PROCEEDINGS OF THE COUNTY BOARD OF JACKSON COUNTY, MINNESOTA

August 15, 2017

The County Board of Jackson County, Minnesota met in regular session, in the Jackson County
Courthouse Board Room, 405 Fourth Street, City of Jackson, Minnesota, on August 15, 2017.
The following members of the Jackson County Board of Commissioners were present: James
Eigenberg, Don Wachal, Kim Hummel, Cathy Hohenstein and Scott McClure. County
Coordinator Steven Duncan and Trish Schulz, Human Resources Technician, were also in
attendance.

CALL TO ORDER

Chair Hummel called the meeting to order at approximately 9:00 a.m. and led the Pledge of
Allegiance.

Motion was made by Commissioner Hohenstein and seconded by Commissioner Wachal


to adopt the agenda with the removal from the agenda of item 9.1: Closed Meeting - Labor
Negotiations. Motion carried unanimously.

CONSENT AGENDA

Motion was made by Commissioner Eigenberg and seconded by Commissioner McClure


to approve the Consent Agenda. Motion carried unanimously.

Board Action 17-196: Approve the August 1, 2017 Board of Commissioners regular meeting
minutes.

Board Action 17-197: Approve all Commissioner disbursements in accordance with Minnesota
Statutes 130.01, subd. 4(b), recorded on warrants numbered 82470 through 82597 in the amount
of $723,171.19 - for Revenue Fund, $48,450.52; Road and Bridge, $382,035.15; Ditch Funds,
$276,984.41; Revolving Loan, $294.95; Agency, $6,569.00; Tax and Penalty, $8,517.16; and
Forfeit land, $320.00. A detailed list of claims paid is available at the Auditor/Treasurers office
upon request.

Board Action 17-198: Approve utility permits for:


City of Jackson bore electric CSAH 23 in city Des Moines Township
Lincoln Pipestone Rural Water waterline repair CSAH 5 Ewington
Township

Board Action 17-199: Approve authorizing the County Coordinator to fill a full-time Heavy
Equipment Operator position in the Public Works Department.

Board Action 17-200: Approve One-Step Increase (End of One Year Evaluation Period) for Mike
DeJong (Full-Time Deputy) setting wage at $24.9187 per hour effective with the August 13,
2017 payroll period for the successful completion of evaluation period.

Board Action 17-201: Approve subsurface sewage treatment system county loan for Jason and
Erika Garms.

Board Action 17-202: Approve Emergency Program Management Grant and Authorize
Emergency Management Director, Jeffery Johnson, to sign the 2017 Emergency Program
Management Performance Grant contract agreement.

2016 JACKSON COUNTY AUDITED FINANCIAL STATEMENTS

Miranda Wendlandt, of Clifton Larson Allen acccounting firm, was in attendance and provided
an overview of the 2016 Jackson County Financial Statements as prepared by the firm.

LAND MANAGEMENT OFFICE

Motion was made by Commissioner McClure and seconded by Commissioner Wachal to


adopt Board Action 17-203: Approve disbursement of the countywide recycling contract request
for proposals to vendors and haulers. Motion carried unanimously.

PUBLIC WORKS

Public Works Director, Tim Stahl gave an update on projects within the county.

DAVID DROWN ASSOCIATES

Motion was made by Commissioner Wachal and seconded by Commissioner Hohenstein


to adopt Board Resolution 17-037: Approve setting a date for a public hearing on the approval
of a tax abatement resolution to provide financial assistance to Boekett Building Supply for
10:30 a.m. on Tuesday, September 5, 2017, at the Jackson County Courthouse. Motion carried
unanimously.

RESOLUTION 17-037 SETTING A DATE FOR A PUBLIC HEARING


ON THE APPROVAL OF A TAX ABATEMENT RESOLUTION
TO PROVIDE FINANCIAL ASSISTANCE TO BOEKETT BUILDING SUPPLY

WHEREAS:

1. The City of Jackson has been working with Boekett Building Supply for the purpose
of expanding their lumberyard business to the City of Jackson; and

2. The County Board has received a request from Boekett Building Supply for the
provision of tax abatement assistance as authorized under the authority of Minnesota Statutes
469.1812 to 469.1815 (the Abatement Law); and

3. Prior to approving an abatement resolution and the use of tax abatement the County
Board must hold a public hearing.

BE IT RESOLVED by the County Board as follows:

1. Public Hearing. The County Board shall hold a public hearing on the use of tax
abatement for the Boekett Building Supply Project at approximately 10:30 a.m. on Tuesday,
September 5, 2017 at the Jackson County Courthouse. Staff is directed to publish notice of this
hearing as required by Abatement Law (See Appendix A).

Passed and adopted by the Board of Commissioners of the County of Jackson, Minnesota
this 15th day of August 2017.

SOUTHWEST CRISIS CENTER

Sara Wahl, Executive Director of the South West Crisis Center, was in attendance and gave an
update on programs and services including the Safe Harbor Program.

COUNTY COORDINATOR

Motion was made by Commissioner Wachal and seconded by Commissioner McClure


to adopt Board Action 17-204: Approve quote from Jewel Metal Restoration related to
refinishing courthouse main entryway metals. Motion carried unanimously.

BOARD REPORTS

Commissioner Hohenstein reported on meetings/events involving Des Moines Valley Health and
Human Services (DVHHS).

Commissioner Eigenberg reported on meetings/events involving the Heron Lake City Council,
DVHHS and Heron Lake Watershed District.

Commissioner McClure reported on meetings/events involving the County Trails Committee,


Missouri River One Watershed One Plan and SW Mental Health Center Governing Board.

Commissioner Wachal reported on meetings/events involving DVHHS and a meeting with Fair
Association members.

ADJOURN

Motion was made by Commissioner Eigenberg and seconded by Commissioner Wachal


to adjourn the meeting at 11:30 a.m. The motion carried unanimously.
