on Saturday to monitor
progress.
Dr Thongloun wanted a
firsthand look at the under-
construction facilities before
giving advice on what needed
to be done to advance their
progress.
Dr Thongloun first visited
the five-star Landmark
Mekong Riverside Hotel in
Don Chan, before viewing 50
villas being built to house the
heads of state and government
who will attend the Summit.
He also inspected
improvements being made at
the Don Chan Palace hotel, the
upgrade of Wattay International
Airport, and construction of

Unions (LFTU) to protect Lao
migrant workers from falling
victim to human trafficking.
Representing the two
organisations, LFTU

memorandum of understanding
(MOU) on Friday for the new
cooperation project which
runs until March 2014.
The project aims to conduct
health checks and job training,
educating Lao migrant workers
on the dangers of illegal
migration and highlighting the
plight of human trafficking
victims working under duress in
Thailand.
Under sponsorship from
Alliance Anti Trafficking, the
Trade Union will cooperate with
several units in Champassak
province including the health
department, anti-trafficking
officials, Lao migration
police, Womens Union, and
the Labour and Social Welfare
Department. The multiparty
alliance has been working on
the pilot phase of the project
since June 2010, and so far it
has proved a success.
According to the
Champassak branch of the
trade union, the project rescued
13 girls from an entertainment
venue in Thailands Ubon
Ratchathani province last year.
The girls were from Vientiane
province, where the traffickers
identified also came from.

Laos vows to work harder
to achieve health MDGs

Laos is satisfied with the
progress made to achieve the
Millennium Development
Goals (MDGs) by 2015, but
admits that the goals related to
nutrition and maternal health
are proving challenging.
Speaking at the 65th
Annual Meeting of World
Health Organisation (WHO)
in Geneva, Switzerland, last
week, Minister of Health Prof.
Dr Eksavang Vongvichit said

electricity after the Stora Enso
Lao Company financed their
connection to the national
grid.
The company connected
the village to the grid over
a distance of about one
kilometre from April 20-May
9. The project cost about 180
million kip and now delivers
an 18kW supply to the 18
households.
The handover of the
project was signed last week
in Saravan province by the
companys Chief Operating
Officer Mr Peter Fogde,
Ta-oy district Governor Mr
Bounhom Khomsouny, and
Kajam village Head Mr
Amleuam.
The village had requested
that electricity be provided
as soon as possible, and after
consultation with the district
office it was clear that this
was in line with the districts
plans.
By way of compensation,
the village had proposed to
provide the company with
58 hectares of land for the
cultivation of industrial trees.
But when the project was
costed, calculations showed
the village would have to
provide almost 80 hectares
of land and after friendly
negotiations between the
company and the village this
area was agreed to.
Speaking at the handover
ceremony, Mr Fogde said
the electricity installation
was a success based on the
cooperation of the various
parties involved, notably
4 on reducing child mortality,
and MGD 7 on utilising clean
water.
He promised the government
would work harder to achieve
MDG 5 on improving maternal
health and MDG 1 on nutrition.
During the six-day
meeting, Prof. Dr Eksavang
and representatives from 193
countries and international
organisations discussed various
important health issues. They
also considered outlines for
future strategies, budgetary
planning and reform within the
global health body.

In the past, she had found

Toumlan, Ta-oy and Samouy.
About 2,000 families in
30 villages are now working
with the company in Ta Oy,
Nong and Xepon districts and
receive cash and rice every
year.
The company is also
working to promote primary
education and has a scholarship
programme for girls and boys,
supporting the village school
with sports equipment and
organising annual district
football tournaments for local
children.

even rebuilding, so that water
flow can be increased.
If drainage channels are
not widened, houses, schools,
office buildings, factories,
roads, rice and vegetable fields
in these marshes could all be
flooded in the rainy season,
he said.
The Lao International
Trade Exhibition and
Convention Centre (Lao-
ITECC) had not experienced
flooding problems since it
was built in 2004, until last
year when it was inundated.

with doors to trap water when
required.

communities, including for
small and medium industries.
This project will be a
model of the efficient use of
water and will irrigate many
thousand hectares of dry land
and farms.
The government
is promoting the rapid
development of small and
medium sized power plants
for local supply, to reduce
the need to import electricity.
Small and medium sized
power plants have installed
capacities ranging from
2-100MW.
Laos currently has 16
hydropower plants with
an installed capacity of
2,559.7MW, which have the
potential to generate 12,821
million kWh of electricity per
year.
Laos also has 37 small-
scale hydropower plants,
which have installed capacities
not exceeding 1MW, and a
total generation capacity of
6.59MW annually.

