was speaking at the New Zealand
Federation of Multicultural Councils
(MNZ) 28th AGM and Immigration
Symposium in Dunedin on Saturday, July 1.
The event, which was also attended by
National list MP Kanwaljit Singh Bakshi, and
Labours immigration spokesman Mr Iain Lees-
Galloway, provided a chance to major political
parties (New Zealand First was not present) to
put forward their stand on immigration.
And to Mr Shaws credit, he was forthright
with his comments.
We in the Greens are deeply concerned
that the debate about immigration policy in
New Zealand has, over the course of time,
come to be dominated by populist politicians
preaching a xenophobic message in order to
gain political advantage. This ugly strain of
political discourse is quieter at times of low net
migration into New Zealand, but rises at times
of when net migration is high as it is now, and
so, at this election, sadly, the xenophobic drum
is beating louder, Mr Shaw said.
Last year I made an attempt to try and
shift the terms of the debate away from the
rhetoric and more towards a more evidence-
based approach. We commissioned some
research which indicated that immigration
settings would be best if tied to population
growth. Unfortunately, by talking about data
and numbers, rather than about values, I made
things worse. Because the background terms
of the debate are now so dominated by anti-
immigrant rhetoric, when I dived into numbers
and data, a lot of people interpreted that as
pandering to the rhetoric, rather than trying
to elevate the debate and pull it in a different
direction. We were mortified by that, because,
in fact, the Greens have the ambition of being
the most migrant-friendly party in Parliament.
And I am sorry for any effect it may have had
on your communities, he added.
On his part, Iain Lees-Galloway repeated
the stand taken by Labour leader Andrew
Little adding, Labour is pro-immigration, but
we need to take a break till the infrastructure
catches up. Lets focus on real issues.

The discussion points included the countrys
current immigration policy settings, the costs
and benefits of immigration to New Zealand,
and how immigration impacts housing
affordability. Overall, the panellists demanded
a better clarity on everybodys role central
and local governments, communities and
immigrants themselves in helping new
migrants settle in New Zealand.
Mr Pancha Narayanan, a Malaysian-Indian,
and newly-elected President of MNZ, then
elaborated on the pathway to treaty-based
multicultural community, a pilot he has been
running in his capacity as the President of the
Upper Hutt Multicultural Council.
Later, Judi Altinkaya, National Manager
Settlement, Immigration NZ, while addressing
the gathering elaborated on the Governments
migrant settlement and integration strategy said

private investors (and foreign investors as
many categories) or concessions to the first
home buyers.
The opposition parties (read Labour Party)
have been making the most vocal noises on
increasing government intervention in the
housing market starting from 2015 when
Auckland housing market was superheated
and rising at more than 24 per cent. Perhaps
the most controversial was the allegation on
private investors with Chinese sounding names
suggesting a racist overtone in the argument
demanding intervention against foreign
investors.
The Labour Party has since then sought
to detach itself from the racist interpretation
of its main argument while upping the ante
on alleged foreign investors in Auckland
housing market.
Meanwhile, the government had quietly
stepped up increasing the intervention in
housing market starting from October 2015
itself, requiring investors in Auckland property
to have at least a 30 per cent deposit.
This was further augmented from October
2016, when the then Finance Minister Bill
English had signalled a ramping-up of
government intervention in Aucklands private
sector housing market.
National has a clear
housing plan

ational is the only party that has a clear
plan to tackle housing challenges, and
is delivering on its promises
Just take a look at the last three months for
proof.
Last week, the Point England Development
Enabling Bill passed through Parliament. This
will bring 300 homes to 12 hectares of land
previously used for grazing cows.
In May, Social Housing Minister Amy Adams
announced 34,000 new houses would be built
under the banner of its Crown Building Project.
There were also the changes in April to
the Resource Management Act through the
Resource Legislation Amendment Bill.
This reform was critical to addressing
housing supply and affordability by making
it easier, faster and less costly to create new
sections. Section prices in Auckland have gone
from $100,000 in 1990 to $530,000 today
and are the core reason housing has become
excessively expensive.
The reforms addressed this core issue by
opening up land supply, reducing the time
taken to get consents, reducing the cost of land
subdivision and enabling the construction of
infrastructure.
The number and value of homes being
constructed is continuing to build, with the
2794 building consents issued nationally in

