PART 1 GENERAL
A. Drawings and general provisions of Contract, including General and Special Conditions
apply to work of this section.
B. General Provisions for Electrical Work, Section 16010 applies to work of this section.
C. Fire Detection & Alarm System, Section 16722 applies to work of this section
A. Work to include Design, Supply, install, Programming, testing and commissioning Public
Address and Voice Alarm (PAVA) Systems for the building including Simulation,
equipment, accessories and materials complete and in strict compliance with the
specification requirements and the drawings. All work shall be carried out in accordance
with internationally accepted standards and practices.
B. Work includes providing all materials, equipment, accessories, services and tests
necessary to complete and make ready for operation in accordance with Drawings and
Specifications.
C. Work also includes inspection, alignment and final adjustment of completed installation,
demonstration for acceptance and instruction of operating personnel.
D. The drawings issued with the specification indicate the approximate location of all
apparatus. The exact and final location shall be subject to the prior approval of the
Engineer.
1.4 SUBMITTALS
A. Complete Sound Acoustic Study & Computer Based Simulation using EASE 4.1
Program or any other specialized program. The study must show the following figures
(measured at 500 Hz, 1 KHz and 2 KHz):

The Study have to be approved & Stamped from the PAVA system Manufacturer.
B. Product Data: Submit manufacturers data and installation instructions for the Public
Address and Voice Alarm System.
C. Riser diagram: Submit riser and block diagrams for the Public Address and Voice Alarm
System indicating type of different components in the system and also the arrangement of
the central equipment inside the rack cabinets.
F. Power requirements and heat dissipation data for the central equipment inside Main
Security Room.
H. Compliance List: submit a detailed point by point compliance statement with this
specification. Where the proposed system does not comply or accomplish the stated
function or specification in a manner different from that described and specified, a full
description of the deviation shall be provided. Where a full description is not provided it
shall be assumed that the proposed system does not comply with the requirements in the
specification.
A. Guarantee equipment furnished under these specifications against defective parts and
workmanship under terms of the manufacturers and dealers standard warranties for a
period of not less than one year from date of initial start-up and Engineer acceptance of
the system and include labor and travel time for necessary repairs at the job site.
PART 2 PRODUCTS
A. Provide a Public Address and Voice Alarm (PAVA) system with facility to broadcast
routine zone paging and "Emergency" override access to all corridors, public areas, lift
lobbies etc as shown on the drawings.
B. The contractor shall employ Specialist for the Public Address & Voice Alarm System
Design taken into consideration the following:
C. Alternative speaker locations proposed by the contractor \ specialist shall be subject to the
arch. Consultant review / approval.
D. Back ground music shall be initiated from Different Audio Sources as indicated on the
drawings
E. General routine zone paging to a certain zone, group of zones or all-call shall be accessed
from the management microphone located at the main security room.
F. The emergency paging shall be accessed from the firemans microphone located at the
main security room.
H. The Public Address and Voice Alarm System shall be interfaced with the Fire Alarm
System so that in case of fire alarm reporting in a certain floor(s), pre-recorded audio
messages shall be activated and broadcasted via the Public Address loudspeakers of this
floor(s).
I. Alert & Evacuation messages will broadcast at pre-determined level meet the requirements
of BS 5839 Part I
A. The equipment of each system shall be stacked in racking with front panel fastening and
latitudinal chassis support elements. The design shall be such that all units may be drawn
out from the front of the rack and internal connections shall be long enough to permit
withdrawal without prior disconnection.
B. Electrical connections other than those of low level signal shall be effected by means of
soldering push-on space clips or multi-connector blocks. Low level signal wiring shall be
of heavily braided screened cable and connections as recommended by the manufacturer.
Output lines within the rack shall be run as twisted pairs heavily screened with tinned
copper braid.
C. Each active item of equipment shall have its own power supply circuit, be independently
fused on the live conductor and bear a front panel mains indicator light ON/OFF switch
and standard cartridge type fuse holder. A permanent inscription shall indicate the fuse
rating.
D. Positive electric contact shall be made between each equipment and the main racking
assembly. The racks shall be independently earthed and it is the responsibility of the
contractor to ensure that hum producing earth return loops are avoided.
E. Audio power amplifiers output shall be tested and rated in accordance with the I.E.C.
Standard and 100 V line matching techniques shall be used.
F. All equipment shall be designed for a continuous trouble free operation in the climatic
conditions of the site.
G. All components and equipment shall be in full compliance with I.E.C safety regulations
and be proofed against tropical conditions.
H. All units of the system shall be protected from the normal hazards of operation such as
mismatch, over-load, short- circuiting of output and connection mistakes etc.
