The main difference of the Philippine colonial administration and the modern bureaucracy is the

distribution of power as well as its structure. Before, most of the power comes from the king of Spain
and is then implemented by the governor general. The governor general can also act as a judge and act
upon in courts. Also, the governor general can appoint and dismiss official as he sees fits. He also
supervises all government offices and exercises legislative powers. In our modern government, the
original power of the governor general is split into three distinct branches. The legislative branch, the
executive branch, and the judicial branch. Also, we elect our own public officials for the legislative
branch and the executive branch of the government as opposed to one person appointing his own
public officials. We also establish our own laws instead of laws created from Spain. As there are
differences there are also similarities in the government before and the modern government. The first is
the structure of the government for the provincial government, the municipal government, the city
government, as well as the barangay government. The head of the executive branch, governor general
for the colonial administration and the president for the modern government, is also the commander-
of-chief or the highest ranked officer of the military. They both also have the final say in the
implementation of laws.
