THEREFORE Be it enacted by the Sangguniang Panlalawigan of Misamis Occidental in session assembled: Section 1, TITLE. This Ordinance shall be known and cited as the Ordinance Creating the Misamis Occidental Road Safety and Traffic Management Task Force. Section 2. CREATION. ‘There is hereby created the Misamis Occidental Road Safety and Traffic Management Task Force which shall hereto be referred to as the “ROADSTERS”, Section 3. COMPOSITION. The ROADSTERS shall be composed of the Provincial Governor as Chairman, the PNP Provincial Director, the Provincial Prosecutor, the District Officers of the Land Transportation Office (LTO) of the Cities of Ozamiz, Oroguieta and Tangub, Land Transportation Franchising and Regulatory Board (LTFRB), representatives of the Department of Environment and Natural Resources (DENR), Provincial Agriculture Office (PAO), PNP Traffic Command (TRAFCOM) duly designated by their respective Head of Office, Traffic Officers of all the Municipalities and component Cities of the Province of Misamis Occidental designated by their respective Station Chiefs and concurred by the Municipal or City Mayor concerned as Members, provided, that the Provincial Governor may designate the Vice-Governor to act as Chairman. Section 4, DUTIES, FUNCTIONS AND RESPONSIBILITIES. In coordination with the concerned government agencies, the ROADSTERS shall: a. Harmonize its operations with the traffic enforcement groups existing in the Province. b. Ensure enforcement and apprehend violators of all traffic rules and regulations. c. Cause the recovery of stolen vehicles and/or goods. and arrest the person/s responsible therefore. . Conduct periodic seminars and trainings for drivers with the end in view ofORDINANCE NO. 07-02/PAGE TWO e. Monitor road conditions and traffic hazards throughout the Province, report its findings and recommend actions to be undertaken by the agency concemed, £ Engage the services of the media for information dissemination, Monitor the movement and transport of hazardous substances and materials, evaluate the risks involved and cause its stoppage upon a determination that it will likely cause undue harm or injury to life or property on the road. h. Perform such other functions as may be necessary in carrying out its objectives, Section 5. DEPUTIZATION. The ROALirERS shall seek deputization from the concemed National Government Offices to effectively carry out its duties, functions and responsibilities. Section 6. MEETINGS. The ROADSTERS shall meet at least once a month or as often as may be necessary upon the call of the Chairman. Section 7. APPROPRIATION. ‘The sum of ONE HUNDRED FIFTY THOUSAND PESOS (P150,000.00) is hereby appropriated out of any funds existing in the Provincial Treasury to be made available for the operational needs of the Task Force and henceforth, the amount of FIVE HUNDRED. THOUSAND PESOS (P500,000.00) shall be automatically appropriated annually for the same. Section 8. EFFECTIVITY. This Ordinance shall take effect immediately upon its approval. |ACTED: May 24, 2002.
