Develop a Barangay Management Information System with SMS (Short Message Services)
support. This provides a record keeping and updating information and it also allows the users to
search or view records.

GENERAL OBJECTIVES
SPECIFIC OBJECTIVES

To develop a Barangay Management Information System for the Barangay of Pinontingan with
SMS support that helps them to have more effective method in delivering information as well as
in keeping useful records and giving good services.
1. To build a computerized Barangay record management system, to make the records reliable,
accurate, complete, more accessible and therefore, easy to find.
2. To maintain their residents record as complete and up-to-date as possible for verification.
3. To minimize the time in writing the record, to eliminate the use of paper.
4. To have the sought after quality of service that is fast and accurate.
5. To broadcast the information through SMS support.

provided a background to this research study. This was also utilized to propose a better and
effective Barangay Management Information System.

The Record Management Information System for Saint Anthony Parish conducted by Flestado
(2001) is an Information System used in St. Anthony.

Aims to provide the Barangay Management the ease in doing their daily administration tasks.
The objective of this study is to create a system that will provide and visualize the Barangay
Management Information System.
This is a system that will display the master list, profiles, populations, informations about the
Barangay, constituents and the certificate that is being required of the constituents this system
has SMS support to broadcast information such as Barangay Assembly, Calamities, Search and
Rescue ect.
The process contains the System Development Life Cycle (SDLC).

This chapter presents the methods, design and procedures used in the study. It discusses the
methodology used in gathering data in this study. It includes detailed discussion of the research
method, sources of data, research instrument and research procedure, programming language and
tool as well as the system design.

Information Technology in our country is in-demand for progress.
The computer serve as a general service tool is in the field of information retrieval and
operations the search for facts.
Computer-based information retrieval operates through the use of software that can offer
information services for an institution.
It is powerful and convenient builder for simultaneous growth in society and industries.
Information Technology is also significant in process of upgrading leadership through services
that every Barangay are working with.
Barangay Pinontingan is the place where Bicol University Gubat Campus is located.
"Pinontingan" is synonymous with "pondohan", a dialect which means a place for anchorage.
The name Pinontingan was derived from the word Pinontingan which means a place or
anchor or a place of landing.
Management Information System is a system that provides the manager with information for
decision-making process.
The term Management Information System was originally used to distinguish a computer
application from the traditional accounting jobs.
Developing this project is very essential for the residing obliged practically to those barangays
that has a huge area, they can easily monitor their place inaction or effortless.

This system serves as an assistance of the information that was gathered in this said barangay
such as the population growth, economic development, personal information, certificates, etc.
Short Message Service (SMS) is a text messaging service component of phone, Web, or mobile
communication systems.
It uses standardized communications protocols to allow fixed line or mobile phone devices to
exchange short text messages.

The "Barangay File Management System" for Palayan City Local Government Unit used this
Management System for keeping of files for their Barangay.
TECHNICAL BACKGROUND

The proposed system is also a Management Information System for the benefit of a Barangay but this
time this proposed system is with SMS Support. The researchers added this SMS Support to the system to
enhance more the effectiveness of MIS.
Retrieval of master files and provides the reasonable assurances .
Viewing of certain record and searching of certain recorded data files accessed just by name.
This system will help to process and visualized data and to get information efficiently.
Provides a database and statistical analysis of the present profile of barangay .
Updated database of barangay data
Concerns and upgrade its internal operation systems
SMS support which used when there is an information need to disseminate to the residents.
This system also allows for other barangay related functions as those including security such as incident
reporting and other related services.
It is also designed to maintain an updated record of residents for easy identification.
This system will focus only in the Barangay Pinontingan, constituents and it will doesnt care about its
neighboring Barangay's.
Only the significant events/ information that will be useful and can help the Barangay shall be recorded in
the system.
SMS Support needs a broad band connection to send messages to the constituents.
The SMS support cant accommodate to send to all the residents of the Barangay.
It prepares and prints Barangay Permits, Certifications and Clearance.
It also processes fee such as barangay clearance fees and others.
It also enables easy searching of records.
OBJECTIVES
FINANCIAL CONSTRAINT
Understanding what information the people in Barangay levels need and other information-related
interests they might have, is fundamental before implementing an information project.
He calls this as information audit, focusing on the information sources, resources, show and how
information contributes to the objectives of an organization like barangay.
It promotes a culture of paperless University. The day to day administration and almost of the University
procedures are out online.
Some areas of study in Information Systems include, system analysis and design, databases, software
engineering, networking, human centered computing (HCC), health informatics, artificial intelligence,
knowledge management, security, project management, and decision sciences.
The system was proposed to analyze the existing system to determine the possible solution to the
problems encountered by the Provincial Environment and Natural Resources Office in Sorsogon.
The study was an Information System that makes the manual transaction more accurate, timely and
reliable.
It enables user update and locates records of environment and natural resources.
The effectiveness is achieved when management style is moving to mutual participation of employers,
and enhance the organization to achieve efficiently and effectively its services to the people.
In this study, it is stated that the information effectiveness was generally effective in the areas of report
generation, inquiry processing and data analysis.

