1. INTRODUCTION
ADANI is developing LPG, Propane, Butane handling and storage facility at their Port in Mundra.
ADANI has envisaged following services for set up in Import / Export terminal at Mundra,
Import of Propane / Butane in cryogenic state through jetties from ship tankers.
Receipt of product from Jetty through unloading pipeline and storing in dedicated refrigerated /
cryogenic storage tanks.
Transfer of product from storage tanks by in-tank pumps through heating train and online
blending system to get Domestic and Auto/Industrial LPG.

BUTANE
When LPG business subsides, Propylene import instead of butane is envisaged, butane tank
shall be used for storing the propylene and the other tank continue to store propane, which will
be heated and loaded in road tankers.
1.1 Intent
This Requisition together with the data sheets and other documents attached / referred herein, defines
the minimum requirements for design, engineering, manufacturing, assembly, inspection, testing,
painting, packing, and supply of Boilers listed in Cl. No. 2.1 below for Adani Mudra LPG Terminal.
Selected Vendor shall be totally responsible to supply all required materials and services for satisfying
the functional / operational requirements stated in this Requisition, its attachments and Annexures.
1.2 Definitions
Following definition shall apply wherever mentioned in this document

2. SCOPE
2.1 Items to be Purchased
The Vendors scope of supply shall include the following Packages.

2.2 Scope of Supply / Work
2.2.1 Detailed scope of supply / work shall be as per Annexure I (Scope of Supply/Work) attached with this
requisition.
2.2.2 The scope of supply / work of Vendor shall include but not be limited to:
2.2.3 Design, Engineering, Manufacturing/Fabrication, Assembly, Inspection and Testing, Painting, Packing
and Supply of equipment & auxiliaries with spares as listed in Annexure-IV & Annexure-I (Scope of
supply) attached.
2.2.4 Supervision of erection, pre-commissioning, commissioning of the equipment (not part of base scope
of supply / work and shall be as per diem rate quoted by vendor).
2.2.5 Process and Mechanical Performance Guarantees of Boiler and associated equipment &
accessories.
2.2.6 All accessories/auxiliaries/materials, as may be required for safe and reliable start up, smooth
operation and safe shutdown as well as meeting all functional requirements.
2.2.7 Vendor data requirements as per Annexure-II attached with this requisition.
2.2.8 Training Requirements
2.2.9 Training of owners persons at site for package items to be given by vendor (not part of base scope of
supply / work and shall be as per separate quote given by vendor).
2.2.10 Mandatory spare part list


2.2.11 Mandatory spare parts shall be provided as per Annexure-IV.
2.2.12 Any item not listed, but normally considered essential for the safe and trouble-free operation and
performance of the complete system shall also be included in the Vendors scope of supply. Boiler
Vendor shall furnish all the required items to meet the performance parameters of the individual
equipment / package / module and of the system as a whole. The individual equipment / package /
module shall be complete with all associated accessories.
2.3 Battery Limit

2.4 Exclusions
The following are excluded from Vendors scope of service:
2.4.1 All civil works are excluded from Vendors scope of work. However, Vendor shall provide all the inputs
including center of gravity of all equipment & assembly, reaction forces & moments at support, weight
of the equipment (Individual Equipment and Assembly), footprint drawing, foundation bolt size,
operating space & maintenance space requirements, any unbalanced forces, any special
requirements for supporting foundation etc. required for foundation design.
2.4.2 Supply of all utilities. However supply as well as return piping to / from various points in the boiler
package shall be piped and terminated at the battery limit of the package.
2.4.3 Erection work at site.

2.5 Design Life
Vendor to consider the minimum service life of boiler to be 20 years (excluding normal wearing parts
such as bearings, shaft seals, gaskets and O-rings) and at least 3 years of uninterrupted operation.
2.6 Unit Responsibility
2.6.1 The unit responsibility shall rest with the Boiler manufacturer, who shall also be the SPRV (Single
Point Responsibility Vendor) for the complete package with all other associated auxiliary equipment,
systems, instrumentation & controls etc.
2.6.2 Compliance with the technical requisition does not relieve vendor of the responsibility to furnish
GOODS of proper design, mechanically suited to meet the operating guarantees at the specified
service conditions.
2.7 Approved Vendor List
2.7.1 All the bought out items shall be one form the approved list of vendors and sub vendors and no
deviations shall be taken unless approved by Owner/PMC.

