Magnolia Health is proud to serve the 250,000 Mississippi Medicaid beneficiaries who

participate in the MississippiCAN program.

Magnolia Health was contracted by the Mississippi Division of Medicaid in January 2011 as a
Medicaid Coordinated Care Organization.
Our goal is to ensure access to primary and preventive services in the best setting while
encouraging quality, continuity and appropriateness of medical care.
Our services are locally based and locally led, supported by 400 employees throughout the
state.
Magnolia Health is also supported by its parent company Centene Corporation, which
serves government-sponsored healthcare programs in 28 states reaching more than 12
million members.
Consumers and healthcare professionals have consistently rated Magnolia Health as high
performing and it has surpassed many of the goals set by the Division of Medicaid in
Mississippi.

Magnolia Health was rated as High Performing in Consumer Satisfaction by the National
Committee for Quality Assurance in its most recent report, the highest level of distinction
for that measure offered by the agency to Medicaid managed care organizations.
Healthcare professionals also highly rate the performance and services of Magnolia Health
in the federally administered Consumer Assessment of Healthcare Providers and Systems.
According to the most recent survey 73 percent would recommend the insurer to their
peers, which represents an increase of nearly 20 percent from 2014.
Magnolia Health has exceeded goals (see Appendix 1) set by the Division of Medicaid in
Mississippi across a range of health care measures, including cervical and breast cancer
screenings, comprehensive diabetes care, immunizations for adolescents, lead screenings
for children and annual dental visits.
Magnolia Health has consistently surpassed (see Appendix 1) its timeliness goals for claims
payments within 30 days, and even increased its electronic and paper claim payment rate to
99.6 percent from 99.4 percent in the past year (see Appendix 2).
According to a 2016 study commissioned by Milliman, Inc., Magnolia Health and managed
care organizations in Mississippi have saved the state over $210 million in additional state
spending in the past five years.
Magnolia Health is committed to serving patients in need of behavioral health treatment, as
outlined by the Division of Medicaid.

Magnolia Health is currently working to integrate its behavioral health support services
with its Mississippi-based operations in order to better serve members experiencing
behavioral health issues and behavioral health network providers.

The Navigant report which has been used by detractors to criticize managed care plans has
been disputed by numerous groups because it uses outdated information and includes a host
of other inaccuracies.

The report relies on information from a time (2013-2015) when different categories of
eligibility were being added to the program and prior to the addition of TANF Children
to the MSCAN population.
o TANF children now represent approximately 60% of Magnolia Healths total
population.
o Magnolia Healths HEDIS rates have significantly improved in 2016 (see Table 1).

The Division of Medicaid has stated that both Magnolia Health and United Healthcare
have demonstrated improvement each year, despite frequent changes to services and
enrollment, as confirmed by the External Quality Review Organization in 2016.
