Reliance

1. Purpose
The purpose of this document is to specify the technical supply condition
of welding electrodes, filler wires and fluxes.

2. Scope
The scope of this document is limited to the technical supply condition of
welding electrodes, filler wires and fluxes and applicable to all
manufacturer-supplying electrodes, filler wires and fluxes to Reliance
Projects.

This document does not provide any methodology for the approval of
Welding Consumable, and shall not be used for the approval of product
or manufacturer.

For the welding consumable requirement for non-pressure part welding,


e.g., Trays and Internals, etc., which is of very small quantity, the
12 supplied batch TC against requirement shall be reviewed and accepted
based on the AWS class of the welding consumable on TC and PMI of the
actual supply (wherever applicable).

4. Responsibility and Authority

- HOD-QMD is responsible for the maintenance of the document.

- HOD-Procurement is responsible for attaching the document as a
part of Purchase Order for the procurement of Welding Electrodes,
Filler Wires and Fluxes with colour print of the pouch colours.

- All Manufacturers are responsible to strictly adhere to the


requirement specified in the document for the supply of welding
electrodes, filler wires and fluxes. In case of any discrepancy or
non-availability of information, it will be the responsibility of the
manufacturer to get written clarification from Reliance before
manufacturing the product.

5. Technical Supply Condition

5.1 General Requirement


All welding consumable shall comply with the requirement specified in
the latest edition of ASME Sec II Part C against the AWS class. All the
welding electrodes shall comply with the length requirement as specified
below.

All SMAW/GMAW/FCAW electrodes and SAW electrode-Flux combination
shall be tested and operated in DCEP polarity only.

5.2 Special Requirements for carbon steel and low temperature


carbon steel welding consumables:
There are few additional requirements over and above the requirement of
ASME Sec II Part C, latest edition. All such requirements have been
specified in this clause and shall be reported in every test certificate
against each batch.
5.2.1 For E6010 SMAW electrode, each of P and S shall be restricted to 0.035%
(max).

5.2.2 For E6013 SMAW electrode, each of P and S shall be restricted to 0.035 %
(max). Also each batch and size of E6013 shall be CVN Impact
tested at 0 degree C. Out of 5 samples tested against each batch and size,
minimum and maximum values shall be disregarded. Out of balance
3 samples, individual minimum value shall be 27J.

5.2.3 For ER70S-G GTAW filler wire, chemical analysis, radiography, tensile
requirements shall be same as that of ER70S-2 GTAW filler. In addition,
ER70S-G shall meet CVN impact test requirements at minus 46 degree C.
Impact test shall be done in a manner as described in SFA5.18 of ASME
Sec. II Part(C) latest edition. Out of 5 samples tested against each batch
and size, minimum and maximum values shall be disregarded. Two of the
remaining three values shall equal, or exceed, the specified 27J energy
level. One of the three may be lower, but not lower than 20J and the
average of the three shall be not less than the required [27 J] energy
level.

5.2.4 For ER70S-2 as well as ER70S-G GTAW filler wire, all weld hardness
shall be reported. Minimum 3 hardness readings shall be taken against
each case. No individual reading shall exceed 200 BHN.

5.2.5 For E7018 as well as E7018-1 SMAW electrodes, all weld hardness shall
be reported. Minimum 3 readings shall be taken against each case. No
individual reading shall exceed 200 BHN.

5.2.6 Flux cored Arc Welding electrode:


For E71T-1 FCAW electrode, following requirements shall be fulfilled:
(i) Shall comply certification requirements of E71T-1C with 100% CO2 as

shielding gas.
(ii) Mn in all weld shall not exceed 1.60%.
(iii) For measuring all weld hardness, minimum 3 readings shall be taken. No
individual reading shall exceed 200 BHN.

5.2.7 Submerged Arc Welding Electrode-Flux combination:


Weld metal using EM12K SAW electrode- CS Flux (F7A2/F7P2) shall
meet the following requirements against each batch:
(i) Only basic, agglomerated type, neutral Flux shall be supplied. Flux shall
be suitable for multi pass applications. Wall Neutrality Number shall be
reported in TC. Wall Neutrality Number shall not exceed 35.
(ii) All weld chemistry shall be reported. Following restrictions shall be
fulfilled: C 0.20% max, Mn 1.60% max, Si 1.00% max, P 0.030% max,
S 0.030% max.
(iii) All weld hardness shall be reported. Minimum 3 readings shall be
taken. No individual reading shall exceed 200 BHN.