Luang Namtha turns attention to poverty reduction
Luang Namtha provincial authorities recently gathered to discuss improvements in
basic infrastructure in the three poorest districts in a bid to reduce poverty.
A provincial official said there are plans in place to strengthen the fight against
poverty in Viengphoukha, Nalae and Long districts, which include over 8,960 poor
families in more than 100 villages.
Although some of the villages were declared model development communities
this year, many challenges remain. Thousands of people still do not have access to
healthcare services, education, clean water, or sanitation.
A project to improve living standards in Nalae district encouraged locals to grow
more crops, resulting in 264 tonnes of crops being harvested this year and generating

Ministry of Energy and Mines
to the Ministry of Natural
Resources and Environment.
It plays a pivotal role in
overseeing exploration
and prospecting of mining
activities in the country.
The computers and
technical equipment will
be distributed to provincial
offices to ensure that
effective communication
and information technology
standards are maintained.
As mining activities
continue to grow, it is
important to ensure that the
relevant governing bodies
have suitable equipment and
technology to effectively
oversee, monitor and manage
the countrys vast geological
resources, LLC Director Ms
Sirisopha Xayavong said.
She added that the LLC
hopes the equipment will
further facilitate and enhance
strong economic growth in
Laos.
Savannakhet provincial authorities this year have prepared 74,000 saplings to be
planted on 1,000 hectares to mark National Arbor Day on June 1.
Head of the provincial Agriculture and Forestry Departments forestry section, Mr
Bouaphanh Bounvilay, said the saplings include teak, ornamental trees and fruit trees
and will be distributed for planting across the province.
Songkhon district will plant 10 hectares of saplings. Each districts agriculture and
forestry office plans to plant 80 hectares. The public will plant 100 hectares and 810
hectares will be planted by local companies and NGOs.
The department is willing to cooperate with local communities to grow more trees
along roads in urban areas.
Mr Bouaphanh said the department plans to reforest 1,800 hectares by the end of this
year.

Main Duties and Responsibilities:

Assist with inspection and oversight of financial requests and reports to ensure that payments and expenditures
are complied with budgets, regulations and directives of the PRF;

Prepare monthly, quarterly and annual financial reports;

The Ministry of Education and Sports (MoES) is implementing the Education for All Fast Track Initiative (EFA-FTI)
Catalytic Trust Fund Grant Agreement with the objective to increase the coverage and improve the quality of pre-primary and
primary education with a focus on the most educationally disadvantaged children in 56 districts in 16 provinces of Lao PDR. As
part of this program, the Ministry will be constructing new classrooms, renovating schools, adding additional classroom,
supplying latrines and water over the first two and half years of a three year implementation period. The Program will be started
at the same time in all 16 target provinces: Attapeu, Champasack, Xekong, Saravanh, Savanaket, Khammouan, Borikhamxay,
Vientiane Province, Xiengkhouang, Xaiyaboury, Houaphan, Luangprabang, Bokeo, Oudomxay, Luangnamtha and Phongsaly.

Scope of Work:
The Financial Coordinator (FC) will work collaboratively with Ministry staff to oversee financial management work both of the
ECU and the Implementation Units, including focusing on the clearing any financial blockages in the system and to manage and
coordinate the work of the Financial Officers (shorter and long term positions) ensuring effective FM for all components of
program and work closely with Program Facilitator.

With regards to Program Financial Management, the FC will:

1. Assist the program in preparing financial plans and annual budgets for the Program;
2. Establish, maintain and monitor the integrity of the Programs Financial Management System by ensuring that the
procedures and controls set out in the Program Finance Manual are correctly implemented and managed efficiently;
3. As part of the controlling and supervision activities, together with Department of Finance designated personnel, conduct
periodic inspections of provincial and school financial activities, systems and records;
4. Monitor and evaluate the adequacy and effectiveness of internal controls with the project financial operations, particularly
for bank accounts, petty cash, cash advances and contract management;
5. Monitor the management and accounting for Cash Advances including the aging of outstanding advances
6. Conduct monthly review of the maintenance of the contract and Community Based Contracting registers;

Qualifications and Experience:

Bachelor Degree in Accounting or Financial Management;
At least 3-5 years experience in accounting work;
Knowledge and understanding of international accounting standards;
Familiar with accounting software operation;
Willingness to travel to provinces within Lao PDR;
Ability to work as part of a team and to meet deadlines;
Good in spoken and written English language and can translate from Lao to English and vice versa;
Experience and demonstrated ability in program financial monitoring and evaluation including preparing financial reports
and annual financial statements on cash accounting;
Ability to analyze financial performance and to provide meaningful financial reports;
Proven ability to supervise staff, organize works schedules and meet deadlines; and other duties as assigned.

