Foreword
The 2014 Myanmar Population and Housing Census (2014 Myanmar Census) was conducted from
29th March to 10th April 2014. The successful planning, enumeration and now publishing of
provisional results is testimony to the Governments commitment to the political and economic
reform process, national cohesion and inclusive development. It is my sincere hope that the
provisional results and the subsequent data will effectively inform the planning and decision
making processes in our quest for national development. The 2014 Myanmar Census was
conducted under the legal framework of the Population and Housing Census Law No. 19 of 2013.
The Law empowers the Ministry of Immigration and Population to collect, process, analyse,
publish and disseminate information through the census programme.

The formation of the Central Census Commission, various census committees and offices at all
administrative levels, including the International Technical Advisory Board (ITAB), to provide
administrative and technical support guided the implementation of the census. The technical
support and our urge to follow international standards affirm our commitment to strict adherence
to the guidelines and recommendations which form part of international best practices for census-
taking.
This report on the Provisional Results is the first in a series of publications to be released from the
2014 Myanmar Census. It will be followed by the Report on the Main Census Results in May 2015,
which will give detailed information on demographic and socio-economic characteristics of the
population and housing units. Data capture through scanning, analysis and preparation of the
main results will take some time, hence the need to release provisional results to assist in the
planning and decision making processes.

The provisional results indicate that the population of Myanmar on the night of 29th March 2014
(Census Night) was 51,419,420 persons. This information will be used as a provisional figure until
the main results are released. The main results may be slightly different from the information
presented in this first volume of the census results, which is normal in censuses.

On behalf of the Government, I express our gratitude to UNFPA and the donors, namely Australia,
Finland, Germany, Italy, Norway, Sweden, Switzerland and the United Kingdom, for their generous
contributions. Their financial, technical and logistical support was critical to the success of our
census. They provided useful advice and contributed immensely to various activities including the
provision of technical assistance, cartographic and computer equipment, printing of
questionnaires, training of trainers and enumerators/supervisors, publicity materials and
scanning of questionnaires, among others.

We are indebted to the President of the Union of Myanmar and Patron of the Central Census
Commission, Vice President Dr. Sai Mauk Kham for their valuable guidance for the Census process.
Also to be acknowledged are the members of the Central Census commission and Census
Committees at every administrative level for working tirelessly to support the census process.
Special appreciation goes to the enumerators, supervisors and trainers who were mainly from the

Chapter One: Background Information
1.1. Introduction on Censuses in Myanmar
The Government of the Republic of the Union of Myanmar (Government of Myanmar)
conducted its most recent census in March/April 2014. This is more than 30 years after
the last census in 1983. Censuses are the main source of demographic and socio-economic
information in developing countries. Such information is critical to determine levels and
changes in the size, distribution, socio-economic characteristics of the population and
households over time. In a country like Myanmar, reliable, accurate and timely data is vital
for effective development planning, evidence-based decision-making, the peace process
and transition to democracy, investment decisions and research. It is therefore important
that the data used to assess such changes is accurate and updated regularly.

The history of census taking in Myanmar dates back to 500 BC during the era of King
Thadodipa Mahadamayaza of the Tagaung Dynasty. The first population census under the
British administration was carried out in the lower part of Myanmar in 1872; this was
part of the Indian census. Thereafter, censuses were taken every ten years starting from
1881. The 1891 census and subsequent censuses were conducted in the whole country on
a decennial basis up to 1941. In post-independence Myanmar, nation-wide censuses were
held in 1973 and 1983. There were challenges in all these post-independence censuses,
especially due to lack of access to some parts of the country. Since 1983, more than 30
years has passed without reliable and timely census information in Myanmar.

For this reason, the Government of Myanmar conducted the 2014 Population and Housing
Census as a necessary pre-requisite for assessing the socio-economic needs of its
population. The Government attaches great importance in determining the size,
distribution and characteristics of the population in pursuit of its programmes for the
political and economic reform processes, national development, peace and transition to
democracy and cohesion of the country.

