NOVOLIPETSK STEEL
Certification

Sustainable operation of a company under market economy conditions is determined by winning customer
confidence. High quality of NLMKs products is confirmed by certificates of compliance with the established
requirements granted by independent auditing companies.
NLMKs high technical and organizational production level and product quality are confirmed repeatedly by
both domestic and foreign reputable certification authorities: TV CERT (Germany), Lloyds Register (United
Kingdom), American Bureau of Shipping (ABS), Det Norske Veritas (Norway), Bureau Veritas (France), Ger-
manischer Lloyd (Germany), Registro Italiano Navale (RINA), Russian Maritime Register of Shipping, Federal
Agency of Technical Evaluation of Products in Construction (Rosstroy), etc.
NLMKs activity in the field of quality management is in line with international standards ISO 9000. The first
certificate confirming the compliance of NLMKs Quality System to the requirements of ISO 9002:1994 was
granted by TV CERT in 1999. In 2003 the companys Quality Management System was certified by TV CERT
in terms of compliance with international standard ISO 9001:2000.
TV CERT certification authority has recently granted certificate No. 75 100 8957 (which will expire on
01.07.2009) of the Quality Management System compliance to the requirements of the international stan-
dards ISO 9001:2000 Quality Management System. Requirements.
The certificate covers the following: production of commercial pig iron, commercial slabs, hot-rolled flats,
cold-rolled carbon and low-alloyed steel coils and sheets, including hot dip galvanized and pre-painted steel
flats, non-grain oriented and grain oriented electrical steel coils and sheets.
In 2002 the company was one of the first in Russia to obtain a certificate of compliance of its Quality Man-
agement System for hot-rolled flats production in steel grades under EN10025:1993 and DIN 17100 to the
requirements of EC Directive 97/23/EG and German Technical Regulations AD 2000 W. In May 2005 TV
auditors carried out a recertification audit of NLMKs Quality Management System for compliance with EC
Directive 97/23/EG.
In 2004 NLMK was the first steel-making company in Russia to obtain a certificate of compliance of its Quality
Management System with international standard ISO/TS 16949:2002 Quality Management System. Particu-
lar requirements for the application of ISO 9001:2000 for automotive production and relevant service part
organizations.
TV CERT certification authority has recently granted certificate No. 01 111 049780 (which will expire on
02.08.2010) of the compliance to the requirements of international standard ISO/TU 16949:2002 Quality
management system. Special requirements as to the application of ISO 9001:2000 standard in automobile
manufacturing and in the entities supplying the respective spare parts.
The certificate covers the following: production of steel slabs, hot-rolled and cold-rolled carbon and low-al-
loyed steel coils and sheets, including hot dip galvanized steel flats, for automobile manufacturing (with the
product development).
In August 2006 NLMK passed a certification audit of compliance to the requirements of the European
Council Directive 89/106/EEC in manufacturing of hot-rolled steel flats, grades EN 10025-2 and EN 10025-3
for authorization of the use of CE on steel products for constructional application. The certificate con-
firms compliance of all the internal production control procedures to the requirements stated in appendix
ZA EN 10025-1:2004 and authorizes the use of C mark on steel products for constructional application. In
September 2007 TV CERT successfully performed a supervision audit.
NLMKs Environment Management System complies with ISO 14001.

Certification

The first certificate of compliance with international standard ISO 14001:1996 was granted by TV CERT upon
the results of certification audit held in 2002. In 2005 the company passed a recertification audit for the con-
formity to ISO 14000:2004.
TV CERT certification authority (Germany) has recently granted certificate No. 01 104 010812 (which will
expire on 31.10.2008) for the compliance to the requirements of the international standard ISO 14001:2004
Environmental Management Systems. Requirements and User Guidance.
The certificate covers the following: production of sinter, coke and chemical products, commercial pig iron,
slabs, hot-rolled flats, cold-rolled flats made of carbon and low-alloyed steel grades in coils and sheet, includ-
ing hot dip galvanized and pre-painted ones, made of grain oriented and non-grain oriented electrical steel
in sheet and coil, as well as auxiliary subdivisions, providing for the manufacturing of the products specified.
Considering the demands of our foreign customers in 2002-2003 NLMK underwent slab production audits
by renowned certification authorities Germanischer Lloyd, Lloyds Register (United Kingdom), Det Norske
Veritas (Norway), Bureau Veritas (France), American Bureau of Shipping, Registro Italiano Navale and Russian
Maritime Register of Shipping. Upon results of the audits the company obtained certificates of compliance of
its slab production with IACS (International Association of Classification Societies) rules for shipping.
In December 2004 certification tests held in Germany resulted in granting a certificate of conformity of
NLMKs pre-painted steel flats to the European standard EN10169-1.
In December 2005 Germanischer Lloyd carried out a recertification audit of NLMKs shipbuilding steel pro-
duction for the compliance with Germanischer Lloyd Regulations, and a new certificate No. WZ1272 HH 1
expiring on 31.12.2008 was granted.
In May 2006 a periodical supervisory audit by the Federal Agency of Technical Evaluation of Products in
Construction confirmed suitability of the following NLMKs products for constructional application in the RF
territory:
- Cold-rolled and hot-dip galvanized pre-painted strip.
- Bent steel sections with trapezoidal bending shape and the respective cold-rolled material.
In December 2006 Det Norske Veritas auditors carried out the recertification audit of the ship building steel
production in terms of its compliance to Det Norske Veritas rules, and upon the results of the audit the certifi-
cate No. AMM-2966 was issued, which will expire on 31.12.2010.
In July 2007 the expert of Russian Maritime Navigation Register performed a recertification audit and issued
a certificate on recognition of the Company as a manufacturer of hot-rolled steel flats for ship-building No.
07.00172.120, valid until 17.08.2012.
Apart from independent (third party) audit OJSC NLMK was also audited by customers (the second party)
by such companies, as VOLVO, GENERAL ELECTRIC etc.

