Evart welcomes homecoming
crowd to the jungle
EVARTTheres a rumble in
the jungle as Evarts homecom-
ing approaches Oct. 6.
The week begins in the high
school hallways Monday, with
Class Color Day. Freshmen wear
red, sophomores pink, juniors
purple and seniors green.
Tuesday is Twin Day, while
Wednesday students dress in
animal print and Thursday boys
wear black and girls wear white
for King Kong day. Friday is
Tribal Pride daystudents wear
Wildcat blue and gold.
On Friday, the homecoming
parade begins at 4:15 p.m. at
the high school, and ends at the
Osceola Fairgrounds. A new
route takes the class floats down
5th Street, onto East 5th Street,
left on Main Street, left on West
6th Street, left on Oak Street and
back to East 5th Street to the fair-
grounds.
A tailgate at the fairgrounds
follows at 5 p.m. with games and
prizes, bead toss, noise makers
and free face-painting. A pulled
pork, chips and water meal will
cost $5.

REED CITY After the ac-
tions taken by an Osceola Coun-
ty sheriff s deputy to prevent a
suicide last Friday, the officer is
up for a major award.
The officer, whose name has
not been released, will be award-
ed the Lifesaving Award by the
Michigan Sheriff s association
for preventing a 25-year-old man
from jumping off an overpass
on 14 Mile Road over U.S. 131 on
Sept. 22, Osceola County Under-
sheriff Justin Halladay said.
The incident for which the
officer is being honored oc-
curred at approximately 11 a.m.
on Sept. 22. The deputy saw
a 25-year-old male matching
the description given to him
by dispatch climbing over the
guardrail.
How the officer handled the
situation is as much of a reason

said he looked into the issue
and found that once the state
opened up the doors to firework
sales in Michigan, there is little
the city can do.
The law designated 10 feder-
al holidays on which fireworks
were permitted to be used, in
addition to the day before and
after the holidays, amounting
to 30 days in total that cant be
reduced.
However, Howell said there
might be some room to restrict
the number of hours fireworks
can be shot off.
Some communities have
exercised what well call this
latitude or this rule and if any-
thing I think they reduced it
to 11 at night, Howell said. I
think the attorney will find we
have some options to got to 11
within the corporate limits of
the city by ordinance.
City Attorney Cynthia Wotila
said this might be possible.
It depends on the specific
language of the enabling act. If
it says that the state is allowing
fireworks within this time peri-
od and at these times, subject to
enforcement of rules and regu-
lations by local municipalities,
Id have to look at the statute,
Wotila said.
The Michigan Fireworks
Safety Act, which made the
sale, use, and possession of
consumer fireworks legal, came
into effect in 2012, but not long
after the state introduced an
amendment allowing local units
of government some authority
to regulate them in their com-
munities.
According to the law, a lo-
cal unit of government with a
population of less than 50,000,
such as Reed City, can regulate
the ignition, discharge, or use
of consumer fireworks between
the hours of 1 a.m. and 8 a.m.
through an ordinance, but such
an ordinance cannot regulate
(including prohibit) fireworks
on the day preceding, the day
of, or the day after a national
holiday.
Howell said the city has a
lot more research to do before
much more can be said on the
issue, but that he will report it
at the next city council meeting.

Osceola board reviews courthouse renovation plans

The Osceola County Board
of Commissioners recently
received multiple plans to reno-
vate the courthouse, ranging in
cost from $500,000 to $9 million.
The plans, drafted by Land-
mark Design Group, came from
a study contracted by the Health,
Safety and Grounds Commit-
tee and presented by Landmark
president Bob Van Putten.
Expanding court facilities has
been discussed for many years,
Chairman Larry Emig said, and
has been driven recently by a
lack of space, aging facilities
and security vulnerabilities.
The world has changed,
Emig said. With shootings and
things like that in government
buildings, we got to the point
where we need to do something.
Currently, both buildings have
multiple public entrances and
no security screening, the Land-
mark study said, and to meet
security demands, Van Putten
presented the board with three
options.
The first plan was a renova-
tion and expansion of the Annex
Building, which would include
a single point of entry for the
public with an increased secu-
rity presence, a separate staff
