The center provides gently used cloth-
ing items for no charge, said director Lau-
ra Logan, who feels its important to give
back to the community.

others who might need a little boost up,

The center is open 9:30-11:30a.m. every
Wednesday (except during breaks when
school is in session) at Covenant Lutheran
Church, 1525 N. Van Buren St. There are
no prerequisites to be a client, though its
geared toward those who are economically
disadvantaged, temporarily or not.
Clients are given one bag per person who
lives in the household, who can fill it with
clothing ranging from infant to XXL shirt
sizes, and up to size 40 pants. Clients can
visit once every 30 days.
If you cant find something now, come
back because it rotates in and out, Logan
said.

Historic architect and Landmarks
Commission member Steve Mar-
Pohl prepared a report on the High-
way Trailer complex and estimated
the building shell could be restored
at a cost of $2 $2.25 million.
He further estimated it would cost
between $1.3 million and $1.5 mil-
lion to demolition everything at the
site except the blacksmith shop,
and he put the demolition cost for
the entire complex at $1 million to
$1.2 million.
The Landmarks Commission has
scheduled an Aug. 10 public hear-
ing to designate the entire complex
a Local Landmark.
On Tuesday, Truehl (D-4) and
Jenson (D-3) argued against the
motion to go on record in support
of making the Highway Trailer
building complex a Local Land-
mark.
Instead, Truehl said, with the tac-

would contact Gorman and Com-
pany to learn if the company is still
interested in preserving the build-
ing.
That will be the RDAs next
step, he said.
Truehl worried that if the coun-
cil were to designate the building
a Local Landmark but cant find a
developer willing to restore it, the
RDA could be stuck with a struc-
ture that needs a large investment of
city funds.
Jenson was more blunt, calling
the idea ridiculous, because were
talking a huge sum of money.
Everybody that I talk to wants
it gone and to make that area green
space, he said. I want to save the
blacksmith shop.
Last fall, Gorman responded to
the RDAs search for a developer to
lead the riverfront redevelopment
project. A Gorman representative
said the company wasnt interested
in becoming the master developer
for the overall project, but it was
interested in restoring the Highway
Trailer building.
At a July 18 joint meeting of the
council and the RDA, Sveum asked
the council for direction relating to
the Highway Trailer building.
The councils action Tues-
day provided that direction, and
on Monday this week Sveum
announced his resignation as RDA
chair. He plans to remain on the
RDA.

With the deteriorating
Highway Trailer building
on East South Street now
deemed a safety hazard, the
city is planning additional
safety protections.
On July 20, officials
decided to close the 500
and 600 blocks of East
South Street indefinitely
because of questions about
its structural integrity. Less
than a week later, the Com-
mon Council voted Tues-
day, July 26, to fund for
additional fencing and bar-
ricades to keep people and
automobiles away.
The sudden action for
a building that has been
crumbling for years came
after an architects inspec-
tion report recommended
taking such measures after
noticing failures in roof
and exterior wall systems
while evaluating its poten-
tial for repair.
Not only is it tall enough
that some parts of the build-
ing could fall into the street,
city staff have reported peo-
ple living in the building.
Architect Steve Mar-
Pohl, whos also a member
of the citys Landmarks
Commission, first delivered
his report to the Redevel-
opment Authority Tues-
day, July 18. He presented
a summary version of the
report to the council this
week, Tuesday, July 25.

fortable walking around in
any part of that structure,
he said.
Alders discussed the situ-
ation and then unanimously
approved a $1,763 contract
with National Construc-
tion Rentals for more fenc-
ing and barricades. The
contract allows the city to
use the equipment for six
months.
Mar-Pohl told the council
the main concern is with the
100,000-square-foot build-
ings wooden timber and
deck structure.
There are some areas
where there has been sig-
nificant degradation of the
wood structure due to wood
rot, he explained.
He noted that some sec-
tions of the building roof
have collapsed, leaving the
wood structure exposed to
the weather.
The risk of catastrophic
failure is relatively mini-
mal, considering what it
looks like, Mar-Pohl said.
But its still a risk.
He said theres a chance
that a failing timber could
push that (northern build-
ing) wall into the street,
and he noted both East
South Street to the north
and Seventh Street to the
east are in a potential fall
zone.
The roof is completely
open, and its going to get
worse at an exponential
rate, Mar-Pohl explained.
Its going to get really bad
if we dont do something as
soon as possible.

citys risk manager, police
chief, fire chief, EMS direc-
tor, public works director
and building inspector to
discuss safety concerns
before deciding Thursday
to close part of East South
Street and Seventh Street.
Police chief Greg Leck
recommended installing
a 6-foot-tall fence that
extends from the building
to the northern sidewalk on
East South Street and to the
eastern sidewalk on Sev-
enth Street.
Fire chief Scott Wegn-
er said hes seen acceler-
ated deterioration of the
building and that people
had been squatting in the
building.
The new fencing and bar-
ricades would be designed
so people cant enter the
building or its potential fall
zone.
The RDA bought the
Highway Trailer building
in 2010 from Stoughton
Trailers and earlier this year
asked Mar-Pohl, of Madi-
son-based Insite Consulting
Architects, to investigate
the century-old building,
which he did May 18. Mar-
Pohl had earlier used a
drone to conduct a detailed
inspection that produced
hundreds of photos of the
brick building, some of
them showing crumbling
walls and rooftop.
He told the council he
thinks the building is worth
saving.
It could be made to look
very nice, he said.

star Ricky Skaggs start in music
more than 50 years ago had a
fairytale quality, and at 63 he con-
tinues to be amazed at his own
success.
He and his band, Kentucky
Thunder, return to the Stough-
ton Opera House Friday in the
wake of Skaggs winning his 15th
Grammy Award earlier this year.
He was recognized for produc-
ing an album for Hillary Scott
(of the country music band Lady
Antebellum) and the Scott Fam-
ily last year. The award for the
gospel-tinged album was Skaggs
first as a producer; his previous
Grammys were for his songs,
albums and performances.
Skaggs first performed on stage
in 1961, when he was six-years-
old, with the father of bluegrass.
Bill Monroe was appearing in Mar-
tha, Kentucky, when he called the
young prodigy up to play his man-
dolin after the audience repeatedly
asked for little Ricky Skaggs.

Is it your most recent recording?
RS: Thats the latest thing that
Ive done in the studio. We have
a live album with Kentucky Thun-
der that we want to put out, and
weve also got a Cooder, White
and Skaggs record that wed like
to put out eventually as well.
But as far as going into the stu-
dio, as much as Id love to, its
almost cost prohibitive nowadays.
Record sales are so low these days
for this kind of music. We sell
them at our shows, but playing for
1,000 or 1,400 people every night
and maybe selling 300 or 400
CDs, thats a lot of touring to pay
it back.
People are getting their music
now from streaming or downloads
and stuff like that, and its really
hard to figure how youre going
to spend $80,000 or $90,000 to
make a full-blown studio record
when its so hard to get your
return on it.
Hub: Those are challenging
economics. So you make your liv-

certainly was not very big. I just
didnt see what this could be and
the extent of it. And really, more
than the monetary part of it, I
guess its the name recognition
and the authority and the leader-
ship role that I never imagined.
The respect and the good name
that Ive had over all these years
is overwhelming.
I used to think to myself, I cant
go there; those people just aggra-
vate the hide off of me. I couldnt
go to this party or that party or to
this or that kind of a thing, you
know, but my heart has changed
so much. I just dont feel that a
way anymore.

playing with this great band Ive
got. My newest member just
turned 28, and so Ive got all
these young kids in the band who
are just wearing it out. Theyre
just incredible players.