told NZ Herald in an interview, signalling
government intent to intervene toward the
supply side of the housing market.
The government is largely following the
trajectory of gradually increasing intervention
in the housing market since then, to an extent
taking away the sheen of Labours policy to
build 100,000 new houses over the next decade.
The government has come up with its own
promise to build 34,000 houses in the next ten
years.
Similarly, the mutual competition among the
key political parties in determining the level
of government intervention in housing market
specifically in areas of credit availability,
concessions to first homebuyers and other areas
is intense.
The Indian Weekender sets up the
debate: Verdict 2017
A gainst this background, The Indian
Weekender has invited key political
players within the Kiwi-Indian space to put
forward their main argument for and against
this perceived demand of need for more
government intervention in the housing market.
A good example is the Crown Building
Project, which will be the real game changer
for Auckland. On average, the equivalent of
three and a half new houses across every street
in Auckland will be built.
Its a big commitment, but one which will see
8300 old rundown houses in Auckland replaced
with 34,000 brand new purpose-built houses
over 10 years.
These houses will be spread throughout
Auckland including the Manukau East
electorate where suburbs like Otahuhu will be
the site of 189 new houses.
This project will build 13,500 new social
houses and 20,600 new affordable and
market homes and will help Aucklands most
vulnerable families, along with first home
buyers and the wider market.
At least 20 per cent of the new builds will be
affordable housing aimed at first home buyers,
which means they will be under the KiwiSaver
HomeStart cap of $650,000.
This plan has been carefully scoped, designed
and fully funded, and already builders are on
site and getting stuck in.
This Government has made it a priority
to make social housing work better, and this
project fits into the Governments wider Social
Housing reforms, which already supports
310,000 households with their accommodation
to the tune of $2.3 billion this year.
National is proud to take housing seriously,
and we have a clear plan to keep delivering
more affordable houses, more social housing,
and ensure were cutting red tape so it is easier
to build.

New Zealand has had huge economic success
from the thousands of international students
who come here to study. This success however
has caused growing pains in the industry. We
believe that despite these challenges New
Zealand has made a commitment to these
sons and daughters and we will honour them.
We will give every student currently in the
country a fair chance. Everyone will get a 2
year work permit and assistance to transfer to
a course or training institution that will provide
them with skills and qualifications that will
benefit them and New Zealand.
We will restore some integrity to the industry
by requiring all education consultants to be

For many families in New Zealand it can be
very difficult for their family to come visit them.
This is especially stressful in times of illness or
death.
Currently the long process of applying to
Immigration NZ to sponsor a relative gives no
weight to the sponsor and their family. We will
flip this around so people can automatically
sponsor their families to visit but still retain
Immigrations right to refuse when they feel the
visit isn't genuine.
Shifting the burden of proof from a family to
the government will mean better decisions are
made and families aren't left paying the price
for long processing times due to government
inefficiencies.

We are going to set up an Affordable Housing
Authority to cut through the red tape and lead major
new development projects supported by transport
infrastructure, parks and amenities, and a range of
different types of housing and levels of affordability.
We are going to reform the planning system that
creates an artificial scarcity of land driving up the
price of land. We will free up the controls so our
cities can make room for growth.
We will also increase the flow of funding for
infrastructure, tapping into international bond
finance packaged up for developments with the debt
serviced by targeted rates on the properties in a new
development.
This is important because under National a shortage
of 60,000 homes has built up, and it is getting worse
by 7000 a year, which is what has driven prices so
high.