(iv)All weld tensile strength shall not exceed 80Ksi.

12 (v) If only SAW electrode is supplied, all the required tests shall be reported in
TC as per ASME Sec II Part C, latest edition only.

5.2.8 Manufacturer will provide guarantee that for all low hydrogen welding
consumables (SMAW,FCAW,SAW),weld shall produce a maximum
hydrogen content of 5ml/100gms of weld metal after recommended
treatment. Diffusible hydrogen level shall be reported in batch test
certificate.
5.2.9 SMAW electrodes shall have batch number identification on the
stub end side except for E6010 and E6013 electrodes. For GTAW filler,

AWS class and batch number identification shall be hard punched
on both ends of each filler wire. Identification mark shall not
exceed 65mm from stub end.

5.3 Special requirements for low alloy steel welding


consumables (1.25Cr-0.5Mo, 2.25Cr-1Mo, 5Cr-1Mo,
9Cr-1Mo, 9Cr-1Mo-V)
There are few additional requirements over and above the requirement
of ASME Sec II Part C, latest edition. All such requirements have been
specified in this clause against each supply batch. Shall be reported in
every test certificate against each batch.

5.3.1 Reporting of mechanical properties (including tensile, impact,


hardness) after 2 hours and 8 hours PWHT and reporting of
Radiography after 8hours PWHT for low alloy steel consumable:

For all Alloy Steel Welding Consumable, PWHT temperature shall be


followed as per ASME Sec II Part C latest edition with time 2 Hrs Minimum.
GTAW Filler Wires, SMAW electrodes, GMAW/FCAW electrodes and SAW
electrode Flux combinations shall achieve required weld metal mechanical
properties including the hardness limit after 2 Hrs holding as per the
following table. Also the deposited weld metal shall achieve the required
mechanical properties even after 8 Hrs PWHT at the specified temperature
as per ASME Sec II Part C, latest edition. Both the test results shall be
reported in Batch Test Certificates.
For 9Cr-1Mo-V (P91) type welding consumables, only non-
synthetic type of electrodes shall be acceptable (i.e. core wire shall

be 9Cr-1Mo- V steel).

Radiography test result shall be reported after 8 hours PWHT.

5.3.2 Low hydrogen control for low alloy steel welding consumable:
Welding consumable SMAW, FCAW shall be basic in nature and low
hydrogen type to produce maximum weld metal hydrogen content of 5
ml/100g. Flux of SAW shall be agglomerated and neutral type and basic in
nature and low hydrogen type to produce maximum weld metal hydrogen
content of 5 ml/100g.

5.3.3 Submerged Arc electrode-Flux combination for low alloy steel:


In addition to the requirements of clause 5.3.2, Flux shall be suitable for
multi pass applications.

5.3.4 Flux Cored Arc Welding Electrodes for low alloy steel:
Shall comply dual certification requirements e.g. E81T1-B2 FCAW
electrode shall conform as E81T1-B2 C (100%CO2) as well as E81T1-B2M
(80%Ar-20%CO2 mix). All required properties (i.e. all weld chemistry,
radiography, all weld tensile, impact, fillet weld test, hardness) shall be
reported using 100% CO2 as well as 80%Ar-20%CO2 mix gas against
every batch.

5.3.5 Room temperature tensile strength limit for 1.25Cr-0.5Mo,


5Cr-1Mo, 9Cr-1Mo low alloy steel welding consumable:
Room temperature tensile strength shall not exceed 100Ksi after 2 hours
as well as 8 hours PWHT.