The National Financial Coordinator (1 Position) will be for a period twelve [12] months. Specific person months for each year

1) GENERAL BACKGROUND

UNDP is supporting the Ministry of Planning and Investment (MPI) with a five-year programme (2011-2015), Realizing the MDGs in Lao PDR
- Consolidated Programme of Support to MPI for the Achievement of the Valuable Goals of the 7th National Socio-Economic Development
Plan (NSEDP) 2011-15. The objective of the programme is to support the government for the successful implementation of the 7th NSEDP
which aims to achieve sustainable economic growth and poverty reduction with the main goal to achieve the Millennium Development Goals
by 2015 and graduate from the Least Developed Country status by 2020. Four components efficiently support capacity strengthening of
the Lao Government, namely; 1) consultative planning, implementation, monitoring and reporting; 2) effective monitoring and evaluation
via LaoInfo; 3) strengthening the Round Table Process; and 4) advancing Human Development through policy-informing research. The
programme will also support targeted actions to address key environmental issues and tackle off-track MDGs by working closely with the
UNDP-UNEP Poverty-Environment Initiative (PEI) programme in Lao PDR.
The Department of Planning of MPI is piloting local level green growth planning in pilot districts in the provinces of Saravan and Huaphan
with frequent travel to the provinces as required. UNDP wishes to recruit a national short-term consultant to support the Department with the
district-level planning process to foster green growth that creates economic benefits without compromising the environment or vulnerable
groups in society.

2) SCOPE OF WORK

Support the review of central governments instructions for annual planning and the corresponding provincial-and district-level
socio-economic development plans for 2012-2013 for the pilot districts Houaphan and Saravan, and the review of previous years
(2011-2012) plans and progress of implementation. Carry out translation of plans into English as required.
Support the organization of consultations with local governments and with communities including poor women, men and vulnerable
groups to assess key concerns, and environmental and social issues related to the districts development plans.
Identify practical environmental and social baseline indicators for monitoring local level green growth planning based on literature
review of best practices such as those used by the World Bank Indonesia. These indicators will be reviewed and defined in close
collaboration with district, provincial and central government, under the guidance of the International Consultant on local level
annual planning and the PEI Senior Technical Advisor.
Support awareness raising and capacity building for district- and provincial-level officers on understanding the environmental and
social sustainability of development projects, natural resource management and conservation.
Based on local consultations and in coordination with the International Consultant on local level annual planning, identify
opportunities for local-level projects that support green growth or sustainable development and collect necessary data required for
development of proposals for implementation of the projects.
Based on the model proposal template developed by the International Consultant on local level annual planning, develop draft
proposals for at least 2 pilot projects (1 in each province) that includes project description, identification of stakeholders and
beneficiaries, expected outcomes and impacts, tentative budget requirements and criteria for monitoring & evaluation, with
technical assistance from the PEI Senior Technical Advisor and UNDP Poverty Reduction Unit.
Present recommended elements, activities, indicators and targets for inclusion into provincial-level annual plans of 2013-2014 to
DOP and UNDP.
Perform other relevant activities as assigned.
Expected outcomes / results
Provide translations of district and provincial plans and other project output documents as required.
Organize and conduct at least 2consultations/ awareness raising workshops with local government in each pilot district.
Produce a set of draft environmental and social indicators for monitoring provincial level green growth planning.
Produce draft project proposals for at least 2pilot green growth projects for each pilot district in English and Lao language.
Progress report after 3 months and final report on review of provincial-level annual socio-economic development plan and progress
of implementation at the end of the assignment.

3) DEGREE OF EXPERTISE AND QUALIFICATIONS

Bachelors degree in Development Studies, Environmental Sciences, Natural Resource Management or similar. Post graduate
degree preferred.
A minimum of 3 years of relevant work experience in development projects with focus on sustainable development and natural
resource management.
Experience in working with district level authorities and experience with participatory planning with local communities
Experience in conducting training of Government officials and demonstrate understanding of government system and procedures
Strong communication and strong interpersonal skills in a multidisciplinary working environment with ability to establish and
maintain effective work relationships with people of different national and cultural backgrounds
Excellent coordination skills, with ability to work under pressure and handle multiple activities;
Fluency in spoken and written English and Lao is essential;
Full computer literacy.