We are also going to re-write the rules for renting
to make sure all rental properties are warm and dry,
and encourage longer tenancies so families have
more security and stability.
We are going to build more state houses instead of
selling them off as National is doing.
National refuses to build affordable homes on
the scale needed, and they refuse to take action on
speculators.
Labours fresh approach aims to make the
big changes that will ensure our children and
grandchildren can enjoy the opportunities our parents
took for granted.

feel safe, secure and settled in is a key
part of making people feel like theyre
included and part of the community.
And when people feel included and part
of the community theyre more likely
to participate in their communities. This
means better grades, less crime and more
local jobs in the area all good things we

Unfortunately, after eight long years of
National New Zealand has become one
of the least affordable countries in the
world to buy a home. Its more expensive
to buy a home in New Zealand than in
Canada, the United States, the United
Kingdom or Australia which is a
damning indictment of Nationals record.
The Green Party has a positive vision
for making a positive difference for New
Zealanders at all levels of housing. We
know that this is a particularly important
topic as we know that Indian and Asian
New Zealanders are almost twice as
likely to be renting rather than owning
their own home. We can improve this.
We will make sure that all New
Zealanders are in warm, dry and safe
their foot on the property ladder with
our Homes for Life package assisting
families into home ownership through
progressive rent-to-buy ownership and
housing bonds.
This means that families struggling to
buy a home will be able to enter a rent-
to-buy agreement with the government so
that they can borrow at a lower rate than
what the market would have set.

Untangling Aucklands ACT will remove the
housing problems regulations that drive

he New Zealand housing situation stems
from a lack of supply in Auckland.
And Auckland is a desirable place to
live, it is the powerhouse of our economy and
surrounded by some of the best places New
Zealand has to offer.
Years of infrastructure neglect and priorities
based on ideologies and not facts has led to the
current situation Auckland finds itself in. One
where growth and development is hamstrung
by a massive lack of infrastructure. Auckland
is responsible for 40 per cent of NZs GDP
and is expected to take 61 per cent of NZs
projected population growth, yet is neglected
when it comes to infrastructure spending. Sure
we get some wider motorways, but the capital
expenditure in fresh water, waste water and
public transport that would allow Auckland to
grow must be paid for by rate payers.
The New Zealand Peoples Party firmly
believes that Auckland Council cant be
expected to solely pay for the costs of Aucklands
infrastructure needs. We want to see central
government spend more of Aucklanders tax in
Auckland providing the infrastructure it needs
to continue to grow.
The Unitary Plan was an important step
toward allowing space for sustainable growth
of Aucklands housing stock. It will give people
greater choice in the type of house they want to

and for others a villa is too much maintenance.
With the growth in terrace housing and town
houses that is expected to come from the
Unitary Plan, Aucklanders will be able to find
the type of house that suits their needs in their
price range.
However, now Auckland needs to fast track
the infrastructure projects that will enable this
growth to occur. It is no good putting more
houses up in urban areas if the waste water
systems cant handle their effluent. And growing
city fringe suburbs without giving people a way
to get to work each day is only going to jam
even more cars on to our overloaded streets.
Most of the parties will say the government
needs to slow down the number of people
immigrating to New Zealand, or put more taxes
in place. Immigrants are not to blame for the
struggles of the New Zealand housing problem.
These are just knee jerk reactions that push the
blame from those whose bad decisions created
this problem to those who are helping grow
New Zealands economy and society.
If the government listens to the voices of the
communities and works with them, then this
housing crisis will just be a blip on the radar. If
they continue to force their ideologies on New
Zealands communities then we will never get
out of this cycle.

he cost of housing is unacceptably high.
In Auckland, the price of an average
house is nearly ten times the income
of an average household. This leaves families
with less money to spend on themselves, and
also creates costs on taxpayers who fund more
emergency housing, Income-Related Rent
subsidies, and Accommodation Supplements.
ACT believes that both Labour and
National governments have made housing
more expensive by intervening in the housing
market and creating a housing shortage. ACT
would reverse these interventions.

can be fixed by private developers, when local
and central government get out of the way.
Regulations such as the Resource
Management Act (RMA) have made it difficult
for developers to build houses to keep up with
a growing population.
The RMA gives too much power to councils
to restrict development. It requires councils
to provide for environmental protection and
conduct consultations, but doesnt require
them to consider property rights of owners,
economic growth or provide for an adequate
supply of housing.
The number of new dwellings consented
each year is still far below its peak of 39,000
in 1974. Nationals housing policies have been

