Purpose ‘The purpose of this policy is to clarify the acceptable visitor uses for the City Hall Complex and to clarify the procedure for restricting visitor access to the City Hall Complex when the intended use is not an acceptable use. Section 2. Definitions A. Gity Hall Complex means New City Hall and Historic City Hall B. Official City Business (1) any meeting, activity, or event which is officially being conducted and/or sponsored by the City, any City department or division, or any City agency and/or (2) engaging in any transaction associated with the official duties of the City. Section 3. Acceptable Uses A. Conducting Official City Business at the City Hall Complex during regular business hours or at other times when authorized by the City Manager or designee. B. All public reception areas are intended to be used and shall be used exclusively, unless otherwise provided herein, for waiting by visitors who intend to participate in or conduct official City business. C. Viewing public artwork located in areas that are generally open to the public. Section 4, Prohibited Uses and Activities Unless authorized by law, all uses and activities, other than those specified in Section 3 above are prohibited unless authorized by the City Manager or Designee. Section 5, Visitor Admittance Procedure cc! ‘A. Generally all visitors will be allowed above the first floor of New City Hall or the Plaza Level of Historic City Hall unless it is determined by the City of Sacramento Threat Assessment Team or the City of Sacramento Police Department that a visitor has demonstrated athreat to any member of the public, any public officials or any city employees or unless it is defermined by the City Manager or designee that the visitor has demonstrated that the visitor's intended use of the City Hall Compiex is not an acceptable use. a B. Determination of Threat. Determination of a threat sufficient to restrict access to the first floor of New City Hall or Plaza Level Historic City Hall for specific visitors may be made by the City of Sacramento Threat Assessment Team or may be made by the City of Sacramento Police Department. C. Determination of unacceptable use. Based on a report from the City Manager's Office, any Charter Offices, any Council Office, any Department Head, or the Police Deparment, the City Manager or designee may determine that a particular visitor has demonstrated that he or she does not intend to use the City Hall Complex in a manner authorized in Section 3 above and restrict access for that visitor to the First Floor of New City Hall or the Plaza Level of Historic City Hall. D. Procedure for conducting City Business if visitors are not admitted above the first floor of New City Hail or the Plaza Level of Historic City Hall. If visitor is not admitted past the first floor of New City Hall or the Plaza Level of Historic City Hall because there has been a threat determination made or a determination of an unacceptable use, a representative of any city department, council office or charter office that the visitor has indicated an intent to contact shall come to the visitor and assist the visitor with any official city business the visitor needs to conduct at that time. E. Review of Visitor Access Restriction Within sixty days after a determination has been made restricting a certain visitor's access to the Gity Hall Complex, the City Manager or designee, the City of Sacramento Threat Assessment Team or the City of Sacramento Police Department will make a determination whether or not the Visitor's actions during the sixty day restriction period warrant extending the restriction period for an additional sixty days based on the visitor's actions during the sixty day restriction period. This review will occur for every sixty day restriction period. If a determination is not made to extend a restriction prior to the end of any applicable sixty day period, the restriction will automatically expire.