INDONESIA TRAINS 19 PARTICIPANTS FROM ASIAN

AND AFRICAN COUNTRIES IN INTERNATIONAL
TRAINING PROGRAM ON FRESHWATER
AQUACULTURE
The Ministry of Foreign Affairs of the Republic of Indonesia in cooperation with the
Ministry of Marine Affairs and Fisheries of the Republic of Indonesia trained 19 participants
from 9 countries, namely Cambodia, Laos, Namibia, Tanzania, Timor Leste, Sudan, Sri
Lanka, Zimbabwe and Indonesia, in the International Training Program on Freshwater
Aquaculture for Asian, Pacific and African Countries. The program was officially opened
by the Minister of Marine Affairs and Fisheries, H.E. Sharif C. Sutardjo on the 7th of May
2012 and officially closed by the Director for Technical Cooperation of the Ministry of
Foreign Affairs, Mrs. Siti Nugraha Mauludiah, on the 13th of May 2012.

The training itself was conducted in the Main Center for Freshwater Aquaculture
Development (MCFAD), Sukabumi, West Java, During the training, participants studied
theory and practice on subjects such as Catfish Breeding, Introduction on Tilapia Culture
Technique, Fish Health Management, Fish Feed Management, and Water Quality
Management. The participants engaged in constructive dialogues with experts on freshwater
aquaculture, carried out hands-on experience in practice sessions, and visited fish farmers in
Cisaat and Cianjur, West Java.

Besides technical training, participants enjoyed visits to the Museum of the Asian
- African Conference in Bandung, West Java. The visit museum aims to recollect the
historical bond between Indonesia and Asian - African countries in their struggle against
colonialism. The participants also visited one of Indonesias cultural heritage center namely
Saung Angklung Udjo. Located in Bandung, West Java, Saung Angklung Udjo is a center for
an Indonesian musical heritage made from Bamboo and recognized by UNESCO as one of
its Masterpiece of Oral and Intangible Heritage of Humanity.

A participant and Senior Research Officer from the Mahoko Research institute of
Zimbabwe, Mrs. Clarice Princess Mudzengi, extended her appreciation to the government
of Indonesia for accomplishing this training. Mrs. Mudzengi is confident that the lessons
learned during the training combined with the respective countries local wisdom will
benefit many stakeholders. She states that the knowledge gained from the training will not
only enrich knowledge on technical aspects, but will also contribute to policy making in
freshwater aquaculture on a national level.

Meanwhile, Mr. EDM. Epasinghe from the NARA Agency of Sri Lanka expressed his
deepest gratitude towards the government of Indonesia for the exceptional arrangements of
the training program. Mr. Epasinghe also sends his appreciation to MCFAD Sukabumi for
their hospitality and sharing of experience throughout the training. He hopes that further
training will be conducted in the future and he is optimist that the knowledge obtained can
be used to empower his community in developing freshwater aquaculture.

The training shows the commitment of Indonesia in assisting the development of capacity
building as well as its continuous efforts towards fellow developing countries under the
framework of Indonesias South-South cooperation. An effort which is also in line with the
achievement of the Millennium Development Goals (MDGs).

BaSIC FUnCTIon oF PoSITIon

Incumbent serves as a guard for the New Embassy Compound (NEC) and reports to the NEC Sergeant, Shift Supervisor and NEC
Guard Commander, Site Security Manager and the Regional Security Officer (RSO). He/she is responsible for controlling access of
all personnel and vehicles into the NE, patrolling NEC grounds and responding to security incidents, operating security equipment
and raising the alarm in an emergency.

A green economy without a pricetag on nature?

YEOSU, South Korea (IPS) -- As
thousands gear up for the 2012 Earth
Summit, Rio+20, scheduled to kick
off in Brazil on Jun. 20, questions
on the viability and adequacy of a
green economy abound.
Experts, activists and policy
makers are divided on what is needed
to solve the deadlock on carbon
emissions agreements and tackle
global warming. Some believe a
complete paradigm shift, away from
the neoliberal freemarket ideology, is
necessary to turn the massive tide of
climate change, while others believe
a market-based approach to the crisis
still has merit.
Achim Steiner, executive director
of the United Nations Environment
Programme (UNEP), believes a
healthy mix of both frameworks will
be the key to success.
An environmental guru whose
career quite literally grew alongside
the idea of sustainable development,
which came into being twenty years
ago at the first Rio Earth Summit
in 1992, Steiner has negotiated for
years within the tumultuous arena of
global environmental crises.