a band-aid on a broken planning system, but
they do not fix the RMA, which creates a major
housing shortage in our main urban centres.
ACT would rewrite the RMA, and introduce
new supply-focused planning law for large
cities. Urban and environments and areas at
the edges of our cities should not be regulated
in the same ways as undeveloped natural
environments.
Our alternative planning law would
prioritise supplying land and infrastructure,
in response to demand. We would make land
zoning less restrictive. We would strengthen
property rights for existing owners by limiting
objection rights to people who are directly
affected, rather than allowing outsiders to have
a say.
Many Councils block housing development
because of infrastructure costs. ACT
would share half the GST revenue from
the construction of new housing with the
new homes. This revenue would help fund
infrastructure like roads, water and sewerage
needed for new development.
ACT would also reduce the cost of regulatory
compliance for builders, and reduce the
financial risk on councils, by replacing council
building certification with a compulsory
insurance plan. This would ensure standards
are upheld while reducing the time spent on
council inspections and red tape.
All these policies would make it drastically
more affordable to buy land and build houses,
and these savings will be passed onto first
home buyers as supply matches demand. And
as new supply will keep prices stable, there
will be less incentive for investors to speculate
on housing.

reasons for everyone to update their
understanding about the electoral
system in New Zealand, purely
because a majority of members in
the community are relatively recent
migrants with a possibility of arriving
from different countries that may have
a different system of governance.
The fact that in this next election
in New Zealand one could cast their
vote almost two weeks before actual
election day as a part of advance
voting could be a revelation for many
in the community as something never
experienced before in their former
countries of residence. This year
advance voting opens on Monday,
September 12.

FPP method to Mixed Member
Proportional representation (MMP).
Many experts consider this as
the most dramatic change to the
countrys electoral system since the
introduction of womens suffrage
exactly 100 years before.
Apparently, the objective
was to bring more proportional
representation in which each partys
share of the seats in parliament would
be close to its share of the overall
vote.
How does it work
U political parties?
nder current MMP rules, a
political party that wins at least
one electorate seat OR 5 per cent of
the party vote gets a share of the seats
in Parliament that is about the same as
its share of the party vote.
For example, if a party gets 30
per cent of the party vote it will get
roughly 36 MPs in Parliament (being
30 per cent of 120 seats). It is to say
that if that party wins 20 electorate
seats it will have 16 List MPs in
addition to its 20 Electorate MPs.

voters

parliament and also separately chose
the political party to represent them
in the parliament if their choices
differ on the candidate and the

Out of a total of 120 Members
of Parliament (MPs), there are 71
electorates, including the seven Maori
electorates.
One MP is elected in each electorate
these are the 71 Electorate MPs, and
the other 49 MPs are elected from
political party lists and are called List
MPs.
What does it mean for

ince total party votes determine
the number of seats a political
party will have eventually in a
parliament; therefore political parties
have greater incentive to reach out
to voters regardless of the region or
seats they represent so as to increase
their total number of votes and hence
increase their chances of forming the
government.
The smaller political parties, with
nascent history, financial resources
and appropriate presence around the
country get a fair chance to try their
luck in elections thus bring more
options on the table for the voters.

he Indian Weekender is launching its twelve-week special edition on the general election
2017, starting from July 7 to September 22, just before polling day when election
campaigning officially closes.
This election special will have three primary goals.
The first is educating the wider Indian community about how the electoral system works in
NZ, as it will be less meaningful to carry an election special issue without incentivising the Kiwi-
Indian voters to vote.
While, there is a notable universal trend of general decline of interest in elections and
participation in the electoral process, it is more evident in the case of new migrants in this
country, purely because of being in early stages in the life cycle of new migrants in the country.
Like everywhere else in the world, new migrants in NZ are also required to put their initial
focus on the vital needs like the pursuit of jobs, securing livelihoods, housing, kids education,
and a myriad of other matters, relegating participation in the electoral process lower in their
priority list while they find their feet in this new country.
However, little do they realise that active participation in this countrys electoral process could
eventually be helpful in their endeavours for finding better jobs, houses, childrens education and
other support required for smooth settlement.
In addition to the above, about 40,000 new migrants have arrived from India just after the 2014
general elections, who might not have the desired level of understanding about the NZ electoral

This series of election special editions will strive to educate all those recently arrived new
migrants along with other earlier arriving migrants about everything related to elections in NZ.