I. All items of equipment shall under any normal circumstances of operation be capable of
withstanding any surges which might be produced by sudden re-establishment of mains or
standby power supplied after a power failure.
J. Heat limits as specified and guaranteed by the manufacturer shall under no circumstances
be exceeded. Louvers and vents shall be provided to this effect.
K. Performance requirements
3. The sound levels shall be measured at 1.5 m above floor level (1m above floor
level in seating areas) in all normally-accessible areas, using a sound level meter
complying with I.E.C 651Type 1or 2, set to 'S' (slow) response and calibrated
immediately before the measurements shall be witnessed by the Owners
Authorized Representative who will be provided with a written set of results. The
sound pressure level shall be 88 2dB and the sound transmission index (STI)
shall be > 0.6 at least 75 % of floor area.
B. Each channel except tone generator channel(s) shall be provided with minimum 2-band
equalization and a logarithmic gain control.
C. Pre-amplifier gain controls for all inputs except background music and management
microphone inputs shall be of the internal or lockable pre-set type, to prevent inadvertent
adjustment.
E. The pre-amplifies shall have a wide range of applications to be used for different inputs
(mic./ line level , unbalanced / balanced , etc..)
A. A microprocessor controlled, with 8 audio signal buses modular audio switching matrix
shall be provided to assign any audio input source to a designated any audio outputs, with
the required priorities between inputs. The audio switching matrix shall be designed for
both general and emergency purpose broadcast.
B. The audio switching matrix shall have audio inputs for sound sources and outputs to feed
the different zones as indicated on drawings.
C. The audio switching matrix shall have all needed control inputs and outputs in addition to
25% Spare
D. The audio switching matrix shall be full compliance with EN60849/IEC60849 standard,
this have to be clearly indicated by the manufacturer.
E. The audio switching matrix shall be provided with the software with facility of easy
programming / reprogramming and operation of all matrix functions (e.g. programmed
priorities, fade-in, fade out, routing patternetc). All commands of programming and
operation shall be displayed on LCD.
F. The audio switching matrix shall have automatic self diagnostic function which shall be
appeared on the LCD display.
G. The audio switching matrix shall have a surveillance function for the critical speech path
from the microphone capsule to each loudspeaker line in compliance with IEC (EN)
60849.
H. Loudspeaker surveillance function using impedance check for each speaker line shall be
provided as a part of the audio switching matrix.
I. Any surveillance function shall not interrupt the back-ground music distribution or routine
paging announcements.
J. The audio switching matrix shall have software driven logging function with a capacity to
record at least 3000 events with the capability to monitor these events from the matrix
LCD or from an external PC.
L. The "All Call" function shall be still available at fireman's microphone even with matrix
CPU failure.
M. The sound output of a selected output zone can be monitored from any management
microphone internal speaker or from the matrix monitor output.
N. Patterns of broadcast settings and operation controls shall be created using its dedicated
PC software and shall be assigned to activation items such as management microphone
function keys, control inputs. Broadcasts shall be made and control function keys by
recalling the assigned patterns using the remote microphone function keys or control input
operation.
P. The audio switching matrix shall automatically detect the system components failure/faults
such as:
Q. The audio switching matrix shall permit automatic dual emergency broadcasting
simultaneously. In case of fire alarm reporting from fire alarm system or internally from
the management/fireman's microphones, a simultaneous dual broadcasting is possible
using 2 voice announcement Units (e.g. alert in a zone and voice message in another zone)
to be available at the same time.
R. The audio switching matrix shall be interfaced with fire alarm system so that to initiate
pre-recorded evacuation audio messages from the PAVA system to be broadcasted via the
PAVA loudspeaker zones related to the fire alarm areas/zones.
S. The audio switching matrix shall have an internal timer that enables the main pattern to be
changed to a pre-defined patterns/EV message broadcast at preset times.
T. The audio switching matrix shall permit the connection and operation of up to 6
management microphones/fireman's microphone with the various priorities types (LIFO,
FIFO) among them.
U. PC software shall be used to select input and output equipment, or set priorities, broadcast
patterns, items to be activated, etc. Various functions can be also be freely assigned to the
management/fireman's microphones function keys.
V. The audio switching matrix shall have at least the following minimum performance:
A. Zone Paging microphone shall be provided. The microphone shall be used for general
routine paging to all public address zones (separate zone paging, group of zones or all-call
paging).
9. A "Busy" indicator lamp or LED associated with each zone. This indictor shall
be illuminated when another signal (excluding background music) is being
broadcast into pre-selected zone or zones.