Q: What, in your opinion,
has been the state of the global

Q: Critics of the Payment for
Ecosystem Services (PES) scheme
say monetising nature and valuating
forests could be used as collateral
for debts by poorer countries and
eventually risk being lost to creditors.
What are your views?
A: Certainly the risk is there
but it is diminishing as forests
increasingly become a public issue
and societies see forests as a national
asset, economically as much as
ecologically. In every society and
every economy there is a temptation
to exploit natural resources for short
term gains. But to link the notion of
payment of ecosystem services as
something that might threaten forests
because it could lead to the credit-
collateral phenomena is like saying
we should not introduce money as a
way of transacting because people
could use it for corruption purposes.
Does such valuation equal
monetisation? Not necessarily. We in
most contexts today sell our labour
for money. It is the way in which we
transact. Why would we draw this
imaginary line around ecosystem
services as not being part of this
reality today?
Q: If the world does make a
paradigm shift away from the
current basis of calculating gross
domestic product (GDP), what
components should ideally go into
estimating GDP?
A: We need a more sophisticated
indicator. Most people today would
acknowledge that the GDP growth
in itself is extremely crude and not a
legitimate indicator of economic and
development progress, because it does
not acknowledging that a society has a
natural stock of wealth, alongside the
services that nature provides us.
Current GDP may not disappear
but it will not retain this exclusive
monopoly on which a countrys
economic success or failure is
determined. Many governments are
in fact on the verge of doing a more
inclusive kind of accounting.
And finally we also need to
look at how economics is often
being used in terms of pricing. The
price of energy used to be defined
as most successful when it was
cheapest. Yet we know today that
renewable energy technologies will
increase employment by more than
30 percent compared to the current
business-as-usual model. Is it not
a vital consideration to pay a few
more cents per kilowatt of power,
when you can create jobs for these
armies of unemployed youth in our
societies?

Global temperatures rising on a Medvedev expected to

emissions set a record high in
2011, in a 3.2 percent increase
over the previous year, the
International Energy Agency
reported this week. The main
reason for this dangerous
increase is that governments are
failing to implement policies to
prevent catastrophic increases
of global temperatures.
A new report released on
the last days of international
climate talks in Bonn,
Germany this week reveals
that the planet is heading to
a temperature rise of at least
3.5 degrees Celsius, and likely
more, according to the Climate
Action Tracker (CAT), despite
an international agreement to
keep global temperature rise
below two degrees Celsius.
Not only are pledges
inadequate, but countries are
unable to fulfill even those
pledges, a new CAT analysis
shows. CAT is a joint project
of Dutch energy consulting
organisation Ecofys,
Germanys Climate Analytics,
and the Potsdam Institute for
Climate Impact Research.
When we compared the
emission reduction pledges of
countries like Brazil, Mexico
and the US, we found they
did not have the policies in
place to meet those pledges,
said Niklas Hhne, director of
energy and climate policy at
Ecofys.

The United States pins many
of its hopes on having lower
emissions by 2020 due mainly
to effects of the recessions and
a shift from coal to gas driven
by low gas prices.
Yet regulations on coal-
fired power plants and on fuel
efficiency in vehicles would
still leave the United States
some 350 million tonnes
of CO2 short of its already
inadequate pledge, a gap that
is the size of half of Canadas
annual emissions, the report
found.

increased coal use in China and
India, according to preliminary
estimates from the International
Energy Agency (IEA) released
Thursday. Developed countries,
led by Europe and the United
States, reduced emissions by .6
percent collectively.
But dont blame China,
said IEAs chief economist,
Fatih Birol. Chinas enormous
investment in energy efficiency
and green energy enabled the
country to reduce its carbon
intensity - the amount of CO2
emitted per unit of GDP - by
15 percent between 2005 and
2011.
Had these gains not been
made, Chinas CO2 emissions
in 2011 would have been
higher by 1.5 billions tonnes,
Birol said in a statement.
With the UN climate
process deadlocked, action will
have to come from the positive
examples of cities, regions and
companies that have made the
low-carbon transformation and
are reaping the economic and
other benefits, said Hhne.