T
he recent rise in the electability of
Labour Party leader Jeremy Corbyn
as Britains next Prime Minister,
according to the latest opinion polls, has not
made headline news. This is not surprising
because Establishments everywhere, of which
the media is a part, imagine that an idea can be
made to vanish by playing it down.
The findings of the poll have been published
even in conservative newspapers like The
Telegraph in London. This virtually amounts to
a taboo being lifted from the idea of Corbyn.
Call it acquiescence, if you like.
Senior Labour leaders, indeed authors
of New Labour, like Tony Blair and Lord
Peter Mandelson, must be close to a nervous
breakdown. Or they must be working very
hard, as Mandelson has admitted in interviews,
to undermine Corbyn.
The difficulty with mean-minded cribbing
by Mandelson is that it generates sympathy
among Corbyns growing tribe of supporters.
Take this quote from a Labour member: The
idea that Jeremy Corbyn as Prime Minister
implementing policies that actually benefit
the people terrifies the Establishment. It is no
surprise that Mandelson has found space in his
busy schedule for spending time on Oligarchs
Yachts to attempt to undermine Jeremy.
This being the tone of the exchange, Corbyns
path to eventual success will be made ever
more difficult by the Establishment of which
Mandelson and the Deep State are parts.
There is, however, a tailwind of recent
history particular to Britain, which may be
helping Corbyn.
Accelerated globalisation after the Soviet
collapse was a shot in the arm for capitalism.
This, in its turn, generated arbitrary inequalities
which erupted in such movements as Occupy
Wall Street. The Republican Tea Party was the
immediate counter punch.
The popular will adapts to changing climate.
Establishments, obstinately resistant to change,
begin to strategize: how to channelize or thwart
the popular will.
In almost all western democracies the conflict
is on: Establishments versus the people. A Left
wing Syriza brought 43-year-old Alexis Tsipras
to power as Prime Minister of Greece. Germany
and the EU broke the movements will. Revert
to austerity or we shall not pick up your debts.
In Spain, where the ghost of Franco still
Rajoy of the Right Wing Peoples Party,
supervised over such unspeakable corruption
(another gift of globalisation), that a new
communist-inclined party Podemos, under the
leadership of 39-year-old Pablo Iglesias, burst
upon the scene.
The resulting stalemate between the Peoples
Party, Socialist and Podemos led to a repeat
election which yielded more or less the same
configuration. The Establishment worked
overtime. On the pain of being decimated,
Socialists allowed themselves to be persuaded
to abstain in a Parliamentary vote. This enabled
the corrupt PP hold on to power. The idea is to
weaken and eventually erase Podemos by sheer
attrition and election fatigue.
In the process of warding off unfriendly
political trends, the establishment learnt another
lesson. The sprinkling of leaders breaking
out of the two-party suffocation were all anti-
austerity, Leftists and in their 30s and 40s. Why
could not the right respond with similar dcor
and aspirations?
That exactly is what has been attempted in
Spain by launching Ciudadanos, (Citizens) a
centrist party with an unusual rise on an anti-
corruption platform. I met people in Madrid
and Barcelona who described the new party
as Podemos of the right. In terms of youth,
Ciudadanos is an improvement. Its leader,
Albert Rivera, 35, is four years younger than
Pablo Iglesias.
The aesthetics which define young leaders in
Greece, Spain and Canada appear to have been
grafted on Frances Emmanuel Macron too.
He is their age and talks of influencing the EU
to reduce the burden of austerity. The scale of
ambidextrous. He has invited Donald Trump
to the National Day parade on July 14. This is
despite Trump having withdrawn from the Paris
accord on climate change.
In brief, different kinds of gyrations define
western democracies today. In this overall
confused picture another reality remains largely
unnoticed.
A Fox News poll published some months ago
(mostly ignored) shows that Bernie Sanders has
a +28 rating above all US politicians on both
ends of the political spectrum.
The Guardians Trevor Timm wrote recently:
One would think with numbers like that,
Democratic politicians would be falling all
over themselves to be associated with Sanders,
especially considering the party as a whole
is more unpopular than the Republicans and
even Donald Trump right now. Yet instead of
embracing his message, the Establishment wing
of the party continues to resist him at almost
every turn, and they seem insistent that they
dont have to change their ways to gain back
the support of huge swaths of the country.
The moral of the story is this: a rattled
Establishment is in many democracies rushing
to thwart or redirect the popular will -- and with
mixed success.
Against this backdrop, there appears on the
horizon a certain British exceptionalism. Jeremy
Corbyns election as Labour leader despite Tony
Blair, Mandelson and the Parliamentary party,
results of the Brexit referendum, the manner in
which Theresa May was trounced in the June
8 elections -- all point to the Establishment in
Britain, unlike elsewhere, clearly contained by
the people.