5.3.6 Additional requirements for ER80S-B2 GTAW filler wire /GMAW electrode,
E8018-B2 SMAW electrode, E81T1-B2 / E81T5-B2 FCAW electrode, EB2
SAW electrode-F8P0EB2B2 flux combination (US customary unit):
Every batch and size of GMAW/SMAW/GMAW/FCAW electrode, GTAW filler
wire, SAW electrode-flux combination shall be tested and reported to meet
the following requirements:
i) The product analysis (weight %) content of Sn and P components shall
be as follows: Sn 0.015%, P 0.012%
ii) Undiluted weld metal shall be Charpy V-Notch impact tested at minus
18C. Average value shall be 27J (minimum). Out of 5 samples tested

against each batch and size, minimum and maximum values shall be
disregarded. Two of the remaining three values shall equal, or exceed, the
specified 27J energy level. One of the three may be lower, but not lower

than 20J and the average of the three shall be not less than the required
[27 J] energy level. Impact Test Procedure shall be as per Impact Test
method described in SFA 5.5 of ASME Sec II Part C latest edition.

5.3.7 Additional requirements for ER90S-B3 GTAW filler wire /GMAW electrode,
E9015-B3/ E9016-B3/ E9018-B3 SMAW electrode, E91T1-B3/ E91T5-B3
FCAW electrode, EB3 SAW electrode-F9P0EB3B3 flux combination(US
customary unit):
(A) Mn and Si levels shall be maintained at the lowest possible levels
consistent with good weldability.
(B) Every batch and size of GMAW/SMAW/GMAW/FCAW electrode, GTAW
filler wire, SAW electrode-flux combination shall be tested and reported
to meet the following requirements:
i) Undiluted weld metal shall be Charpy V-Notch impact tested at minus
18C. Average value shall be 54J (minimum). No single value shall be

less than 47J. Test Procedure shall be as per Impact Test method
described in SFA 5.5 of ASME Sec II Part C latest edition.
ii) Each batch or heat shall be analyzed for P, Sn, Sb and As. Analysis shall
be performed on deposited weld metal. The Temper Embrittlement
Factor, X shall be a maximum of 15 part per million.
X = (10P+4Sn+5Sb+As)/100 (Element concentrations are in parts per
million)
In addition, weld chemistry against each batch shall be restricted as
follows:
Cu shall not exceed 0.20%, Ni shall not exceed 0.30%.
iii) Impact energy vs. temperature (transition) curves shall be developed
from weldments representing each batch or heat.
A minimum of eight sets of three impact tests (of material subjected to
the same heat treatment as the completed item) shall be conducted for
each curve. Sample locations shall be as specified in ASME Sec. VIII
Div. 1.
The eight sets of impact tests shall be performed at different
temperatures but shall include minus 29 degree C. The remaining test
temperatures shall be selected so that the generated transition curve
shall clearly define the transition zone and upper shelf. The maximum
test temperature shall correspond to the upper shelf energy level.
iv) Step Cooling Tests shall be performed on welds.
Step cooling shall be in accordance with the following temperatures,
holding times and cooling rates to the next lowest temperature:

Impact tests of each Step Cool Test sample shall be performed and
transition curves developed following the procedure in the previous
section.
Acceptance criteria for the material shall be in accordance with following:
CvTr40 + 2.5 CvTr40SC 10C
WHERE:
- CvTr40 = Charpy V-notch 40 ft-lb (55J) impact energy transition
temperature of completely heat-treated specimens (before step cooling).
- CvTr40SC =The shift in Charpy V-notch 40 ft-lb(55J) impact energy
transition temperature after step cooling.

5.4 Special requirements for Stainless Steel Welding


Consumables
There are few additional requirements over and above the requirement
of ASME Sec II Part C, latest edition. All such requirements have been
specified in this clause against each supply batch. Shall be reported in
every test certificate against each batch.

5.4.1 WRC ferrite number/ferrite content restriction and CVN Impact test
requirement:
For all stainless steel welding consumables (except 308L, 309/309L type
and 16-8-2 type), WRC ferrite number of undiluted weld metal shall be as
per WRC-1992 diagram and shall be reported in every batch test
certificate and the value shall be between 5 to 10.
WRC ferrite number against 16-8-2 type weld shall not exceed 5.

