Two day World Buddhist Conference was organized by Civil Rights Protection
Cell at Nagpur on 3rd and 4th June, 2006 at Guru Nanak Bhavan, Hall, Nagpur. The
Conference was inaugurated at the hands of Bhadant Gnyaneshwar Mahathero
(Myanmar). All India Buddha Bhikku Sangha President Bhadant Sadanand
Mahathero, India was present as a Chief Guest of this Conference. Dr. Milind Jiwane
was on the dias as a Chairperson of the World Buddhist Conference 2006. In addition to
this Mr. Tshining Dorje from Tibet, Bhadant Chadrerbodhi from England, Ex-Central
Minister, Mr. Bhajman Behara from Orissa, Ex-Member of Parliament, Mr. Anchal Das
from Orissa, Mr. Vidhyadhar Dehuri from Orissa, Dr. Mahipal Singh from Delhi, Mr.
Chandrapal Sailani (Ex. MP) from Uttar Pradesh, Dr. C.D. Naik from Madhya Pradesh,
Dr. V.M. Mourya from Tamil Nadu, Mr. S. Kothundan from Tamil Nadu, Mr.
Kuldeepchandra Agnihotri from Delhi, Mr. Jaibhagawan Jatav from New Delhi, Mr.
Ramdhan from New Delhi, Mr. Vijay Mankar from Maharashtra, Mr. Tarachandra
Khandekar from Maharashtra, Mr.Nanak Ramteke from Nagpur, Buddhist Scholars were
present on this occasion.
The President of the All India Buddha Bhikku Sangha, Bhadant Sadanand
Mahathero expressed his view on this occasion, said that man should observe his moral
values while doing work in the field of social, religious, political, economical,
educational etc. Corruption, terrorism, murder these inhuman activities are increasing in
the world due to lack of moral values of human being. Implementation of Buddha’s
doctrine is the only way to control on the inhuman activities.
Dr. Milind Jiwane, Chief Coordinator of Civil Rights Protection Cell was on
the dias as a Chairman of this two day World Buddhist Conference. In this
presidential address, he was of the opinion that terrorism in the world is spreading like a
wildfire and Buddhist philosophy could only play a role of cold water to extinguish this
wildfire. He further said that Buddhist Countries must play major role to cure world
terrorism by establishing World Buddhist Countries Development Council which
would be helpful to maintain coordination and cooperation among the Buddhist
Countries. The Civil Rights Protection Cell has placed before the Buddhist intellectuals
an action plan on the occasion of this conference so that the intellectuals should think
over this issue to give shape for the implementation of this action plan.

At the end of this session, Mr. Sanjay Jiwane Proposed a Vote of thanks.
Dr. C.D. Naik, Professor of Dr. Babasaheb Ambedkar National Institute of Social
Science, Mhow (Madhya Pradesh) was presided over the second session in which the
following Buddhist Schollers were participated and submitted their papers and read he
same on this occasion. Mr. Ashok Mendhe was Co-Chairperson.
At the end of this session, Mr. Shankarrao Dhengre- Nagpur District, Chief of
Bharatiya Buddha Mahasankha proposed the vote of thanks. Announcement of the whole
day programme was made by Ku. Bhavana Wanjari.
During this day, discussion on “International problems and its solution (Part II)
began under the Chairmanship of Dr. C.D. Naik, Professor, Dr. Babasaheb Ambedkar
National Institute of Social science, Mahow (Madhya pradesh) and Mr. D.B. Wankar,
President Independent Labour Union was present as Co-chairperson on this occasion.
Dr. Mahipal Singh, NewDelhi read out his paper on the subject “Rule of Law in
the context of Buddhist Vinay” Shri D.B. Wankar delivered his speech on
“Relationships among Buddhist Countries” Mr. Arvind Kamble, President of Akshvani
and Doordarshan Backward Classes Employee Association presented his paper on
“Problems of Viatnam” and Mr. Bhagwan Jatav, New Delhi expressed his views on
economic problems in this first session of discussion.
Dr. C.D. Naik delivered his presidential speech. In his speech he advised that
CRPC should take revolutionary steps to set up organizations of expert Buddhist
propgators to enable us to face or to challenge the current new world. Also he advocated
to establish International Buddhist University on world level. At the end of this session,
Mrs. Vandana Jiwane proposed a vote of thanks and the programme conducted by Ku.