A. No. 1 firemans microphone shall be provided. The microphone shall be used for general
emergency paging to all public address zones (separate zone paging, group of zones or
all- call paging).
B. The fireman's microphone shall comprise a high quantity coil microphone, double-signal
chime tone, line preamplifier, loudspeaker, zone paging keys, function keys and indication
LEDs.
iv. Start control switch for the manual initiation of the pre-Recorded messages of
the emergency message unit.
D. The firemans microphone shall have the highest priority over the all sound sources.
G. System status indicator(s) shall be provided on a LCD of the firemans microphone, In the
event of a system failure affecting the emergency message unit critical signal path of
amber LEDS annotated EMERGENCY MESSAGE UNIT FAIL shall illuminate,
similarly, in the event of a system failure affecting the fire microphone or the management
microphone, a pair of amber LEDS annotate MICROPHONE FAIL shall be illuminated.
A. dedicated four channels digital emergency message playback unit shall be provided. The
unit shall be designed for the record and replay of emergency and test messages only,
commercial messages shall not be replayed from the unit.
B. The messages shall be recorded in non-volatile electronic memories using real (not
synthesized) speech. The recordings shall be made with a clear (preferably professional)
speaker using professional recording equipment in a recording studio or a room with a
controlled acoustic environment (noise 25dB (A), reverberation time < 0.5s from 200Hz -
10 KHz). The message delivery speed shall be appropriate for the type of building
receiving the broadcasts (slow delivery for reverberant spaces).
i) "EVACUATE"
ii) system test.
E. The test message shall be: "PUBLIC ADDRESS SYSTEM TEST. THIS IS A TEST OF
THE PUBLIC ADDRESS SYSTEM. THIS IS A FUNCTIONAL TEST FOR SYSTEM
OPERATION, LOUDSPEAKER COVERAGE, SIGNAL LEVEL AND SPEECH
INTELLIGIBILITY.
G. Messages shall use a Male voice, unaccented or with a light local accent.
H. The contractor shall submit, within the tender, details of his standard messages for
approval.
I. Prior to installation of the equipment, the contractor shall provide a copy of each recorded
message for approval by the consultant. The copies shall be provided on a standard
compact cassette.
K. There shall be no user controls on the unit other than to start and stop the test message.
L. Erasure of any message shall not be possible without the connection of external
components.
A. An electronic alarm tone generator shall be provided. The generator shall produce the
following signals:
B. The tone generator may be incorporated as a channel of the emergency message unit,
provided that the resultant signal in continuous. without aurally detectable interruption.
A. The power amplifier shall be of 19 inch rack mount and shall be driven by
the preamplifier.
B. No more than 2 amplifiers output ratings should be provided (e.g. for example 240W and
360W) to facilitate interchangeability.
C. The amplifier output shall be fully protected against mismatch, overload, short-circuit and
eventual switching transients. An illuminated VU meter with ballistics corresponding to
IEEE standards shall be mounted on the front panel. A level control, ON/OFF switch, pilot
light and panel mounted fuse shall be fitted. Balanced or single-ended 50, 70 and 100 volt
outputs shall be available at convenient screw terminal strips.
D. The amplifiers shall be fully protected against short and open circuits and shall include
protection against thermal overload and eventual transients. Fuses (preferably front panel
mounted) shall be clearly labeled with rating and type.
F. Gain controls shall be internal or lockable preset type, preferably with stepped attenuation
in 2dB steps.
G. Each amplifier shall be clearly labeled with the loudspeaker zone(s) served. (For parallel
bank amplification, the labeling shall indicate the amplifier number).
H. Initial design shall allow twenty percent (25 %) spare capacity in each power amplifier.
I. Where two separate power amplifiers are used for a certain zone, the coverage from the
loudspeakers connected to one amplifier, shall overlap with the loudspeakers connected to
the other amplifier.
J. The power amplifiers shall be of compact single channel, rugged construction and shall
have at least the following technical specification:
K. Spare (stand-by) power amplifier shall be provided in Each Zone PAVA Rack within the
rack, and shall automatically replace the faulty amplifier in case of failure of any working
power amplifier.
A. The surveillance unit shall be used to continuously monitor the status of all equipment
in the emergency signal path, power amplifiers and loudspeakers lines.
C. The surveillance unit shall be rack mount, microprocessor control type, and modular
type and shall be integrated with the audio switching matrix unit.
E. The unit shall have front panel contains a LCD and the internal components consist of
an interconnection cards, termination boards, necessary power supply, CPU and back-
up power supply for memory, control relay cards, surveillance switch cards, power
amplifiers' substitution panel and impedance check cards.