1.2. The 2014 Population and Housing Census


1.2.1. Legal and administrative authority

Pyidaungsu Hluttaw (National Parliament) enacted the Population and Housing Census
Law No. 19, 2013 in July 2013. The Law authorises the Ministry of Immigration and
Population, on behalf of the Government, to obtain accurate data on the population,
animals, buildings, materials, enterprises and other statistics; and to enable the effective
utilisation of data and information obtained through censuses for socio-economic
development. The Law also requires that the census is conducted in accordance with
international guidelines and standards. Also embedded in the Law is a confidentiality
clause, which protects respondents from disclosure of their individual information,
collected during the census.

The Law gives the Government the authority to undertake a census in the whole or part of
the country; as well as to decide on the most appropriate methodology, taking into

account measures to be taken to conduct the census in difficult and inaccessible areas. The
Law allows for the formation of the Central Census Commission to carry out and oversee
the implementation of census activities. The other functions and duties of the commission
include:
a. Lead, in accordance with the policy of the Government, to accomplish the whole
process of census-taking, including preparations to conduct the census,
enumeration, data capture, analysis, and publication of results.
b. Confirm the detailed arrangements and instructions submitted by the responsible
organisations for conducting the census.
c. Coordinate with the relevant ministries in respect of the census process.
d. Form a Central Census Committee, as well as committees at each administrative
unit, namely Region or State, Self-Administered Division or Self-Administered
Zone, District, Township, Ward or Village-tract, and specify their functions and
duties.
e. Fulfil the requirements for the accomplishment of the census taking process.

The Government formed the Central Census Commission and Central Census Committee
at the national level. It also formed committees at each administrative unit. These
committees and the sub-national immigration officers implemented the census activities
at each administrative unit.

1.2.2. Census Enumeration Area Mapping


The process of preparing census enumeration area maps began in June 2012. Township
Immigration Officers who prepared these maps were trained on the objectives of the
census, the roles of maps in the census process, concepts of sketching maps at township
and ward/village tract level, and plotting new landmark features on the maps. After
concatenating all the topographical sheets that make up the entire country, maps of each
of the 330 townships were printed and distributed to the respective field offices. In total,
there were an estimated 81,750 enumeration areas covering almost the entire country.
Few parts of the country could not be mapped due to security reasons.

1.2.3. Census questionnaires


The development of the census questionnaire and other documents started in July 2012.
The process took into account past experiences in the country and in the ASEAN region,
current data needs in the country based on consultation with data users, principles and
recommendations of the 2010 global round of population and housing censuses as
formulated by the United Nations, and the willingness of people to respond to the
questions/issues.

A household questionnaire was designed to ascertain the number of persons present in


conventional households on the census night and to collect demographic, social and
economic data for every person enumerated. Questions on housing conditions and
amenities were also included in the form. Questions on former members of the

households living outside the country and household members who had passed away
within 12 months before the census were included.

An institution questionnaire containing only 11 questions from the household


questionnaire, was used to collect data on persons in institutions such as hospitals,
hostels, prisons, monasteries and boarding schools, as well as the floating population,
which includes out-door sleepers and those who were at the sea ports on the census night.

1.2.4. Publicity and Awareness creation


Several channels of communication were used for publicity and to create awareness about
the census. Almost all radio and television stations, both public and private, broadcasted
awareness messages and advertisements. They also hosted a series of programmes on the
census in the form of panel discussions, public service announcements, interviews, as well
as covering census events.

In an effort to create awareness at the sub-national level and among ethnic and
community leaders, H.E. U Khin Yi, the Minister of Immigration and Population, conducted
several intensive consultation meetings with leaders of Non-State Armed groups and
representatives of ethnic groups, emphasising the importance of the census and why it
was vital for them to be on board and for their members to participate in the census. As a
result, most people supported the census, even in areas where a census had never
previously been conducted, for example, in Wa Self-Administered Division. The leadership
of Wa supported the census and it was successfully conducted in areas under their
control.

1.2.5. Census Enumeration


The enumerators and supervisors reported in their respective areas on 27th/28th March
2014. The two days before the start of the enumeration were used to identify
enumeration area boundaries, check structures and households within each census
enumeration area, and update information on the enumeration area maps and structure
listing forms in instances where it was necessary.