WRC ferrite number against 308L type weld shall not exceed 10.
The ferrite content against 2209 type welds and 2594 type welds shall be
35 to 65 vol%.
For all 308L type stainless steel type welding consumables, CVN impact
test shall be conducted at minus 196 degree C. Against each batch, 5

impact tests shall be conducted and reported. Lateral expansion of each
reading shall be 0.38mm (minimum).

5.4.2 Weld hardness restriction:


All weld hardness for all 3-series (e.g. E308L, E316L etc) Stainless steel
shall be reported. Minimum 3 readings shall be taken and no individual
reading shall exceed 22HRC (237 BHN).
All weld hardness for 2209 type weld shall not exceed 28HRC (271 BHN)
12 and for 2594 type weld shall not exceed 32HRC (301 BHN). Minimum 3
readings shall be taken and no individual reading shall exceed the above
requirement.

5.4.3 SAW electrode-Flux combination:


Flux shall be agglomerated, Neutral type, basic in nature and shall be
suitable for multi-pass applications.

5.4.4 For 16-8-2 type FCAW electrodes, following additional test requirements
shall be complied in every batch test certificate:
(i) Chemical analysis of undiluted weld metal- Shall meet chemical
requirements as against E16-8-2 electrode of SFA5.4 of ASME Sec.II Part
(C) latest edition.
(ii) Radiography test of all weld- Shall meet Radiography requirements as
against E316LT1-1/4 of SFA5.22 of ASME Sec. II Part ( C), latest edition.
(iii) All weld tensile test- Shall meet all weld tensile requirement as against
E16-8-2 electrode of SFA5.4 of ASME Sec.II Part (C) latest edition.
(iv) Face bend test-Shall meet bend test requirements as against E316LT1-1/4
of SFA5.22 of ASME Sec. II Part ( C), latest edition.
(v) Fillet weld test- Shall meet fillet weld test requirements as against
E316LT1-1/4 of SFA5.22 of ASME Sec. II Part ( C), latest edition.

5.4.5 For ER308L SAW electrode -matching Flux combination, following


additional test requirements shall be complied in every batch test
certificate:
(i) Undiluted Weld metal chemistry shall conform to the chemical
composition requirements as against E308L of SFA 5.4 of ASME Sec. II
Part (C), latest edition.
(ii) All weld shall tensile meet the following mechanical properties:
UTS 75Ksi (minimum), Elongation 35% minimum.
(iii) All weld radiography test shall meet the radiography test requirements as
against E308L of SFA 5.4 of ASME Sec. II Part(C) latest edition.

5.4.6 For ER308H SAW electrode -matching Flux combination, following test
requirements shall be complied in every batch test certificate:
(i) Undiluted Weld metal chemistry shall conform to the chemical
composition requirements as against E308H of SFA 5.4 of ASME Sec. II
Part (C), latest edition.
(ii) All weld tensile shall meet the following mechanical properties:
UTS 80Ksi (minimum), Elongation 35% minimum.
(iii) All weld radiography test shall meet the radiography test requirements as
against E308H of SFA 5.4 of ASME Sec. II Part(C) latest edition.

5.4.7 For ER316L SAW electrode -matching Flux combination, following test
requirements shall be complied in every batch test certificate:
(i) Undiluted Weld metal chemistry shall conform to the chemical

composition requirements as against E316L of SFA 5.4 of ASME Sec. II
Part (C), latest edition. Chemistry to be reported for both wire as well as
undiluted weld where the maximum carbon content to be reported shall
not exceed 0.025%.
(ii) All weld tensile shall meet the following mechanical properties:
UTS 75Ksi (minimum), Elongation 30% minimum.
(iii) All weld radiography test shall meet the radiography test requirements as
against E316L of SFA 5.4 of ASME Sec. II Part(C) latest edition.

5.4.8 For ER347 SAW electrode -matching Flux combination, following test
requirements shall be complied in every batch test certificate:
(i) Undiluted Weld metal chemistry shall conform to the chemical
composition requirements as against E347 of SFA 5.4 of ASME Sec. II Part
(C), latest edition.
(ii) All weld tensile shall meet the following mechanical properties:
UTS 75Ksi (minimum), Elongation 30% minimum.
(ii) All weld radiography test shall meet the radiography test requirements as
against E347 of SFA 5.4 of ASME Sec. II Part(C) latest edition.