majority in 2007.
Analysts believe Medvedev
will have to introduce reforms
and lead the party to pass a
crucial period, otherwise the
party will gradually lose its
power in the country.
Dominant power which
faces new challenges
Founded in 2001, United
Russia is the dominant party in
the country with more than 2
million members.
During the partys congress
held Saturday, Putin, who led
the party from 2008 to 2012,
said the party is his key ally
and partner.
Medvedev also noted the
party has helped him at many
jobs, including as Russian
president, and supported his
candidature for premiership.
Although mass fraud
allegations have tainted the
partys victory in last December,
United Russia remained a
leading political force in Russia.
According to a latest poll
conducted by Russias Public
Opinion Foundation (FOM),
some 47 percent of respondents
said they would vote for United
Russia.
However, as a long-time
ruling party, United Russia has
inevitably encountered the so-
called political fatigue among
the Russian public.
Besides, following the
approval of a law that simplifies
party registration process, new
political forces are expected to
emerge in the country.
The party faces new
challenges, Medvedev
admitted. In response to the
challenges, Medvedev said
that the party should turn to
elections of party leaders at all
levels on an alternative basis
through direct secret ballots,
set up a single five-year term of
powers for party leaders at all
levels, and introduce principles
of annual report-back and
annual rotation.
These proposals were
adopted in the new party
constitution, which was
approved during the congress.
Vladimir Zharikhin, deputy
director of the Commonwealth
of Independent States (CIS)
Institute, told Xinhua that United
Russia has to change itself,
regardless of what Medvedev is
going to undertake.
This is an objective demand
for the party, not Medvedevs
whim. Otherwise the party will
lose its power, Zharikhin said.
Besides, Putin has never
been involved in the party
deeply enough. Therefore,
Medvedev has enough freedom
to shape the party as far as
United Russia remains Putins
unequivocal and unconditional
supporter, he added.
No dramatic changes in
United Russia
Although Medvedev vowed
to improve United Russia,
analysts do not expect any
dramatic change in the party.
Reform on the party that
Medvedev may implement, if
any, would not be too painful
for United Russia, because his
ideology is more or less within
the ideological field of the
party, Zharikhin said.
For a long time, the party
has been accused of being
ineffective and having no
distinct political platform.
Currently, there are three
ideological wings within the
party -- social-conservative,
state-patriotic and liberal.
Medvedev was seen as being
close to the liberal wing.

Australia, S. Africa both winners in radio telescope contest

n Saturday the
Vientiane Times
science news column,
Quantum Bits, reported on
the international competition
between Australia and South
Africa to build the worlds
biggest and most powerful
radio telescope, the Square
Kilometre Array (SKA).
The two billion dollar
telescope to be funded by
a consortium of some nine
countries, Australia, South
Africa, New Zealand, the
United Kingdom, Canada,
China, Italy, the Netherlands
and India, had chosen two
potential sites as suitable. One
was in South Africa and the
other in Australia. The main
criteria for suitability was
finding a region free of radio
interference as well as one
that could provide essential
supporting high technology
infrastructure to handle the
huge amounts of data that
would be generated.
The Australian proposal
consisted of thousands of
radio antennas that would
extend some 5000 kilometres
from Western Australia to
New Zealand. The South
African proposal was for an
antenna array extending over
3,000km and including some
eight countries.
The Australian telescope will be located in Western Australia and extend more than 5000 km to New Zealand whereas the South African
telescope is located in the Karroo region and will partner with several other African countries to the north to host the additional antennas.
Competition to convince
the consortium of the benefits
of each countrys proposal
has been intense for the last
two years with both countries
building testbed facilities, the
MeerKAT in South Africa and
the ASKAP in Australia/NZ.
The potential benefits to
the scientific community and
the countries concerned would
be enormous. There would be
great prestige as well as real
benefits to the local scientists
involved if their country is
chosen. The influence of the
SKA project extends beyond
radio astronomy. The design,
construction and operation of
the SKA have the potential
to impact skills development,
employment and economic
growth in science, engineering
and associated industries, not
only in the host countries but
in all partner countries.
Last weekend the
international organisation
behind the telescope made its
decision and announced that
both countries were winners.
The proposed telescope is so
complex and the proposals
from both countries so good
that they decided to build two
different sorts of telescopes -
one in each country.
The majority of the
members of the organisation
were in favour of a dual-site
implementation model for SKA.
The members noted the report
from the SKA Site Advisory
Committee that both sites were
well suited to hosting the SKA
and that the report provided
justification for the relative
advantages and disadvantages
of both locations. Although the
advisory committee identified
Southern Africa as the preferred
site, the members also received
advice from a working group set
up to look at dual site options.
What the SKA project
has decided is to put different
technologies in different

made up of thousands of radio
receivers spread over a large
area. When the signals are
combined it gives the telescope
the effective power of a single