The census enumeration aimed to count all persons who were within the borders of
Myanmar on the night of 29th March 2014 (Census Night). To achieve this, Township
Census Officers made arrangements to ensure that the enumeration of the population in
special institutions (hotels, hospitals and police/prison cells) was done on the Census
Night. All Myanmar people working in its embassies abroad and their families were
counted in the census. Their number is less than 1,000 and is included as a special area
under Nay Pyi Taw Council. The enumeration of the population was satisfactorily
completed in almost all States and Regions within the planned 12 days.

There were, however, challenges in parts of Northern Rakhine State and in some villages
in Kachin State in areas occupied by the Non-State Armed ethnic group, the Kachin
Independent Organisation (KIO). The enumeration did not take place also in a few villages

in Hpa Pun Township in Kayin State. Details for these areas are described in the section of
this report: Estimation of populations not counted in Rakhine, Kachin and Kayin States.

Enumeration started in the first week of March in two areas of Puta-O District, Mine Lar
Township and Co Co Island in Yangon Region. This was due to harsh weather conditions, a
special request by community leaders, limited access and transportation challenges. In Wa
Self-Administered Division, the training of personnel was conducted early, but data
collection was conducted at the same time as the rest of the country.

1.2.6. Source of data for the Provisional Results


The provisional results are from the Enumeration Area (EA) Summary Sheets, which were
completed by the enumerators, and checked and endorsed by supervisors in the field. The
EA Summary Sheets contain the number of males and females who were present in each
household and institution on the Census Night and were counted by the enumerator
during the census enumeration period. This form was completed for each EA in the
country and submitted together with all questionnaires for the EA. At the Census Office in
Nay Pyi Taw, information from every EA Summary Sheet was entered into a Microsoft
Access databases and analysed. The data for provisional results does not include the
Myanmar people residing outside the country, except those working in Myanmar
diplomatic missions abroad.

1.2.7. Independent Observation Mission


An independent team of international and national census observers carried out an
observation mission of the census enumeration in all the states and regions of the country.
This was at the invitation of the Government of Myanmar. Their specific objectives were
to: document the census process and the way data were collected in select townships and
Enumeration Areas; provide feedback to the Government during and after the
enumeration; objectively assess the exercise against international standards and national
legislation; and document lessons learned and good practices to improve the
Governments capacity to conduct future censuses.

Observers from the Independent Observation Mission visited all the 15 States/Regions of
Myanmar, 41 districts (55% of the total), 121 Townships (37% of the total) and 901
Enumeration Areas (1.1% of the total). They observed 2,193 interviews across the
country, which the mission noted was a large sample for a census observation. At the end
of the census enumeration, a report was prepared detailing the results from the
observation mission.

1.3. Main Challenges
1.3.1. Non coverage of some areas
The census did not cover some population groups in parts of Northern Rakhine State and
also in some areas of Kachin state. In parts of Hpa Pun Township in Kayin State, only the
total number of households and population by sex were submitted to the Census Office.
Data collectors did not use the census questionnaires.

In Rakhine State, members of some communities were not counted because they were not
allowed to self-identify as Rohingya. This was done as a security measure to avoid the
possibility of violence due to inter-communal tensions.

In Kachin State, the Non-State Armed group, Kachin Independent Organisation (KIO), did
not allow enumerators to count people in villages situated in the areas they reside in. This
was despite negotiations between the Government and their leaders. An estimated 97
villages were not enumerated in Kachin State.

In Hpa Pun Township of Kayin State, census could not be conducted in some villages
situated close to the headquarters of Brigade Five of the Kayin National Union (KNU).
Instead, they provided the total number of households and population by sex for each of
these villages. In other areas, the enumeration took place as planned.

1.3.2. Perceived sensitivity of some questions


Perceived sensitivity around certain questions, particularly ethnicity and coding of the
135 sub-ethnic groups generated significant debate among the public. However,
heightened advocacy on the importance of the question, mainly through the Ministers
meetings with ethnic leaders at Town Halls throughout the country and with civil society
organisations, made the public understand the need for the question. More importantly,
the use of communication channels helped the public to understand and appreciate the
usefulness of information on ethnicity.