3.2 All equipment, system and services covered under this specification shall comply with all
currently applicable statutes, regulations and safety codes. Nothing in this specification shall be
construed to relieve the bidder of his responsibility.
3.3 Electrical items, instrumentation & controls, piping, etc. associated with Boiler Package shall comply
with the design requirements as given in the respective specifications.
4. ORDER OF PRECEDENCE
In Case of conflict between this requisition and other attached and /or referred specifications, the order
of precedence shall be as below:
1) Statutory National, regional or local laws.
2) Datasheet
3) Specific job requirement.
4) This Requisition
5) Project Specifications.
6) National, International codes and standards.
However, all such differences shall be brought forward to the attention of PURCHASER in writing by
vendor.
5. QUALITY

5.1 Inspection and Test Plan (ITP)
5.1.1 Inspection and Testing shall be in accordance with the requirements mentioned in the specifications
attached with this requisition.
5.1.2 Inspection and test specified in the ITP (attached with this requisition) shall be carried out by the
compressor & drier vendors at his works.
5.1.3 Vendor shall provide their compliance on ITPs attached with this requisition and also to submit their
detailed Inspection and Test Plan (ITP) of other items for review and approval.
5.1.4 Equipment shall be inspected by Purchaser / Purchaser nominated Third Party Inspection Agency.
5.1.5 Owner and or his consultant (PMC) may participate along with customers inspectors in any
inspection and tests.
5.1.6 Vendor shall meet all requirements of ITP (attached with this requisition).
6. VENDORS DATA REQUIREMENT
Vendor Data Requirement shall comply with Annexure-II attached with this requisition.
7. SPECIAL TOOLS & TACKLES
As per equipment manufacturers recommendations, special tools and tackles required shall be
procured along with the main equipment.
Boiler Vendor shall submit a list & supply all special tools, tackles and devices necessary for the
erection, field assembly and maintenance of the equipment as per Manufacturers recommendations.
One set of special tools & tackles per item for up to 3 nos equipment per item and 2 sets of special
tools & tackles per item for higher no. of equipment per item shall be a part of vendors scope.
8. SPARE PARTS
Vendor shall follow the following spares philosophy and supply the spares accordingly.
8.1 Commissioning Spares

Commissioning spares (per equipment) shall form part of the supply of main equipment, as per
equipment manufacturers recommendations. Any commissioning spare consumed over and above
the recommended commissioning spares, during commissioning shall be supplied free of cost by the
equipment manufacturer.
8.2 Mandatory Spares
Mandatory spares shall be procured along with main equipment. Vendor shall supply the mandatory
spares as per Annexure IV.
8.3 Spare Parts for Two Years Normal Operation
As per manufacturers recommendations, a list of spare parts for two-year normal operation shall be
furnished by the vendor.
9. PACKING & PRESERVATION
9.1 After completion of Inspection and testing, vendor shall provide suitable protection for shipment of
equipment and storage at site.
9.2 Packaging shall be long term type suitable for outdoor storage in coastal environment for a minimum
duration of 1 year.
9.3 Machined surfaces, such as flange surface, weld bevels, thread surface, shall be coated with easily
removable rust preventive and protected with caps, plugs or plate.
9.4 Opening of pressure parts shall be covered to prevent the entrance of foreign materials.
9.5 The equipment shall be properly packed to provide adequate protection during shipment.
9.6 Detailed packing list in water-proof envelop shall be inserted in the package together with equipment.
9.7 All equipment shall have an identification plate giving salient equipment features such as make, year
of manufacture, equipment number, name of manufacturer etc.
9.8 All flanged openings shall be provided with bolted blinds along with gaskets for transportation. Metal
closures shall be provided for flanged openings and threaded openings.
9.9 All loose items shall be packed in closed wooden box

10. GUARANTEES
Vendor shall guarantee for the following:
10.1 Vendor shall provide the performance guarantee for the capacity and pressure at the tie in point.
Discharge temperature of the steam shall also be guaranteed.
10.2 The control panel shall be used during the field performance test and major functions of the control
panel shall be checked for the specified operating modes. The detailed procedure to be prepared by
vendor.
10.3 Field performance testing of Boiler package shall be carried out for demonstration of Performance
Guarantee parameters.
10.4 Boiler shall demonstrate following Performance Guarantee parameters
Steam Capacity
Steam Pressure & Temperature
Steam quality
Fuel Gas Consumption / Efficiency
Auxiliary Power Consumption
SOx, NOx, CO in Exhaust gas
Chemical consumption.
11. SPECIAL NOTES
11.1 Vendor shall conform to Vendor Compliance Sheet attached as Annexure-III to this requisition.
11.2 Vendor to consider all the necessary auxiliary items or equipment required for the smooth and safe
operation of the complete package, even if the required items are not specified elsewhere in this
requisition.
11.3 Vendor to note that any shed required for this package should be part of vendors scope. PLC and
MCC will be in field and required pressurization system shall be in vendor scope.
11.4 Vendor to note that civil design for shed and pits, pipe supports shall be designed by considering wind
and seismic load as per IS 875 and IS 1893 respectively.
11.5 Vendor to note, any purging required for this package by vendor, will be supplied by purchaser at one
terminal point.

11.6 Any hazard area requirement (IP Rating) for vendor cabinets will be part of vendor scope.
11.7 All pressure vessels shall confirm to ASME Sec VIII Div I 2015 edition. All pressure vessels shall be
fabricated at ASME approved vendor shop only and there is no requirement of ASME Stamp on the
pressure vessel.
11.8 Vendor to consider the provision of future boiler and shall provide a flanged connection. Vendor to
consider the future boiler to be of 12T/hr.
11.9 Vendor to consider all the material handling facilities wherever required.
11.10 Vendor to consider exhaust gas to be released at safe height of chimney.
11.11 Vendor to provide the equipment 3D model of the entire package.
