PROFILE
Mr. Roa brings with him years of hands-on experience in humanitarian and development management
practice. He had provided technical advisory, management and coordination development
programming and disaster risk management, particularly for early recovery initiatives in post-
conflict/calamity setting, including value chains, setting up of emergency/ transitional shelter,
livelihoods, governance, infrastructure, and community health structures. He can bring into the job his
years of experience as Team Leader to post-conflict related work in the areas of transformation,
mediation and dialogue; relief and rehabilitation; capacity building; reintegration of IDPs; security;
election-related monitoring & evaluation. Since 1994, he has been involved in economic development
interventions, including public-private cooperation; corporate social responsibility; community and
institution development work in various capacities as trainor, researcher, project manager and
coordinator, and on-site coach for local government units, peoples organizations, Indigenous
Peoples, Muslim Communities, Civil Society Organizations, International Donor Communities; and, he
has years of hands-on experience in coordinating and managing participatory micro-finance, and
micro, small and medium entrepreneurship development programme as part and parcel to a
Sustainable Integrated Area Developments Participatory framework.

and other marginalized sectors, for employability and micro-entrepreneurship; created the school of

business operations through logistics procurement and delivery, networking, resource mobilization,