Chapter Two: Provisional Results
2.1. Population size at Union and State/Region
Provisional results of the 2014 Myanmar Population and Housing Census show that
51,419,420 persons were in the country on the 29th March 2014. This includes a
population of 1,206,353 persons estimated not to have been counted in the census in
parts of the States of Rakhine, Kachin and Kayin for reasons that are explained in Section
1.3 of this report. The distribution of the population of Myanmar by state/region and sex
is provided in Table 1.

Table 1 contains information on the proportion of the population in each state/region.
The largest population are in the three regions of Yangon (14.3%), Ayeyawady (12%) and
Mandalay (11.95%). They account for about 38.3 per cent of the total population. The
least populated states/regions are Nay Pyi Taw (2.25%), Chin (0.93%) and Kayah
(0.56%). Together, they constitute only 3.7 per cent of the entire population.

The population of Myanmar has steadily grown since the beginning of census taking in
1872, rising from 2.7 million persons, to 10.5 million in 1901, to 13.2 million in 1921, then
to 28.9 in 1973, 35.3 million persons in 1983 and 51.4 million persons in 2014. This is
depicted in Figure 2. The steady increase in population size over the period has policy
implications for all sectors of the economy particularly those of education, health,
employment and housing.

Note: The information presented in the remaining parts of this report is based on the
population enumerated in the 2014 Myanmar Census. The estimation of the population
not counted at the sub-national level will be undertaken after the processing of the main
census results and shared with data users.

2.2. Provisional Enumerated Population


Overall, a total of 50,213,067 people were enumerated in the entire country and their
detailed statistical information will be available once data processing and analysis is
completed. At the national level, there were 24,225,304 males and 25,987,763 females,

indicating that there are more females than males in the country; 51.8 per cent are
females and 48.2 per cent are males. The enumerated population of the country by
region/state and sex is given in Table 2.

Table 2 shows that overall there are 93 males for every 100 females in Myanmar. Table 2
and Figure 3 indicate that the population of males exceeds that of females only in Kachin
State, while in Kayah and Shan States, there are equal numbers of males and females. In
the rest of the states and regions, there are more females than males.

2.3. Enumerated Population in Cities and Capitals of States


and Regions
The population who live in urban areas in the entire country is 14,864,119, representing
29.6 per cent of the total enumerated population. The States and Regions with the highest
proportion of urban population are Yangon (70.1%) and Kachin (36%) while the lowest
proportion of urban population was observed in Magway (15.1%) and Ayeyawady
(14.1%). This is presented in Table 3 and Figure 4.

The provisional results detail the total population in the major three cities of Yangon,
Mandalay and Nay Pyi Taw and capitals in each State and Region. As expected, Yangon city

has the largest population with 5,209,541 people, followed by Mandalay with 1,225,133
and Nay Pyi Taw with 1,158,367. This includes all populations living in the townships
which make up each city. The State/Region capitals with the smallest population are
Loikaw, Dawei and Ha Ka, with 128,837, 125,239 and 48,266 persons, respectively. The
population sizes and number of households in each city and capitals of states/regions are
presented in Table 4.

2.4. Population Density


The census results show that the population density in Myanmar is 76 persons per square
kilometre. This is based on the population size in Table 1. The most densely populated
State/Region is Yangon (723), followed by Mandalay (206). The least populated areas are
Kachin State (19), followed by Chin State (13). With the increase in population in all States
and Regions, the population density has increased throughout the country. Increases are
most pronounced in areas of greater urbanisation. The most densely populated area,
Yangon, is also the commercial capital of Myanmar. Figure 5 illustrates the population
density for the entire country by State/Region.

2.5. Number of households and average household sizes


Overall, the provisional number of conventional households counted in the census is
10,889,348. Yangon region registered the largest number of households, while the
smallest numbers were registered in Kayah and Chin States. The number of people
enumerated in conventional households is 47,848,821, representing 95.2 per cent of the
population. The other remaining 2,364,246 persons reflected in the results were counted
in institutions. The information on households and institutions by administrative unit is
illustrated in Table 6 (in the Appendix).