The majority of SKA
dishes in Phase 1 will be built
in South Africa, combined
with MeerKAT. Further SKA
ASKAP array in Australia.
All the dishes and the mid
frequency aperture arrays for
Phase II of the SKA will be
built in Southern Africa while
the low frequency aperture
array antennas for Phase I and
New Zealand.
Reaction to the decision
has been positive in both
countries.
Professor Bryan Gaensler,
Director of the Centre for
All-sky Astrophysics, Sydney
University says the dual
site solution is a win-win
solution that draws on the
advantages of each site. He
says he looks forward to
working collaboratively with
his colleagues in South Africa
instead of in competition.
He especially singled out
the South African team led
by Justin Jonas and Bernie
Fanaroff, who he said must
also be congratulated for
creating a thriving African
radio astronomy community
and a stellar SKA site bid from
scratch in barely 10 years.
The governments involved
have also all been extremely
supportive: a positive sign that
amidst all the other pressures
and challenges, basic research
and cosmic discovery still
have a place in the nations
involved priorities.

food into bio-fertiliser

Brandon Wee Hong Jie has
been dutifully collecting
leftover food and waste from
the eight stalls at the Heng
Ee High School canteen in
George Town, the capital of
Malaysia's Penang state.
The 16-year-old then
carries the buckets of waste
including noodles, rice,
fruit peels, vegetables and
small pieces of bones to a
machine next to the canteen,
adds bokashi fermentation
microbes and bio-cleaners and
starts grinding the mixture.
Brandon then transfers the
ground output through a pipe
to three large retention tanks
where it is stored for 28 days
for fermentation and turned
into bio-fertiliser.
No, Brandon is not one of
the stall helpers. The Form
Four student is among a
team of 11 who have made it
their daily routine to recycle
some 100kg of food waste
daily.

CHINA DAILY, ANN -- The
vividness of 56-year-old Jiao
Xiaojians eyes match that of
the works displayed in his first
solo exhibition, Eyes of Things,
at the Chinese Academy of Oil
Painting in Beijing.
The oil painting instructor
at the China Academy of Art
in Zhejiang provinces capital
Hangzhou places before the eyes
of viewers 126 oil paintings and
sketches he has created from
1995 to 2011 - none of which
even his closest friends have
seen before.
He paints the simplest
everyday scenes of Hangzhou
that many might find too trivial
to frame. Such imagery includes
multiple versions of the same
subjects, including his wife,
garlic cloves, a particular tree
and dilapidated rooftops seen
from his window.
He says it was a weighty
decision for him to stage his
first solo exhibition based on
such a concept - one he finalised
after visiting exhibitions in the
US and Europe.
Its so convenient for
people to see in such an
advanced age of imagery, but
its difficult for them to capture
the instant beauty at the moment
they see, Jiao says.
Jiao creates in his dorm
in Jingyun village near
Hangzhous West Lake and his
studio on Town God Hill.
But tourists only snap photos
of the colloquially named Ten
Scenes surrounding West Lake,
Jiao says. And that bores him.
So, I want to capture the
beauty of the simplest things in
my paintings, he says.

A painters sole duty is to
paint. Thats what makes me
happiest.
He believes the key is to be
led entirely by sight and not by
analysis. This idea, he says, was
inspired by his favourite French
Post-Impressionist painter Paul
Cezanne (1839-1906), who
professed a desire to capture the
truth of perception, using the
direct expression of the eyes
sensations.
But Jiao believes vision
is sometimes an unwitting
trickster that can be influenced
by environmental factors and
subjectivity.
Some things you believe
you see - but, actually, you
dont, he says.
Often, what I actually see
and what I imagine fuse.
For example, he saw his
wifes pink bathrobe hanging
on a clothes rack, but the
completed painting showed
his wife wearing the bathrobe.
Other times, he found buildings
bending inward, as they would
appear if viewed through a
telescope.
This is both the most
arduous struggle and most
wonderful component of
creation, he says.
He is a self-professed
follower of Phenomenology,
a 20th-century philosophy
that examines the relationship
between reality and
consciousness.
Thats why I reject both
perfect copies and overly
personalised expressions, he
says.
He refers to his conditional
representational painting style
as illumination rather than
replication.

pop culture to Laos

party in Laos drew quite a
crowd of fans and cosplayers,
introducing Japanese pop
culture to anime fans in Laos.
At the comic party in
Vientiane on Saturday,
cosplayers from Laos, Thailand
and Japan attended, dressed
in costumes and accessories
typical of their favourite
cartoon characters.

