1 INTRODUCTION
1.1 General
The Deep Panuke Pipeline Project involves the installation of facilities required to produce natural
gas from the Deep Panuke field, located about 175 kilometres offshore Nova Scotia. Produced gas
will be transported by subsea pipeline to Goldboro, N.S., where it will be transported via the
Maritimes & Northeast Pipeline (M&NP) to markets in Eastern Canada and the north-eastern
United States. First gas from the project is expected in 2010. For more information on EnCana,

The offshore gas export pipeline shall be installed in the 2009 season by Allseas Canada Ltd. and
tied into the PFC during the 2010 season by others. The offshore export pipeline will be 559 mm
(22-inch) diameter, with a wall thickness varying from 14.3mm to 17.5mm, and is 173 km in length.
It will be installed in varying water depths up to a maximum of 145m. The pipeline will comprise a
fusion bonded epoxy (FBE) corrosion coating and concrete weight coating of nominal density
3050Kg/m3 and thickness varying from 60mm to 85mm. Part of the land fall pull-in section may
have a concrete coating of 100mm.

McNally-Tideway JV (MTJV) has been awarded the subcontract for the onshore and near shore
trench excavation, pipe pull-in and backfilling. The trench will have a maximum depth of 4m
below the original seabed on the near shore portion. From onshore to approximately 90m offshore,
the trench will be excavated by first building a berm over the proposed trench. Once the berm has
been constructed to a water depth of 3-4m, the excavation will commence back to shore, removing
both the berm and excavating the trench. The near shore portions will be excavated from
approximately 80m offshore to 890m offshore using a long reach excavator dredger. The excavated
material will be cast to the side of the trench. Once the trench excavation is complete, the pipeline
will be pulled from an off shore Allseas vessel to onshore using a linear pull winch. Prior to
installation of the pull-in wire, the minimum excavation depth needs to be verified and accepted by
Allseas/ECA. Upon completion of the pipeline pull-in and acceptance of the vertical pipeline
position to the original natural seabed, the trench will then be backfilled using the material that was
cast to the side of the trench in order to obtain the required cover Top of Pipe (TOP).

1.2 Objective
The objective of this document is to provide an understanding related to the onshore excavation and
backfilling activities for the shore approach services of the Deep Panuke Pipeline Project.
Excavation and backfilling will include activities regarding the preparation of the onshore trench
required for the pipeline pull-in and subsequent backfilling of said trench. Responsibility,
organisation and safety related to this work will also be discussed.

4 RESPONSIBILITY AND ORGANISATION

The overall responsibility for the Projects activities rests with the Project Manager. It will be the
responsibility of the Project Manager to approve key personnel required for employment on the
project. He will liaise with the Company Site Representatives on- and off-shore.

The Project Manager will lead the works on site. He will be responsible for the management and
control of the activities and will be assisted by the Superintendent who will act as his deputy.

A project team consisting of the following persons will be of assistance:


Project Engineer; the Project Engineer will assist the Project Manager in all facets of the work.
QA/QC/HSE Engineer; the QA/QC/HSE Engineer will monitor the operations with respect to
the observation, implementation and adherence of QA and HS rules and procedures. He will
also monitor the operations with respect to the observation, implementation and adherence of
environmental rules and procedures.
Project Survey; the Project Surveyor will be responsible for the management and control of all
onshore and offshore survey activities and liaise with Company Survey Representatives. The
Surveyor will report to the Project Manager.
Superintendent; the Superintendent will lead the specific operations onboard off the vessels or
on the onshore construction site. The superintendent will be responsible for the direct
supervision of the works and construction crew. He will report to the Project Manager.

5 ONSHORE AND NEAR-SHORE EXCAVATION AND BACKFILLING


A trench will be excavated from station Kp-0.020 to Kp0.116 with a minimum trench depth of 2
meters, except where noted. Onshore trench depths will vary to suit the curvature limitations of the
proposed pipeline and will have a minimum of 2m of cover in the areas shown below (See KW964-
045bind.dwg). All other areas of trench excavation will have a minimum cover of 1m.

5.1 Site Preparation


Site preparation will be done in accordance with the Mobilization Plan (MW-310690-101-MT).

