FEDERALISM
What is FEDERALISM?

Is a system of government in which entities such as states or provinces


shares power with the national government?

FEDERALISM IN THE PHILIPPINES:

It was the Emilio Aguinaldo and Apolinario Mabini who are the first to
suggest Federalism in the Philippines dividing the Islands into (3) federal States;

Again during the term of President Gloria Arroyo she again plan to change
the present government system by calling the Charter Change but failed to do so;

Today our president is for Federalism so we are here to invite and inform
you about Federalism:

Our present form of government in the Philippines, We have UNITARY form


of Government, it means that the central or the national government is the
highest governing power, it receives a large part of every regions income and
redisdistributed it, often times disproportionately, so our autonomous region,
provinces municipalities cities and the barangays can only exercise powers enact
policies that the national government choses to delegate to them;

FEDERALISM form of government: It is a type of government wherein


sovereignty is constitutionally divided between the national government and sub
divisional government such as states or provinces; it divides the country into
several states with the national government; the autonomous state are even
further divided into local government units, they will have the main responsibility
over the developing their own local industries, public health and safety,
educations , transportation and cultures, they will have more power over their
finances, policies, development plans and laws.

Example of federal governments; USA, CANADA, AUSTRALIA, MALAYSIA INDIA


etc.

Advantages of a federal Government:

80% of total income stays with us while the 20 % goes to the National
government,

Regions can promote specialization and competition while the national


government focus on the foreign policies and National Defense.

DISADVANTAGES:

Overlapping of jurisdiction.

Some region might progress faster some are not due to their income.

The Philippines will consist of 11 regions or 14 when this will be approved.