FIJI UNDER THREAT OF ZIKA VIRUS TRANSMISSION
T
here is ongoing concern about the
spread of the mosquito-borne Zika
virus and the impact of Zika infections
on pregnant women and their babies. There are
also concerns that Zika infection can, in rare
instances, lead to Guillain-Barr syndrome, a
serious immune system disorder.
Zika has spread to many tropical and sub-
tropical countries. Cases of Zika virus have
been reported in Africa, southern Asia, the
Pacific Islands, and the Americas.
According to the information available,
the only Pacific states where Zika virus
infections are currentlydetectedareAmerican
Samoa and Fiji. This list will be updated as
the situation changes. The Ministry of Health
recommends that if youre travelling to any
Pacific Island country, you should always take
precautions to avoid mosquito bites.
If you are travelling outside of the Pacific,
the most up-to-date list of countries currently
infected with Zika virus can be found
here: Check the full list of countries with
current, confirmed Zika infections on the
ECDCs website. ?
The World Health Organization stresses the
continuing need for improved surveillance
and education regarding Zika virus, as well
as promotion of mosquito control efforts. No
Zika-related trade or travel restrictions are
recommended at this time.
What are the symptoms and who is at risk?
M ost people who get infected with the
Zika virus do not show any symptoms.
Only one in five people who get it will feel sick.
The symptoms appear 3-12 days after getting
the infection and last from 4-7 days. However,
as Zika infection may cause a rash that could
be confused with serious diseases such as
measles or dengue, these diseases do need to be
ruled out.
Symptoms can include:
low-grade fever joint pain, notably of small
joints of hands and feet, with possible
swollen joints
muscle pain
headache
red eyes
rash
The incubation period is typically 312 days.
There is no specific treatment for Zika virus
infection and if symptoms develop these will
typically clear up within 4-7 days. Get plenty
of rest and fluids, and treat the symptoms that
you have. Use paracetamol for pain and fever
if needed. Until dengue can be ruled out, do
not take aspirin or other non-steroidal anti-
inflammatory drugs (NSAIDs) like ibuprofen,
due to the risk of bleeding.
Zika virus is transmitted by mosquitoes
(members of theAedesfamily) that are active
during the day. Anyone who is bitten by an
infected mosquito is potentially at risk of
infection.
Zika virus and pregnancy
P
regnant women who become infected
with Zika virus can transmit the disease
to their unborn babies, with potentially serious
consequences. Prenatal Zika virus infection is a
cause of microcephaly and other serious brain
anomalies in developing fetuses. Reports from
several countries, most notably Brazil, show
that there has been an increase in severe birth
defects and poor pregnancy outcomes in babies
whose mothers were living in areas while
pregnant where Zika virus infections were
occurring.
Anyone who is pregnant or plans to become
pregnant should defer travel to an affected
area.We recommend that women travelling
in Zika-affected areas protect themselves
against mosquito bites and, if needed, use an
appropriate contraception to prevent pregnancy.
Women returning from Zika-affected areas
should avoid getting pregnant for eight weeks
after leaving the affected country.[1]If their

partner has also travelled to a Zika affected
area please refer to the information on sexual

Wear long-sleeved shirts and long pants.
Use insect repellents containing DEET,
picaridin, oil of lemon eucalyptus (OLE),