On the Forth session of the Second day, a discussion was held on the subject
“Co-ordination & Action Plan” under the chairmanship of Samata sainil Dal chief Mr.
Vimal Surya Chimankar and the Co-chairperson was Mr. Sudhakr Chaudhary,
Vipashyanacharya. On this occasion, Papers read by Dr. Bhau Lokhande, Buddhist
Scholer on “Unique Contribution of Buddhism to the World” and Mr. Sudhakar
Chaudhary on “Removel of Globally Terrorism on the basis of Buddhist philosophy”. Dr.
Balchandra khandekar.
On this occasion, Mr. Vijay Mankar expressed his view that philosophy of Lord
Buddha and Karl Marks in the context of equality is same. Even though the markists are
reluctant to accept the philosophy of Lord Buddha. To coordinate between Buddhists and
Markists, Buddhist intellectuals should try in this direction. He further said that, this
conference condemned the inhuman behaviour of China with the Buddhist people of
Tibet, but while tackling the problems of Tibetians, the Tibtians might take care that they
should not link up spirituality with the politics. He further point out that the populations
of China and India is 33% of the total population of the world. Hence the intellectuals
belonging to Buddhist community should think principally how to utilize their energy for
the betterment of the people of the world. However, Buddhist Thinkers should sit
together and make coordination on world level by organizing world Buddhist
Organization and form sub-committees on religious, social, political, educational and
economical.
In addition to this, Momentos were given to those who have given lion’s
contribution for getting success this Buddhist conference. Mr. D.B. Wankar, Vandana
Jiwane, Sanjay Jiwane, Vimal Surya Chimankar, Prof. Harish Wasnik, Prof. Jayant
Jambhulkar, Pramod raut, Dhiraj Borkar, Sagat Bodhi, Vijay Mankar, Arvind Kamble,
Ashok Mendhe, Bhadant Chandrerbodhi, Bhau Lokhande, Balchandra Khandekar,
Bhawana Wanjari and Yogita Kangale were among them.
Dr. C. D. Naik, Dr. Bhau Lokhande, Dr. Balchandra Khandekar express their
views on this occasion. Giving blessing to the delegates who were present on this
occasion, Bhadant Gnyaneshwar Mahathereo said that everybody should do work to
spread up message of Lord Buddha and try to remove their own differences. Mr.
Lobsangha Nyema spoke on this occasion as a Chief Guest, said that Buddhism is once
again spreading and flourishing and happing in various parts of Asia, US, Latin America

and Europe due to the kind endeayours of His Holiness the Fourteen Dalai Lama. He
further said that the morality connotes the values of human being. Amidst ethical
community, there will be lesser conflicts, lesser human abuses, greater development and
better standards in every as acts of society.
In the words of His Holiness the Dalai Lama, Ethics is the lifeblood of human existence.
When a body loses its lifeblood, it turns into a corpse. In the same way, if we lose our
sense of ethics, we will be like a free with area roots. Therefore, by the path of respecting
and adhering to the law of karma and integrity, one should strive to lead an ethical life.
Lastly he expressed thanks to the organizing committee people for giving him
opportunity to attend this conference at the concluding session.
In this concluding session, the resolutions put by Mr. Vijay Mankar before the
audience for recognition. After thoroughly discussion, the resolutions were passed
unanimously by the conference. The resolutions passed in this conference are as
follows :
a) Central “World Bikkhu Sangha” should be formed at world level on the lines
of church of Rome (but not the Same) for the Mission of Dhamma.

Other Resolutions :
1. The Management of Buddha Gaya Mahabodhi Vihar should be handed over to
Buddhist’s instead of Hindu’s.
2. Tirupati Balaji, Vitthal mandir of Pandharpur, Jagnnath puri temple are Buddhist
Vihara’s/Stupas/Chaityas/Caves, and their management should be handed over to
the Buddhist’s immediately. The destruction of all Buddhist archeological sites
be stopped and any tampering of archeological and historical evidences be
stopped, the truth should be restored.
5. HRD ministry should allocate and release timely funds for Buddhist Institutions
and studies.
7. Dr. Ambedkar Thought and Pali language should be started in every University
of India.

10. This Conference also educates the World Buddhist’s of the Conspiracy of the
Hindu Organizations like RSS. VHP. ABVP, of its false and foul propaganda of
Buddhism being branch of Hinduism. Buddhism is totally independent and
separate from Hinduism and Buddhist’s in India are not Hindus who are based
After the resolutions, Dr. Milind Jiwane who was president in the concluding
ceremony of the World Buddhist Conference delivered his presidential speech and
expressed his gratitude to the Delegates who came from abroad and India and thanks to
those who have given lions’s contribution for the success of this conference. Delegates
present in this conference discussed thoroughly on National International problems of the
Buddhists and chalked out action plan for further course of action is the achievement of
this conference said Dr. Milind Jiwane. The next World Buddhist Conference will be
held at new Delhi in the month of February, 2007 announced by Dr. Jiwane on this
occasion, Mr. Jiwane had given vote of thanks to all honorable guest who attended this
conference from abroad and various states of India. Also he thanked to the colleagues of
the Civil Right Protection Cell who devoted their valuable times for grand success to this
conference.
At the end of this conference, a cultural programme was produced by Mrs.
Vandana S. Jiwane in which one act play named “ I am Ramai Speaking” performed by
Sachi Jiwane, a renowned Ambedkari Drama Artist. After this one act play the two day
World Buddhist Conference ended with great success.
