MEMORANDUM

Subject : 2017 History Month Celebration

Date : Aug. 1, 2017

Pursuant to Proclamation N. 339 s. 2012, declaring the month of August every


year as History Month and in line with the Curriculum Implementation Division ( CID )
innovision entitled GLOCAL, the DISTRICT of PILILLA shall conduct District Local
History Quiz Bee, Poster Slogan and Extemporaneous Speech Contest on August 4,
2017 , 1 :00 in the afternoon at Pililla Elementary School Central.

The celebration aims to :


a. develop patriotism and nationalism among Filipino youth ;
b. promote awareness and appreciation of the local history , legend , etc.
c. provide an opportunity for students to develop sportsmanship and camaraderie
through healthy competition ; and
d. choose contestant that will represent the District in the Division level

All activities shall be spearheaded by the Principal Consultant in coordination


with District AP Coordinators and Key Teacher.

A registration fee of P500 for big schools, ( PESC, VBMMES, QUISAO ES and
Malaya ES; P400 for medium schools,( Hulo ES , Halayhayin ES, Bugarin ES & Niogan
ES) ; and P300 for small school , ( Matagbak ES) shall be charged to each school to
defray expenses for food and other incidental expenses during the activity. This shall be
charged to against local/ school funds subject to the usual accounting and auditing
rules.

Narrative and pictorial report of the activities will be emailed at


rosemarieblando@gmail.com on or before Aug. 23, 2017

Immediate dissemination of this Memorandum is desired.

Contest Mechanics

LOCAL HISTORY QUIZ BEE

1. The contest is open to all Grade 5 pupils.


2. Contestants are requested to bring drill boards and eraser for their use during the
contest. All contestants will answer the same set of questions in writing. Before
the question is read, the contestants must raise their pen.
3. Filipino will be used as the official language in the conduct of the quiz bee.
4. There will be a total of twenty (20) questions to be given. 8 of which are easy
questions, 7 are average and 5 are difficult.
5. For every correct answer appropriate points will be given as follows.
1 point - for easy question
2 point - for average question
3 points - for difficult question
5 point - for clincher question
6. The quizmaster will read the question twice. Countdown will start after the
question has been read the second time.
7. Contestant will be given a maximum of thirty seconds to answer the questions
that require long answer.
8. After the time limit, the contestant must stop writing and raise their drill board.
The quiz master shall give the correct answer and the proctors will read aloud
the contestants answer.
9. After the last question in the difficult round, the total number of points of each
contestant is tabulated.
10. The contestant who gets the total number of points is automatically declared the
champion. The second highest , the first runner - up and the third highest
second runner - up.
11. All ties will be broken by the ice breaker questions through clincher category. The
following procedure will be observed. In case of a protest during the actual quiz
proceedings :
Only the Official Coach of the contestant is allowed to raise a protest, at earliest
appropriate time during the contest.
The protest will be addressed orally to the chairman of the Board of Judges who
will recognize the protest.
The chairman of the Board of Judges will announce decisions resulting from
protest at the earliest appropriate time during the contest.
12. First place winner in grade 5 level (only) will proceed in the division level
competition.

Reminder : Questions shall be prepared in 1/8


of a long bond paper , written in Arial 14 . Also,
indicate the References and Key to Correction.

POSTER SLOGAN CONTEST

1. The contest is open for Grade 4 pupils.


2. The poster and slogan must expound on a theme or topic that shall be revealed
before the contest proper starts.
3. Posters and slogans are to be completed within two (2) hours.
4. Contestant shall bring illustration board, drawing and coloring materials. The
coloring materials are limited to pastels, water color and colored pencils only.
5. A slogan, which shall serve as the title of the artwork, must not exceed 12 words.
6. For purposes of anonymity, the artists real name, signature, school, and/or other
contact details must only appear in the official registration form. Contestant
number which corresponds to the name in the registration form shall be written
on the top right portion of illustration board.
7. The poster shall be judged based on the following:
Relevance to the theme - 15%
Craftsmanship - 15%
Originality - 10%
Visual impact - 10%
Subtotal - 50%
The slogan shall be judged based on the following:
Relevance to the theme - 15%
Creativity (i.e language used) - 15%
Originality - 15%
Impact and Presentation - 5%
Subtotal - 50%
TOTAL - 100%

10. There shall be three winners the third place, second place and champion.

11. The judges decision is final and irrevocable.

12. Organizers reserve the right to nullify and/or cancel any part or all of the competition
if it appears that any fraud or malfunctions have occurred in any form or whatsoever.

13. First place winner will proceed in the division level competition.

EXTEMPORANEOUS SPEECH

1. The contest is open to Grade 6 pupils .


2. Contestants are expected to prepare a speech on a given topic in Filipino it
should be in line with the given theme for the History Month Celebration.
3. No materials may be utilized by participant to prepare for the presentation,
except paper and pencil.
4. Each contestant will be permitted to make notes during the preparation time.
5. Participants must give all notes used during the speech to the judge concluding
the speech.
6. Extemporaneous speeches will be judged on the following criteria:
A. Organization of Ideas 20%
B. Delivery -- 30%
C. Message - 40%
D. Audience Impact - 10%
7. First place winner will proceed in the division level competition.
