89 PSSUPT YLAGAN, TWG Chairman, Dep. Chief DPSMU, declared the meeting to
90order, he also directed PSINSP GUEVARRA, Chief Secretariat, DPSMU to verify which
91review will be taking up for the next meetings, Strategy or Operations Review.

94Presentation of Scorecard and Best Practices: (Period covered: December 2016)

96 1st Presenter: PSUPT RAMON J PRANADA, C, DOPD

98 PSUPT RAMON PRANADA, C, DOPD presented and discussed their
99Strategic Scorecard reiterating first the number of functional Local Anti-Criminality
100Action Plan (LACAP) which is now named LPOPS, he also said that LACAP is for the
101District Level only. During the presentation, PSSUPT YLAGAN, CDDS noticed that the
102baseline of their Scorecard was inconsistent, he corrected, it should be only one year to
103choose, whether if its 2014 or 2015, while on the other hand, C,DOPD explained the
104non-compliance of Oplan Katok for the year 2016, it is due to more focused on Project
105Double Barrel. He also discussed further the reduction of Index Crime as a result of
106effective anti-criminality operation. CDDS directed the Station Commanders at the
107meeting to follow-up their compliances. He also reiterated if the variants are negative, it
108should be in color red, means Failed.

112 PCI CORTEZ discussed the number of ISO conducted which he
113explained that this activity is not effectively enforce within city as it is only applied to
114provinces. PS-10 Station Commander PSUPT PEDRO T SANCHEZ suggested getting

115a wider coverage in operation by prioritizing first the establishment of tourist police unit
116on some stations. CDDS also suggested to draw whether negative or positive variants,
117to be able to know if the accomplishments were fully attained or not.

121 On Behalf of C, DPCR ESCAMILLAN, SPO1 Dela Cruz presented their
122Scorecard reiterating the following objective from the Number of Community Awareness
123Activities initiated, number of Sectoral Group Mobilized and the reduction of Casualties
124during Major Events and Disaster. DDDA commented that all activities and operations
125must be recorded and documented properly for future reference. In addition to the
126presentation the former also discussed about their Best Practices, some of which are
127the Drug Abused Resistant Education Program (DARE) wherein DDDA commented that
128it is not originally created by QCPD, DDDA explained that the Best Practices must be
129unique to all and not the same concept as to the others, the latter gave an example
130wherein the QCPD was the pioneer on the concept of Oplan Kapak and Community
131Based Policing Program wherein such program can be used as a Best Practice and
132must properly documented.

136 At about 3:10 PM, PSUPT NORBERTO STA MARIA, C, DLD,
137presented their Scorecard and discussed the objective of the optimized use of financial
138and logistical resources which have a following measures from Mobility,
139Communication, Firearm Capability, investigative equipment, protective gear,
140infrastructure and SAR Equipment. CDDS suggested from the latter to separate
141resource coming from the PNP and LGUs as well as the acquired caliber .40 short
142firearms.

146 At about 3:35 PM, PCI LORIZEL PUMILBAN, Deputy Chief DPHRDD,
147presented their Scorecard by first discussing the Issuance of Letter of Commendation
148and the plaque of recognition as their primary measure for the development of
149competent, motivated, values oriented and disciplined personnel. PS-10 Station
150commander, PSUPT SANCHEZ suggested that the DPHRDD must update the awards
151together with their official orders and to align it on the records of NCRPO.
152 CDDS initiated that before giving the award to the corresponding
153personnel, written order must be checked first for verification.

156VII. GUIDANCE AND CONCERN

159 At about 3:50PM, PSSUPT CRIZALDO O NIEVES, DDDO explained
160on his guidance the alignment on Project Double-Barrel and the IP Card of the
161Patrollers which must be updated together with their Scorecard. While on the
162otherhand, DDDA congratulates everybody for a job well done, with the supervision of
163CDDS and SDS. However, DDDA reiterated, that there is still room for improvement.
164On SL or the Strategic Level, particularly on the roadmap for DOPD; There are lapses
165on the paradigm shift, Public Safety is a job for LGU not for PNP. PSSUPT JOSELITO T
166ESQUIVEL, DDDA also reiterated the confusion on the definition of Benchmark from
167Baseline, the Resource Mobilization and its utilization was not visible.

169 DDDA directed that all the presentations must have a standard format

170for uniformity. Pertaining to the Operations Review Meeting, He said that QCPD is
171aligned from region; we still have to conduct the OR monthly aside from the Strategy
172Review conducted quarterly.