Insect repellents containing DEET,
picaridin, and IR3535 are safe for pregnant
and breastfeeding women and children
older than 2 months when used according to
the product label. Oil of lemon eucalyptus
products should not be used on children
under 3 years of age.
If you use both sunscreen and insect
repellent, apply the sunscreen first and then
the repellent.
Use permethrin-treated clothing and gear
(such as boots, pants, socks, and tents).
Use bed nets as necessary.
Stay and sleep in screened-in or air-
conditioned rooms.
If youre pregnant or trying to get pregnant,
and youve recently travelled to an area with
Zika, we recommend that you speak with your
healthcare provider or lead maternity carer, even
if you do not feel sick. It is especially important
to see a healthcare provider if you develop a
fever, rash, joint pain, or red eyes during your
trip or within eight weeks after travelling to a
country where Zika has been reported.
Sexual transmission of Zika virus
T
he risk of Zika virus being spread by means
other than mosquito bites is still unclear
and is likely to be a very rare occurrence.
There is very limited scientific evidence to
suggest the virus can be sexually transmitted.
The best way to reduce the possibility of sexual
transmission of the virus, or the possibility of
becoming pregnant while infected with Zika
virus, is to avoid sex oruse condoms.
All those who have travelled to a Zika-
affected area should avoid sex or use
condoms, even if you do not have symptoms.
The Indian Weekender

abstain from all sexual activity or use condoms
for the duration of the pregnancy, whether they
have symptoms or not.

after leaving a Zika-affected area.
Women who have travelled to a Zika-affected

not showing symptoms. Only one in five
people who get the Zika infection will show
symptoms, so its possible to have the infection
and not know it.

Reducing the risk of exposure
B
ecause Zika virus is transmitted by
mosquitoes that are mostly active during
daytime, it is important that all travellers
visiting affected areas continue to take
protective measures to prevent mosquito bites
throughout the day. Such measures include
protective clothing, repellents, and bed-nets
where necessary.
The risk of the infection being spread by
means other than mosquito bites is still unclear
and is likely to be a very rare occurrence. There
is evidence to suggest that the virus can be

