10 I. OPENING PROGRAM

11 The forum started with a prayer followed by the singing of the Pambansang

12Awit, Cagayan Hymn and Tuguegarao City Anthem.

14 Ms. Estelita U. Dayag introduced and acknowledged the following guests

15and participants: The City Officials of Tuguegarao City, Tuguegarao City

16Employees, Honorable Governor Manuel N. Mamba, Provincial Government

17Employees, Barangay Officials of Tuguegarao City, Members of Civil

18Development Council, Members of the Senior Citizens of Tuguegarao City, Toda

19Members of Tuguegarao City, Bankers Club of Tuguegarao City, Members of

20the Academe headed by different Educational Institutions, Media man,

21Regional Director Ferdie Tumaliuan of NEDA and other employees of NEDA,

22Religious Group, Msgr. Ben Lasam, Father Barut, Iglesia ni Cristo and Pastor

25 Honorable City Mayor Bienvenido C De Guzman II, welcomed Honorable

26Governor Manuel N. Mamba.

27 Honorable Governor Manuel Mamba welcomed and acknowledged the

28guests and participants in the forum. He said that, he proposed a Resolution in

29Regional Development Council for the coming out an International Airport or

30Regional Airport for Region II. He also gave his 2025 vision for the province. He

31stated that for the past decades, no planned out for the province. He said that,

32as much as he want, he dont like to transfer the Tuguegarao City Airport. He

33stated that, the construction of International Airport will ultimately affect the

34domestic airport. He said that CAAP already inspected Piat area and said that

35they need 300 hectares and Tuguegarao Airport is only 43 hectares, which he

36said, lacking. Furthermore, he said that Tuguegarao City Airport impedes the

37progress of the province. He also said that half of the City is flooded in times of

38rainy season which will be one of the problems. The implementation of

39International Airport needs 3kms of run way. Furthermore, he said that he

40already coordinated the matter to Sec. Tugade.

41 II. OPEN FORUM

42 Vice Mayor Danilo Baccay s that he does not entirely oppose the

43 development of International Airport but the development plan must be

44 coordinated to the City of Tuguegarao.

45 Governor Mamba clarified the matter that instead of transfer a new

46international area. Ultimately, the. The traffic congestion in Tuguegarao City,

47 Atty Jefferson Soriano said that at this point that the sentiment of

48tuegaraenos and impression of tuguegarao is that there is transfer tugue