Ponmek Dalaloy were in
attendance, along with other
invited guests.
Im quite confident that
everyone is familiar with
Japanese cartoon animation
and will fall in love with the
special cartoon characters of

ninja hattori to name just a
few, Ms Yokota said.
She said she was delighted
to see the surprising number
of Lao people who were
interested in Japanese anime.
Japan is famous for its kawai
style which means lovely in few party goers but now I see a
essence. It is extremely popular
among Japanese people,
inspiring them to dress in a
unique style, donning various
costumes and accessories, Ms
Yokota said.
She said the kawai style
will allow Lao people to better
understand the significance of
Japanese pop culture.

defeated Kavin College 2-1,
in a hard fought battle that
went into extra time. The

the end of regular time, before
Polytechnic scored the winning
goal in a thrilling battle for
supremacy.
The same day, NUOL beat
Lao-Top College 3-1 in the
other semi final.
Polytechnic College will
face off with the NUOL for the
championship, while Kavin
College will meet Lao-Top
College in the play off for third
place.
The match between
Polytechnic and Kavin College
was closely contested, but
played in the best spirit of the
sport. Both sides had plenty
of cheerleaders in attendance

Hana Financial ex-chief may face Laos does not need

probe over savings bank scandal

that the Mirae chairman asked

UAMCCO, and did not ask
for any favors.
Kim, however, denied his
involvement in Hana Capitals
decision to participate in
Miraes capital increase.
He said he received a
report on the investment
after it was made on Hana
Capitals judgment as Mirae
promised an annual return of
10 percent.
He also said he was not
close to Kim Chan-kyong, and
that the investment was not
made on the request of Kim or
Chun.
Hana Capitals investment
in Mirae was backed by five
paintings owned by Mirae,
stocks of Kim Chan-kyong,
his apartment in southern
Seoul and the main office of
Mirae as collateral.
The real estate has little
real value, however, as it has
already been seized by other
creditors. It is also unusual for
a financial company to take
paintings, the value of which
is not easy to appraise, as
collateral.
Hana Capital said it has
redeemed about 8 billion won
by selling three of the five
paintings.

World Bank economist has
said.
Ms Genevieve Boyreau
made the comment on
Wednesday amid concerns that
the Lao economy will see a
major downturn over the next
few years once the government
imposes its new policy. The
mining sector has made a
major contribution to economic
growth over the past five years
and the governments decision
to call a halt to new mining
investments has caused public
concern.
Ms Boyreau said that
based on information received
by the World Bank, output
in the mining sector would

the Ministry of Planning and
Investment, the Lao government
has declared its intention to stop
relying on the export of natural
resources, which would lead to
eventual depletion, and boost
investment in other activities
to ensure sustainable economic
growth.
The ministry has named
agriculture as the top priority
for both domestic and foreign
investment. They also want
to promote investment in
the processing and logistics
businesses since Laos is
located in the middle of the
Mekong region.

Hock Seng, said the decision
was made to diversify the
sources of income further as
the core construction business
suffered from extremely low
profit margins.
He said although
construction had been the
bread and butter of Bina
Puri, narrowing margins was
now pressuring the company
to venture into other new
businesses.
Not only are we faced
with escalating building
material prices, the whole
industry is also faced with
labour shortages. The high
rubber prices had spurred a
lot of Indonesians to opt out
of seeking opportunities in
Malaysia, Tee told StarBiz.
He said the company would
be venturing into the mining
business as well as acquiring
a hydro-power plant. Bina
Puri currently has five diesel
power plants in Pulau Bangka
with a combined capacity of 10
megawatt.
The company took control
of the power plants in 2010 by
acquiring an 80 percent stake
in Indonesia-based power
plant owner and operator PT
Megapower Makmur via Bina
Puri Power Sdn Bhd, and had
spent close to US$5mil on the
investment.