Saudi-based NRI
joins hands with
Super 30 to help
talented minority
students
A
Saudi Arabia-based NRI has joined
hands with Super 30, a free coaching
centre which helps children from poor
families reach the prestigious IIT engineering
institutes, to help talented youth from the
minority community prepare for the IIT and
other technical education courses.
Obaidur Rahman, a businessman who is
also chairman of the Bihar Foundation in
Saudi Arabia, has formed an organization
called Rahman 30, which will select 30 talented
students from the minority community through
screening tests. These students will be provided
free coaching by Super 30 founder director
Anand Kumar.
The main objective is to give the students
employable education through rigorous training.
This is what is lacking for the minorities. They
dont get quality technical and job-oriented
education, as they find it hard to reach that
level due to their poor financial condition, said
Rahman, citing various studies.
The initiative of Rahman and Super 30 will
help provide opportunity to talented students
from the minority community to move ahead in
life, say experts.
According to a 2014-15 survey by the Human
Resource Development Ministry, minorities
continue to be at the bottom among all social
groups when it comes to higher education, with
just 4.4 per cent enrolment. The dropout rate
among Muslims is also very high at 17.6 per cent.
Rahman said it was time for him to give
something back to society in a meaningful way.
Education is the only way in which one can
make meaningful contribution to society, as it
has the power to change generations, as I have
seen at Super 30, said Rahman, who is on a visit
to Patna.
When I see successful students like Arbaz
Alam, who got into IIT despite coming from an
underprivileged section of the society, it gives me
inspiration to do more in the field of education
for needy students. It is quite refreshing to see
professors and students from other countries
coming to see Super 30 and understand how it
shapes students from underprivileged sections
of society. We will also look for needy, passionate
and talented students, said Rahman.
Super 30 is a pioneering initiative that has
ushered in a silent social revolution through
mainstreaming of children belonging to the
underprivileged sections by empowering them
with quality education to take them to Indias
premier IITs. So far, more than 400 Super 30
students - from the poorest sections of society
and indifferent schooling mentored by Anand
and looked after by his family - have made it
to IITs.
India, Israel agree to combat
radicalisation and terror
I
ndia and Israel on Wednesday decided
to scale up their relationship to that of a
strategic partnership in the fight against
terror, with Prime Minister Narendra Modi
saying the two countries have agreed to do
much more to protect our strategic interests
and to combat rising radicalization and
terrorism including in the cyber-space.
On the second day of the first visit by an
Indian Prime Minister, Modi, after discussions
with host Prime Minister Benjamin Netanyahu,
sought to balance New Delhis traditional ties
with Israels neighbours by saying India hoped
that peace, dialogue and restraint will prevail
in West Asia.
Modi is making a stand-alone visit to Israel
and not combining it with a trip to Palestine.
In his briefing, Foreign Secretary S. Jaishankar
said India favoured a negotiated, peaceful
settlement of the Palestine issue.
Besides concurrence on strategic issues,
India and Israel signed seven agreements
and MoUs in space, water management and
conservation and agriculture cooperation.
One accord provides for setting up of $40
million fund to be spent over five years for
technological innovation.
Netanyahu said the two leaders recognised
that their countries faced forces of terror which
seek to undermine peace and stability. We
have agreed to cooperate in this field as well,
he said.
The two leaders addressed the media
after one-on-one and delegation level talks,
with Jaishankar describing it as an upbeat
conversation as between two peoples and two
cultures who can work together.
A joint statement issued after the talks said
...strong measures should be taken against
terrorists and terror organisations and all those
who encourage, support and finance or provide
sanctury to terrorists and terror groups.
This, Jaishankar said, was a fairly clear and
expressive description on the issue of terror
and it was possible to reduce it to three words
-- cross border terrorism -- which a reporter
said was missing in the joint statement.
It also said that this historic first-ever visit
by an Indian Prime Minister to Israel solidified
the enduring friendship between their peoples
and raised the bilateral relationship to that of a
strategic partnership.
In his remarks, Modi said India and Israel
live in complex geographies. We are aware of
strategic threats to regional peace and stability.
India has suffered first hand the violence and
hatred spread by terror. So has Israel.
Prime Minister and I agreed to do much
more together to protect our strategic interest
and also cooperate to combat growing
radicalization and terrorism, including in cyber
space.
We also discussed the situation in West
Asia and wider region. It is Indias hope that
Amarinder sanctions Rs 3.56 lakh
for Punjab youth stuck in Sharjah

unjab Chief Minister Amarinder Singh
on Saturday sanctioned Rs 3,56,700
from the Chief Ministers Relief Fund,
on humanitarian grounds, to facilitate the
return of a Gurdaspur resident from a ship he
is stuck in at Sharjah Port.
In response to a letter from External Affairs
Minister Sushma Swaraj, Amarinder has
directed that the amount be released against
pending wages of Vikram Singh, who has
refused to leave the ship, along with five other
Indian nationals, on account of non-payment
of their salaries for the past several months.

priority areas, Modi said he and Netanyahu
agreed that efficiency of water and resource
used, water conservation and its purification
and productivity in agriculture were key areas
in deepening bilateral cooperation.
He said both regarded the thriving two-way
trade and investment flows as the bedrock of a
strong relationship and they agreed to do more
in this direction.
Businesses on both sides should take
primary lead in such efforts. This would also
be our message to CEO forum tomorrow, he
Swaraj, in the letter to the Chief Minister,
said the Indian Consulate in Dubai, which
had been asked to inquire into the matter, had
informed her ministry that Vikram and the
others were stuck on the Sharjah Moon ship,
owned by a Pakistani nationals company, M/s
Alco Shipping, Sharjah.
The consulate said in its report that the
sailors had not been paid their salaries for six
to 12 months and the owner of the ship was
refusing to cooperate in the matter despite the
best efforts of the consulate.

in diverse areas by January 1.
He said they also talked about cooperation in
third countries including Africa.
Netanyahu thanked Modi for visiting young
Moshe, the child survivor of the 26/11 terror

golden night of 15-minutes Tamil short films.
After a hugely successful sell-out event last
year, this year is going to be bigger and better.
The Tamil Short Film Festival will be screening
eight movies at Mercury Theatre in Auckland.
The festival will also witness a red carpet event
and a ceremony awarding the best film to
acknowledge the efforts of the film-makers and
artists.