information system.
CAMSIS provides comprehensive and accurate information about student body and also improves data
quality, reduce the administrative burden dramatically and provides better services to both academic staff
and students.
The study of Gache and Esteviel is related because both are concerned with developing management
information system but there are some differences of former studies to the present one. The other one is
the study of Ms. Liberty E. Espao and Ms. Maricar E. Semilla (2009) was Information System for
Environment and Natural Resources it is also related because they share common feature to provide
information system. Even the study of Abenajo, Dio and Flestado, both are work on information system
and it has a resemblance to the present study.
The foreign and local studies help the researchers because those former studies influence to the present
study for both introduce the information system.
The systems theory, according to Ludwig Von Bertalanffy, a biologist and the founder of the systems
theory, an organization seems to be a set of interrelated parts. In order to understand an organized system
one must know its part, its software and hardware components, and the relationship between them.
Some of the needed materials are too expensive that may cause the lack of financial support. They meet
problems when there are times that they need a material that is important for the study and they found out
that it wouldnt be able to be found inside the campus so they have to spend money for the transportation.
They need to commute to the place where there are materials that are available and lots of information.
Some of the houses of the researchers are in the rural places, so whenever that there are emergency
meetings some of them dont make it in time or failed to attend.
The systematic approach by Kendall & Kendall System Development Life Cycle (SDLC) waterfall model
is used by the researchers. System Development Life Cycle (SDLC) means combination of various
activities and refers to a methodology for developing systems. It provides a consistent framework of tasks
and deliverable method to develop systems.
Develops a Project Management Plan and other planning documents. It provides the basis for acquiring
the resources needed to achieve a solution.
It defines project goals into defined functions and operation of the intended application. It is the process
of gathering and interpreting facts, diagnosing problems and recommending improvements to the system.
Analyzes end-user information needs and also removes any inconsistencies and incompleteness in these
requirements.
It describes desired features and operations in detail, including screen layouts, business rules, process
diagrams, pseudo code and other documentation.
The coding of the system can affect the system testing and its maintenance. The system cant be able to
run if theres an error occur in coding and it can only manifest by the IT expert by the use of
programming language which is the Microsoft Visual Basic 2010 to follow the needs and the preparation
of the users for the purposes and changes.

This are the list of words arranged in alphabetical order and their meaning that are also providing
information to understand more the system.
Barangays. Refers only to the selected barangays identified as site for the study.
Community. This term refers to a group of people living in a particular area.
Computer. An electronic machine that can store and work with large amounts of information
Data. Raw facts representing the events occurring in organizations or the physical environment before
they have been organized and arranged into a form that people can understand and use.
Database. A collection of pieces of information that is organized and used on a computer.
Information System. It is an organization collected facts and data about a specific subject. It is the system
of person, data records and activities that process the data and information in a given organization
including manual or automated process.
Information. Knowledge that you get about someone or something: facts or details about a subject
Management Information System. Collect, records, process, reports and or converts data into a usable
form.
Management. The act or skill of controlling and making decisions about a business, department, sports
team, etc.
Short Message Service (SMS). A text messaging service component of the system through the or mobile
communication systems. It used to disseminate information to people.
Technology. The use of science in industry, engineering, etc., to invent useful thing or to solve problems.