5.2 Construction of Berm


The onshore and near shore portion of the works will be carried out between stations Kp-0.020 to
Kp0.116. It is anticipated that bedrock outcrops will be encountered between Kp 0.050 to Kp 0.116.
As it is more difficult to excavate bedrock from a barge, a berm will be built from approximately
station Kp 0.017 to Kp 0.116. The excavation of bedrock outcrops will be completed using drilling
and blasting techniques as described in the Blasting Plan (MW-310690-106-MT).

As the slope of the shore approach is too steep for dump trucks to drive to the shore line and dump
quarry gravel, an access road with a maximum slope of 10% needs to be excavated. The excavated
material will temporary be stockpiled in the stock pile area and used to reinstate the site at the
completion of the project, see Mobilization Plan (MW-310690-101-MT).

After the access road has been constructed, the dump trucks and the hydraulic excavator will start
constructing the berm out to Kp 0.116. The berm will have a width at the top of 8 meters and will
have a crest level of approximately 2.00m+ HAT. Because bedrock outcrops are expected to be
encountered in the trench, test pits will be dug to determine bedrock levels as the berm is being
constructed.

The berm will be constructed using imported stone fill. This stone shall be placed immediately over
the proposed trench. The stone shall be as clean as possible in order to minimize any environmental
impact and will be large enough to withstand the anticipated weather conditions during the berm
work. The stone shall be delivered to site from a local quarry (Martin Marietta in Mulgrave). The
stone shall be pushed into place using a track dozer and the side slopes shaped with a backhoe. A
silt curtain will be installed prior to any of the in-water work to minimize the area affected by the

turbidity caused by the work. The silt curtain will be maintained in place for the duration of the in-
water berm work.

5.3 Installation of Turbidity Curtain


In order to mitigate excessive suspension of silt in the nearby waters, a silt screen attached to
concrete blocks will be installed prior to in-water operations. The concrete blocks are
approximately 2x2x3 in size and weigh around 800kg each. Installations details can be found in
Appendix A.

The Project Engineer and / or Surveyor will establish GPS coordinate positions for each of the
concrete block locations. All of the turbidity curtain materials will be placed on a support barge
(Derrick #4). Prior to commencement of the in-water work and using the on board GPS display, the
concrete blocks will be placed in accordance with the predetermined coordinates. The crane will lift
and place each anchor block and the intermediate turbidity curtain panels with assistance from the
labour force in the workboats. The crane will move along to each consecutive panel location and
carry out the same procedure.

5.4 Onshore Trench Dredging


When the berm is constructed, excavation of the trench will start. The test pits dug during the
construction of the berm will have located any bedrock outcrops. Using a hydraulic drill, these
bedrock outcrops will be drilled and blasted using controlled blasting techniques to minimize the
vibration and the potential for damage to the nearby pipeline. The pipe trench will then be dug and
the berm removed.

The material will be stockpiled on shore for reuse as a future berm to re-excavate (maintenance
dredging) the trench prior to the pipe pull and then finally as the trench backfill.

5.5 Trench Backfilling & Berm Removal


After the pipepull activities have been completed and approved, the trench will be backfilled. With
the use of land based equipment the berm will be reconstructed with the stockpiled material adjacent
to the trench to provide access to the near shore pipeline. After the backfilling has been completed,
the berm will be removed and the site reinstated.

5.6 Existing ExxonMobile pipeline


Since the existing 26 ExxonMobile pipeline (Sable-pipeline) is in close proximity to the newly
22 Deep Panuke pipeline (approx. 50 meters onshore), special measures will be taken during the
onshore and near shore works to eliminate the risk for potential damage to the former pipeline:

Existing pipeline will be marked on sea and onshore respectively by lighted buoys and by
flags, as shown in Appendix B
Onshore landfall area shall be secured as per the Project Security Plan (GEN-310690-013-MT).

6 HEALTH, SAFETY AND ENVIRONMENT


6.1 General

6.2 Safety
During all described works, special attention will be given to the safety of personnel and
materials. Reference is made to documents mentioned above and the risk assessments given
therein. The following requirements will be applicable to all on-site operations and will be given
special consideration:
During mobilisation and prior to start of the operations, a safety orientation will be held for
all persons associated with the works. For work offshore, the locations of access and escape
routes and other arrangements will be discussed. For work onshore general emergency
procedures will be reviewed.
Daily Toolbox meetings will be held to keep the crew informed.

6.3 Environment
The Environmental Management Plan, and accompanying Environmental Procedures, will apply to
all activities described within.