F. The surveillance unit shall automatically detect the following fault conditions:
G. The surveillance unit shall give a warning visual alarm (on front LCD display) and
audible alarm (through audio sounder) in case of detecting any fault of the above
mentioned conditions.
H. The surveillance unit shall comprise a substitution panel in order to replace the faulty
amplifier by the spare one automatically or manually as needed. This operation should
be associated with a text message or visual LEDs to indicate that the spare amplifier is
"in operation" instead of the faulty amplifier.
I. After determining the fault type, the surveillance unit shall perform the following:
ii) If one of the power amplifiers fails, the standby power amplifier will
automatically substitute it through the power amplifier substitution panel. The
change over will be controlled by the surveillance unit without any noticeable
break in the audio signal.
A. A monitor panel shall be provided to monitor the audio matrix inputs and outputs. The
unit shall contain selector switch, internal power amplifier, integral loudspeaker and
calibrated loudspeaker gain control shall be provided.
B. The output of the monitor loudspeaker shall be muted when a microphone in the same
room is in use.
A. A standard 19 inch rack cabinet, as detailed in BS 5954, shall be provided to house the
central equipment. Provide 20% spare space in each rack for future extension.
B. The rack cabinet shall be complete with all accessories including but not limited to the
following:
C. The Rack shall be complete with lockable front plexi-glass door, rear metal door and side
panels.
D. Equipment shall be installed within the rack in a logical (signal path) sequence, i-e
equipment requiring routing operation (e.g. cassette player and monitor panels) shall be
located at a convenient working height. Equipment requiring internal access during
commissioning and/or routine testing shall be installed on rack runners. The equipment
shall remain fully operational when extended on the runners.
E. Items requiring routine operation shall, where practicable, be installed within the same
cabinet.
F. Unused rack space shall be fitted with blank and perforated panels.
G. All mains terminals shall be shielded and isolated from inadvertent touch.
A. A Maintenance free rechargeable Back-up battery shall be provided with the PAVA
system to immune the needed power during AC mains power outage.
B. The back-up battery shall provide 24-hours of normal standby operation and 30
minutes of normal alarm operation at the end of the 24-hour standby period. The
batteries shall be placement and high/low voltage supervised by the audio switching
matrix unit.
C. Battery charger unit shall be provided with capacity suitable to the back-up battery.
2.3.19 LOUDSPEKERS
A. The loudspeaker shall be of flush-mount ceiling type and shall be specially designed for
voice evacuation applications and shall be complete with Steal Fire Dome, Ceramic
Terminals and 105C Thermal Fuse.

B. The ceiling loudspeaker shall be high quality cone type and fitted
with front metal grille and circular baffle plate for mounting in a suspended/concrete
ceiling. A sample of the loudspeaker shall be submitted to the Engineer for approval.
C. The ceiling loudspeaker shall be provided complete with 100V line matching
transformer, with maximum insertion loss not greater than 0.5 dB over the frequency
range.
A. All loudspeakers shall be supplied with high quality audio transformers. The
transformers shall have a minimum of 3 secondary tapings, with a ratio of at least
4:1 between the highest and the lowest tapings (6dB power factor). tapings shall be
clearly labeled with the wattages.
A. The volume controls are intended for use in combination with loudspeaker lines.
B. For volume control of groups of loudspeaker in the public areas, the power
handling capacity of the volume control must be chosen in accordance with the
power and number of the loudspeakers in the group.
C. Volume control may be achieved in seven steps with a switch corresponding 0,-3,-
6,-9,-12,-18 dB and off. Provisions should be to allow emergency spoken
announcement always at full volume regardless of the position of the volume
control.
D. Volume control shall be recessed type and fitted with a priority override relay.
A. RESPONSIBILITIES
1. The contractor shall be responsible for the supply and installation of all input
and outlet panels and for all terminations.
2. All cables and back boxes shall be supplied by and installed by the contractor.
The contractor shall take complete responsibility for compliance with BS 5839,
BS 6259, IEE regulations and local by-laws, and for the operation and
performance of the system, including wiring.
B. CABLES
1. All wiring shall be fire resistant cables, CWZ type as per BS-6387. The cable
shall be twisted pair plain annealed copper conductor as per BS 6360, and with
high performance silicone rubber EI 2 according to BS-7655 section (1.1). The
cable shall be classified for audio application (100 V loudspeaker lines). The
cable shall verify low emission of smoke and corrosive gases when affected by
fire as per BS-7629. The cables shall be run in approved EMT conduits.