The provisional census results indicate an average household size of 4.4 persons at the
national level as shown in Figure 6. The average household size is highest in Kachin and
Chin States at 5.1. The lowest household sizes were observed in Nay Pyi Taw, Bago,
Magway and Ayeyawady at 4.1, respectively.

There is no significant variation in average household size between urban and rural areas.
For example, one would have expected that Yangon Region, being predominantly urban,
would record a low household size, but the average household size is 4.4, the same as the
national average.

2.6. Estimation of the populations not counted in Rakhine,


Kachin and Kayin States
To ensure that the entire country is included in the 2014 census and results reflect the
total population, a detailed verification has been completed for each census enumeration
area at the Census Office. This initial assessment shows that some areas in Northern
Rakhine, Kachin and Kayin States were either partially or not covered in the enumeration.
The reasons for the omission or partial coverage in each of these areas are explained in
Section 1.3.1 of this report. This section explains how the estimation of the population not
counted in these three areas has been conducted. A detailed assessment and analysis will
be completed at a later stage, when the final census data are available and will be shared
with data users.

2.6.1. Rakhine State
A review of information on the enumeration in Rakhine State shows that the exercise did
not cover every household or population in the three districts of Maungdaw, Sittway and
Myauk U. A comparison of the enumeration data with the numbers compiled during the
census mapping give a coherent picture. During the mapping of census enumeration areas,
Township Immigration Officers drew sketch maps of each Village Tract and Ward. The
maps included every structure observed on the ground during the mapping exercise.

For each structure, some of the information collected included the number of males and
females who live in each household. The information collected from this
mapping/structure listing process is consistent with the enumerated population in areas
where a complete enumeration took place in the State and in all areas in the country. The
mapping and structure listing data may, therefore, be relied upon to estimate the
population that was not counted in Rakhine State. The initial analysis shows that about 31
per cent of the mapped population in Rakhine State was not counted in the census. At the
national level, a comparison between mapping and enumeration data shows an increase
in the population of approximately 4 per cent in the enumeration compared to the
mapping. When this national level factor is applied to the mapping data for the affected
areas in Rakhine, an estimated population of 1,090,000 is likely to have not been counted
in the enumeration.

2.6.2. Kachin State


In Kachin State, enumeration could not be completed in 25 village tracts (97 villages) that
are located in areas where KIA and their family members reside in. The most affected
townships are Mansi, Lwegel and Momauk. In these areas, data on the total population
collected during the mapping exercise was compared to the enumerated population in
parts of the township where enumeration took place. Then a factor of increase in
population numbers between mapping and enumeration was used to estimate the
population not covered during enumeration. Using this method, an estimated population
of 46,600 was not counted in the census in Kachin State.

2.6.3. Kayin State


In Kayin State, enumeration was not conducted in some villages in Hpa Pun Township in
areas where the headquarters of the Brigade Five of KNU is located. The information for
these villages was provided by the KNU. It was a summary count of households and
people by sex for each village tract and ward. When this information is analysed and
compared with data collected during the census in other areas, the information they
provided are reliable. Therefore, the data for the areas not covered by the census but
provided by KNU is acceptable. There were 69,753 people who were counted by the KNU
without using the census questionnaires in Hpa pun Township in Kayin State.

This initial analysis of census information reveals that an estimated 1,206,353 people
were not enumerated in parts of Northern Rakhine, Kachin and Kayin States. They were
therefore added to the overall census population as reported in this publication.

Conclusion
The provisional results, the presence of an independent observation mission during the
enumeration, and the initial analysis of the data on the 2014 Myanmar Census indicate an
overall satisfactory coverage and compliance with international guidelines and
recommendations (standards). At this stage, it is the wish of the Ministry of Immigration
and Population that information contained in this publication is put to good use. More
information will be shared with all data users as it becomes available. Additional
information at the township level is presented in Table 5 and Table 6 in the Appendix.