5.4.9 For ER309L SAW electrode -matching Flux combination, following test
requirements shall be complied in every batch test certificate:
(i) Undiluted Weld metal chemistry shall conform to the chemical
composition requirements as against E309L of SFA 5.4 of ASME Sec. II
Part (C), latest edition.
(ii) All weld tensile shall meet the following mechanical properties:
UTS 75Ksi (minimum), Elongation 30% minimum.
(iii) All weld radiography test shall meet the radiography test requirements as
against E309L in SFA 5.4 of ASME Sec. II Part(C) latest edition.

5.4.10 Stainless steel FCAW:
For stainless steel FCAW electrode, chemical and mechanical properties of
weld (Including tensile, face bend, fillet weld, hardness), WRC ferrite
number and RT shall be reported using 80%Ar-20%CO2 gas
mixture as well as 60%Ar-40%CO2 gas mixture.

5.4.11 Minimum UTS requirements against ER308L GTAW filler:


For ER308L GTAW filler, all weld UTS shall be 75Ksi minimum and
elongation shall be 35% minimum.

5.4.12 Minimum UTS requirements against ER316L GTAW filler, E316L SMAW
electrodes, E316LT1-1/4 FCAW electrodes:
For E316L SMAW electrodes, E316LT1-1/4 FCAW electrodes, all weld UTS
shall be 75Ksi minimum. For ER316L GTAW filler wire, all weld UTS shall
be 75Ksi minimum and elongation shall be 30% minimum.

5.4.13 For ER316L GTAW filler, maximum carbon content in wire chemistry
10 shall be 0.025%. For E316L SMAW electrodes, E316LT1-1/4 FCAW
electrodes, maximum carbon content in undiluted weld chemistry shall not
exceed 0.025%.

5.4.14 PREN Restriction:


The 2209 type welds shall have a Pitting Resistance Equivalent Number
11 (PREN), calculated using formula PREN = Cr wt% + 3.3 (Mo+0.5 W) wt%
+ 16 N wt%, greater than 34.
The 2594 type welds shall have a Pitting Resistance Equivalent Number
(PREN), calculated using formula PREN = Cr wt% + 3.3 (Mo+0.5 W) wt%
+ 16 N wt%, greater than 40.

5.5 Special requirements for Ni alloys Welding consumables


There are few additional requirements over and above the requirement
of ASME Sec II Part C, latest edition. All such requirements have been
specified in this clause against each supply batch. Shall be reported in
every test certificate against each batch.

5.5.1 Weld hardness restriction:


All weld hardness shall be reported. Minimum 3 readings shall be
taken. No individual reading shall exceed 35HRC (327 BHN).

5.5.2 Nickel alloy FCAW electrodes:


For nickel alloy FCAW electrodes, mechanical properties of weld (including
tensile, longitudinal bend, fillet weld, hardness), chemistry, radiographic

test shall be reported in every batch test certificate using 80%Ar-20%CO2
gas mixture as well as 60%Ar-40%CO2 gas mixture.

5.6 Certification Requirement


Batch test certificate shall be supplied against each batch of GTAW filler
wire, SMAW/ GMAW/ FCAW electrode, and SAW electrode-Flux
combination. For flux, wherever ordered separately, the test report shall
reflect the test result with the proposed wire combination as per Purchase
Order. Test certificates shall report the actual test result conducted against
the batch. All tests as required by ASME Sec II Part C Latest edition and
special requirements as specified in clause no.-5.2, 5.3, 5.4, 5.5 of this
document shall be reported in every batch test report as a minimum. No
Guaranty of Quality certificate is acceptable. Other than SS, Nickel based
and Cupro Nickel, all other Brands of electrodes/filler wires shall be
approved by IBR. IBR approval certificate shall be submitted along with
the Batch Test Certificates.

Note-
For carbon steels, stainless steels (austenitic and duplex), nickel copper
alloy welding consumables, against M/S Lincoln (including Metrode),
Kobelco (including Taseto), Bohler and Thyssen (including Bohler, T put,
UTP, Avesta), Special Metals and Sandvik, following form of batch test
certificate may be accepted subject to approval of Head Construction
11 Quality:
Actual chemistry shall be reported against the batch of supply.
Guarantee of Quality (GOQ), 2.2 type inspection certificate
covering all other requirements of clause 5.9.

