Background

THE NATIONAL PROGRAM FOR SUCO


DEVELOPMENT (PNDS)
is a Community Driven Development
Program which provides an opportunity to
villages to create a positive and sustainable
impact on their day-to-day life and life
conditions through building villages
infrastructure priorities (SDG 9).

Why does PNDS use the CDD approach?

Experience from other countries in this region (Indonesia, Vietnam,


Cambodia) show that CDD (where priority needs come from the
community):

Contributes to the reduction of poverty in rural areas and provide a


mechanism to the national government to communicate directly and
easily with communities to facilitate government assistance for the
development needs of communities in rural areas
Enables rural communities, women and vulnerable groups to
participate in the planning process, design, decision making,
implementation and monitoring of their priority projects
Empowers and strengthens the coordination lines and the
communication between the government and its development
partners at the national and sub-national level in order to develop
an integrated and comprehensive national development program

Relationship between PNDS and NSDP

The National Strategic Development Plan (2011-2030)


identifies the social and economic national development

Technical Audit- 2016

Majority of projects evaluated met specifications and followed the


community proposal
Overall results show that PNDS is achieving its targets for quality,
functionality, utilization and environmental protection

PNDS and 2017 Budget Priorities

The results from cycle 1 & 2 show that the people of Timor, through
PNDS, can directly respond the governments budget priorities of:

PNDS Economic Impact Audit- 2016

72% IRR (internal rate of return) for irrigation projects


133% IRR for water projects (based on time saved)
40% of PNDS beneficiaries have improved their
economic well being as a result of improved access to
clean water
Annual sales of produce, before PNDS $1,699, after
PNDS $10,189
31% have benefited from growing vegetables for their
own consumption improving family nutrition
