 STATEMENTOFPROBABLECAUSE

On9/20/2016at7:32a.m.,WhiteBearLakePoliceweredispatchedtoawelfarecheckontheresidentsof
4708SandraLaneinWhiteBearLake,RamseyCounty,Minnesota.Theidentifiedcomplaintantstatedthat
thelawnwasovergrownandshehadnotseenanyonefromtheresidenceinawhile.Officersarrivedand
checkedaroundthehouse.Throughawindowonthenorthwestsideofthehouse,officersobservedwhat
appearedtobeadeceasedfemalelayinginabed.Officersforcedentryintothehouse,andwere
overcomebythestenchofdecay.Officersweregreetedbyamale,RobertJamesKuefler(6/8/1957),
walkingupthestairs.

Asearchofthehomerevealedadeceasedelderlyfemale,lateridentifiedasEvelynLucilleKuefler
(12/02/1922),inanupstairsbedroom.Thebodywasseverelydecayedandmostlyaskeleton.Inthe
basementofficerslocatedamummifiedbody,lateridentifiedasRichardJohnKuefler(6/8/1957).
InvestigationrevealedthatEvelyndiedofnaturalcausesandherapproximatedateofdeathasAugust
2015.ItwasalsorevealedthatthatRobertdiedofnaturalcausesandhisapproximatedateofdeathwasin
July2015.

InaMirandizedinterviewon9/20/2016,Richardadmittedthathismother,Evelyn,passedawayaround
Augustof2015.RobertadmittedthatheknewEvelynwasdying,hedidntwanttobearoundwhenshe
died,soheleftthehousetodrivearoundforacoupleofhours,andwhenhereturnedEvelynwas
deceasedinherbed.Robertadmittedthathisbrother,RichardKuefler,passedawaybeforeEvelyn.
RobertstatedthathejustdiscoveredRicharddeceasedinhischair,andeventuallymovedthebodytothe
bathroomasitwasintheway.

On9/22/2016,officerswereprovidedacopyofaChristmascardthatRoberthadsentinDecemberof
2015.InthiscardRobertstatedthatRichardandEvelynarebothalivebutinbadhealth.Robertalsowrote
thatEvelyndidnotwantanyvisitors,andthatsheandRichardcannothearthephonering.Itisworthnoting
thatatthetimethecardwaswrittenbothEvelynandRichardweredeceased.

determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendants arrest
or other lawful steps be taken to obtain Defendants appearance in court, or Defendants detention, if already in custody,