5.7 Marking/Identification Requirement


On each and every packet/bag/pouch of welding consumable supplied as
well as in batch test certificate(s), the following shall be specified as a
minimum:
(i) AWS class,
(ii) Diameter(in mm)
(iii) Length in mm(only for SMAW electrodes and GTAW filler wire)
(iv) Brand name,
(iv) Manufacturers name
(v) Factory of manufacturing,
(vi) Batch/lot number and date of manufacturing,
(vii) Net weight in Kg.

In addition to the above requirements, the following additional
marking/identification requirement as described in clause nos. 5.7.1 to
5.7.4 shall be followed.

5.7.1 SMAW Electrode


On each and every electrode, one imprint of AWS class shall be applied
to the electrode covering. The numbers and letters of the imprint shall
be of bold block type of a size large enough to be legible. The ink used
for imprinting shall provide sufficient contrast with the electrode covering
so that in normal use, the numbers and letters are legible before and
after baking and welding.

5.7.2 GTAW Filler Wires


It shall be supplied with AWS class hard punch on both ends of each
wire.

5.7.3 FCAW/GMAW electrode


It shall be supplied with adapter/plastic spool.
Sticker shall be put on each wire spool, clearly specifying AWS Class,
Batch no, Size, Brand Name and net weight.

5.7.4 SAW electrode and flux


SAW wire: Sticker shall be put on each wire spool, clearly specifying
AWS Class, Batch no, Size and Brand Name and net weight.
SAW flux: As specified in clause 5.6.

5.8 Packaging Requirement


5.8.1 SMAW Electrode
E6010 electrodes: E6010 electrodes shall be supplied in

Other SMAW electrodes: All Electrodes other than E6010 and
E6013 shall be supplied in Vacuum packed condition, wherein net
weight of electrodes per pouch shall not exceed 2KG. The packing
shall be carried out with minimum two pouches sealed vacuum
independently one after another. Single packing with one pouch is not
acceptable. The manufacturer shall ensure that after packing, the
electrodes need not be treated (baked) again. For all low hydrogen
Welding electrodes, the manufacturer will provide the guaranty that
dissolved hydrogen level will be less than 5ml per 100 gms of deposited
weld metal even if it used directly from pouches without further re-

To determine the colour of pouches for the electrodes not specified in
the above list, manufacturer shall obtain clearance from Reliance in
advance. In no circumstances, the pouch colour shall be
determined/deviated by manufacturer without taking formal approval
from Reliance.

Pouch material specification:- Each pouch material shall comply as a


minimum, the following specification.
Pouch material shall be three layered. PP Layer- minimum 12 micron,
Aluminum foil layers minimum 12 micron, Polystyrene layer 98-110
micron.

5.8.2 GTAW Filler Wires


GTAW Filler wires are to be supplied in HDPE tubes with both end duly
covered with end cap and in sealed condition. Filler wires are to be
packed in plastic packet to avoid any ingress of MOISTURE inside the
HDPE tubes. The thickness of HDPE shall be suitable for rough handling
of the materials during transportation.
All GTAW Filler wires shall be supplied in 5 Kg net weight per Packet.

6. Product performance Guarantee

Manufacturer is responsible for the product performance guarantee. Reliance may randomly
check the chemical/mechanical properties to verify compliance of BTC furnished by
manufacturer. In case of discrepancy/ product complain, all related batches may be tested
by Reliance at the cost of manufacturer.

Wherever supplied product fails to meet any of the requirements specified in this document,
product shall stand rejected. Manufacturer shall be responsible to replace the product with
the product meeting all the requirements of this document. Till replacement is received and
inspected, all the rejected materials shall be kept under hold by Reliance. Reliance
deserves the right to carry out audit at manufacturers premises as and when necessary, as
decided by Reliance. If situation warrants, audit may be carried out at manufacturers
premises at any time, even without any prior notice. Manufacturer has to extend full co-
operation in this regards.
