uring the summer and early fall, Bill Leppala appreci-
ates the beauty of the lakes, rivers, woods and land-
scapes in Michigans Upper Peninsula where he pumps
tanks and services restrooms. But for about seven months
each year, he faces natures other side 200 inches of snow
and a slow thaw that forces up to 90 days of road restrictions.
His territory is on the western edge of the UP and north-
ern Wisconsin. Despite the challenges in this sparsely popu-
lated and economically challenged area, Leppala takes pride
that he provides services year-round in the region around
Ironwood, Michigan, and Hurley, Wisconsin. And though it
can be an uncertain way to make a living, owning Tula Toilet
and Septic offers an opportunity to work independently. More
importantly, he can work out of his home and spend more
time with his wife and daughter.

Leppala has made a living in Upper Michigan in a variety
of ways. He had been an over-the-road trucker for seven years
when he decided to buy a pumping/portable restroom busi-

I was driving 290 days a year away from home. My daughter was 3 years

on the side. He was ready to sell. Leppala rode along in the truck with his
friend and attended Department of Environmental Quality classes down-

proved installers after county officials sent a vague notice about a problem
on his mothers property, reported The Indiana Lawyer. Simpson sued,
claiming he was denied his right of due process, but the suit was dismissed.
Simpson appealed the dismissal, and a three-judge panel of the 7th
Circuit Court of Appeals agreed with him. The County had a septic ordi-
nance that plainly described the process for the placement of septic in-
stallers on a register and (not so plainly) described the process for their
removal, Judge David Hamilton wrote in the panels ruling.
None of the statements in Simpsons complaint show the county had
an urgent need to revoke his license without a hearing, Hamilton wrote.

know how to do everything, but Ive got the time to learn. A different experi-
ence comes up every day, so I learn something every day.
Pumper: What have you noticed about the industry good and bad?
Leister: There is a stigma to the industry. Id like other people to see
what we do as a valuable service, even when they dont need it. I want to

How does this apply to our example company? Reviewing the data pro-
vided shows some alternative power plant options.
The vacuum trucks and the pickups are best served by diesel. All run
in the higher mileage/hour range and need the power of the diesel to work
most effectively. Natural gas would work for these applications, but the ac-
quisition cost and fueling issues detract from that option. Propane is an op-
tion for the pickups and the Class 7 vacuum trucks, but the mileage might
lead to an increase in fuel costs.
Using the parameters outlined, the F-750s and the portable sanita-
tion trucks could use either gasoline or propane power for alternative fuel
sources. Both fuels are easy to handle, readily available and provide good