1. Iron

Pig iron produced at OJSC NLMK is aimed at further application in steel-making and castings production.
Pig iron is produced in ingots without necking.

Concast slabs are made of killed and semi-killed structural low-carbon and low-alloy quality steels desig-
nated for rolling into plate, sheet and skelp.

Deviation limits for slab shape and dimensions meet the requirements of TS 14-106-530-99,
TS 14-106-550-98, TS 14-106-596-99 and TS 14-106-689-2003.

Chemical analysis

Chemical analysis of steel complies with technical specifications, domestic and foreign standards:

GOST 380-94, GOST 9045-93, GOST 1050-88, GOST 5521-93, GOST19281-89; TS 14-106-502-96,
TS 14-1-1950-89, TS 14-1-3464-82, TS 14-1-3764-84, TS 14-106-329-89, TS 14-15-275-92, EN, DIN, ASTM, SAE,
API, BS, JIS.

On customer demand NLMK produces steel slabs with the content of main elements within narrow toler-
ances and limited content of detrimental impurities and non-ferrous substances in accordance with the
table 2.2.

For special application steel slabs the company manufactures products on customer demand with C max
0.003 %, Cr max. 0.01 %, Ni max. 0.03 % and Cu max. 0.03 %, microalloyed with V, Ti, Nb, Mo, B, P and other
elements, as well as modified with Ca.

Macrostructure

Macrostructure of the slabs for all types of the defects is in accordance with class 3 or better in Mannes-
mann scales with grading of Class 1, 2, 3, 4, 5. The slabs with the Class 2 macrostructure or better are pro-
duced upon a special agreement.

On customer demand we provide sulfur prints of slab cross-sections for macrostructure control.

On customer demands thickness tolerance 2/3 requirements of ASTM A 568, ASTM A635 on 90 % of strip
length, on the rest of length full tolerance.

Rolled products with other product mix requirements, including those in terms of thickness and width ratio
(Fig. 3.13.25) can be produced on special order after additional agreement.

Hot-rolled steel may be supplied as pickled in thickness up to 4.5 mm, strength class up to 500 MPa inclusive.

For steel grade CS type B under ASTM A 569 fraction of total mass of molybdenum, vanadium, niobium and
titanium is determined, which shall not exceed:

Hot-dip galvanized rolled steel is intended for cold forming, painting, manufacturing of formed components,
houseware, packaging materials and other metal components.

The rolled steel is produced on three continuous hot-dip galvanizing lines using state-of-the-art materials
and equipment. Zinc coating ensures high degree of corrosion protection. Rolled steel is produced with a
wide range of mechanical properties of base steel.

During the delivery to the customer and till the moment of recycling zinc coating is protected from white
corrosion by oiling and chemical passivation. There is the possibility to apply passivating coatings on the
basis of Cr6+, and coatings without Cr6+ (execution of EU directives).

2. Mechanical properties of the galvanized rolled steel grades CS, FS, DDS and EDDS are not set in standards, the table specifies

3. Yield strength of grade DX52D is only specified for skinpassed material (with surface quality B and C).
4. Upon the agreement with the customer the delivery of galvanized rolled flats can be done under special requirements to me-

On customers demand rolled steel may be produced to special magnetic properties requirements. Rolled
steel is supplied as coils, slit strip and sheets with electrical insulation coating of two types:

- CC (Coating Conventional) prime layer based on magnesium and silicon oxides, over which the layer of
phosphates is applied (equivalent to T coating under GOST 21427.1, as well as coating C2+C5 under ASTM
A976M);
- CM (Coating Magnetoactive) prime layer based on magnesium and silicon oxides, over which the layer
of phosphates and silicon oxides is applied (equivalent to S2 type coating, as well as coating C2+C5 under
ASTM A976M).

6.2. COLD-ROLLED (ISOTROPIC) NON-GRAIN ORIENTED ELECTRICAL STEEL SHEET

On customers demand rolled steel may be produced to special magnetic and mechanical properties require-
ments.

The rolled material can be supplied as coils or slit strip, coated or uncoated; the available coatings are organic
or non-organic electro-insulating coatings of Classes C3, C5, C6 per AISI.

Thickness: 0.27; 0.35; 0.47; 0.50; 0.64; 0.65; 1.00 mm.

Width of material supplied as:


coils is 500 to 1200 mm incl.
slit strip is 90 to 500 mm.
Inner coil diameters are 500; 600 mm.

Rolled steel with other dimensional requirements may be produced to special order upon additional agree-
ment.

Coil weight up to 15 t.

Mass of one piece in a slit strip coil shall not be less than the mass calculated as 0.5 kg per 1 mm of strip
width.
