The Senior Assistant Public Prosecutors noted in the address entry are informed that State
wide Common integrated Seniority list of Senior Assistant Public Prosecutors promoted since,
October, 2009 onwards in zone-I to zone-IV are prepared after bifurcation of the State of Andhra
Pradesh, comprising 13 Districts of AP State under Rule 34 r/w 36 of A P State & Subordinate
Service Rules 1996,
Further, It is to inform that some of the Senior Assistant Prosecuting Officers have raised certain
objections on the Integrated common seniority list of Senior Assistant Public Prosecutors, who were
promoted since, September, 20012 onwards, communicated in the reference cited. Most of the
objections are about fixing their seniority in a lower stage when they joined earlier to the officers
who are also juniors in the post of Assistant Public Prosecutor.
With reference to the objections, they are informed that while preparing the integrated common
seniority list of the Senior Assistant Public Prosecutors, the seniority of all the senior members in
the respective Zones is taken in one slot without disturbing their original seniority in their
respective zones in the cadre of Assistant Public Prosecutor, taking their date of joining in the post
of Senior Assistant Public Prosecutor and date of birth since it is State wide Integrated Common
Seniority list for getting promotion to the next higher Cadre post ( State wide post). The officer in
the Cadre of Assistant Public Prosecutor may be senior or joined in service in his zone earlier to the
Assistant Public Prosecutors of other Zones, but it does not mean that they are seniors to all the
officers of other Zones.
In this connection, they are informed that under Rule 34 of A.P. State and Subordinate Service
Rules, 1996, while preparing integrated or common seniority list of persons belonging to different
units of appointment, it shall be prepared with reference to the provisions of sub-rule (a) of rule 33,
provided that the seniority list of the persons inter-se belonging to the same units shall not be
disturbed.
The seniority list is prepared in consonance with the above rule position taking the first member
from each Zone (since Zone is the unit of appointment) serially for fixing the seniority among them in
one slot according to the date of their joining in the post of Senior Assistant Public Prosecutor and
after exhausting the names of the first member in all Zones, the next member in the list has been
taken from each Zone and so on.
Therefore, all the Senior Assistant Public Prosecutors noted in the address entry are informed
that the integrated or common seniority list had been prepared with reference to the rules and the
confirmed integrated common seniority list is communicated herewith.
The Seniority list shown in the Annexure is enclosed to this memo of Senior Assistant Public
Prosecutors in Zone-I to IV.