2. Wiring within rack cabinets: All wiring shall be installed in a neat and
workmanlike manner and shall be trained parallel with or at right angles to the
sides and back if any enclosure or cabinet.
3. Each conductor used for the same specific function shall be distinctively color
coded. All cables shall be have a unique reference number, and shall be clearly
and permanently labeled at each end. Wiring for the public address and voice
alarm system shall be installed as herein described and separate from any other
wiring systems.
4. Loudspeaker cables shall be sized to ensure not more than 0.5dB power loss,
assuming an additional future power load of at least +10% on each circuit.
In-line connections shall be limited to the absolute minimum practicable. Any such
joints shall be within suitable steel junction boxes.
Connection to equipment racks shall be via marshalling boxes, The boxes shall be
fitted with fixed terminal strips, which shall be permanently annotated with unique
circuit reference numbers.
Final connections between the marshalling boxes and the racks shall be via suitable
flexible cables of sufficient length to gain working access to the rear of the racks.
Internal rack connections shall be either hard-wired or via professional type audio
connectors, preferably of the latching type.
A. All equipment supplied shall be immune from and shall not radiate signals exceeding
the limits of BS 800 and BS 6667.
C. Cables shall be segregated from all other cables by at least 300mm in any direction
as far as practical. Cables shall only cross at right angles.
D. The installation of equipment shall be fully coordinated with the building fabrics and
finishes, in a manner approved by the consultant.
E. The method of fixing and the mounting height of flush and surface mounted
equipment shall be approved by the consultant.
F. The method of connecting incoming and outgoing cables shall be approved by the
Owner's Authorized Representative.
G. All equipment shall be fixed true and level to the surfaces on which it is mounted
with a tolerance of +/- 0.5mm.
PART 3 - EXECUTION
3.1 INSTALLATION
A. The contractor shall supply all equipment, pre-wired equipment racks, receptacle plates,
consoles, mounting hardware and accessories etc, required for complete and functioning
systems.
B. Rack mounted equipment, switches, jacks, outlets, etc., shall be permanently identified
with either engraved lamacoid labels. Submit samples of proposed labels for approval.
C. Care shall be exercised in wiring, so as to avoid damage to the cables and to the
equipment. Between racks, cabinets, consoles or modules, all cables shall be well-
supported and shall be neatly laced and dressed. All joints and connections shall be made
with rosin-core solder or with mechanical connectors.
D. Between racks, cabinets, consoles or modules, all cable shall terminate in punch- blocks.
E. All power and a high level circuit shall be run on the right side of the rack or cabinet as
viewed from the rear. All other circuit shall be run on the left side as viewed from the
rear.
3.2 WARRANTY
A. Provide the services that shall be provided by the system engineer to assist the personnel
assigned by the Employer during the installation and commissioning period.
B. Five (5) sets of instruction manuals shall be provided for the sound system. All manuals
shall be in the English language.
C. Obtain from the manufacturer of the equipment a warranty that all equipment supplied
will be free of defects in labor, materials and workmanship and will perform
satisfactorily in compliance with all pertinent specification for a period of two (2) year
after commissioning.
A. The contractor shall arrange for works inspection of the central equipment racks. The
contractor shall advise the consultant when the equipment has been fully works tested
and is ready for pre-delivery inspection. Temporary circuits shall be connected, as
necessary, to enable complete testing of all audio paths, zoning, priority switching.
A. After compiling with the procedures set out in the preliminaries, the contractor shall
carry out full tests on the contract works to demonstrate that the works meet the
requirements of the contract documents.
B. The contractor shall allow a minimum of 3 days (7 hours per day) for demonstration of
the equipment and attendance, plus:
C. The contractor shall arrange for all or part of the above work to be carried out outside
normal working hours as may be required and shall include for all costs in so doing.
D. The contractor shall have available at commissioning the following electro-acoustic test
equipment:
2. Calibrated sound level meter, compiling with BS 5969 (IEC 651) Type 1 or 2
3. 1/3 octave band spectrum analyses (minimum range 40HZ - 16 KHz at ISO
center frequencies, display resolution increment not more than 2dB)
9. Amplifier for use with item (3) above, and sufficient loudspeakers to produce
overall sound pressure level that is more than the noise level by 10dB for each
area containing an ambient noise sensing transducer. The noise level shall be
uniform throughout the area to 2dB of the mean, measured 1.5m above the floor.
E. If required by the consultant (in the event of apparent non- compliance of the installed
system with the specification), the contractor shall provide precision test equipment for
verification of Voltage, Power, Frequency Response, Single-to-Noise Ratio, Total
Harmonic Distortion and RASTI.
