This parameter indicates the maximum value (initial value) of the BSS-side radio link counter S that is used for failure
detection in the case of OHR-AMR-WB voice traffic. As specified in GSM protocols, the counter S is required in the
BTS. This counter is assigned an initial value (the value of BsRadioLkTmout) before a call starts. When the BTS fails to
decode a received SACCH message correctly, S is decreased by one. When the BTS receives a SACCH message
correctly, S is increased by two. The S value must be less than the BsRadioLkTmout value. When S=0, the BTS reports
