Corruption in nations after Economic Reforms of

1991

Corruption had increased two-threefold since the advent of Liberalization of


economy in 1991 In many countries. Though already entrenched in the system
of most of the countries, these economic reforms had given easy access to it
without any encumbrance. Indubitably it has also escalated crony capitalism in
Developing and underdeveloped nations relegating honesty and prudence on
the back-burner depriving masses of their common rights. With a headlong
plunge to make profits, capitalists are adopting all kinds of methods to assuage
their slake for rapaciousness. Politicians are also not laid back in extending
service to these corporates in the name of growth and development of country
by subduing common man what can explicitly be called as corporatism
witnessed in fascistic Italy under the regime of Benito Mussolini.. Government
officials who have already perched in hierarchy are taking undue advantage of
this due to which upright officers in middle and lower cadre(i.e. from clerks to
section officers) are also getting subverted without any reluctance and are
becoming kowtow to their seniors with the mandate of escalating their status in
the society .Permit license raj which was advocated in developing nations from
1950-1980s might have straitjacketed private sectors by severe restrictions and
conditions vitiating the efficiency of manpower but its absolute dismantling had
led to shambles in economy. Most of the political leaders who vaunt of rising
standards in these nations due to liberalization have actually diluted real issues
with regard to socio-economic conditions of masses .Poor masses are thriving in
poignant conditions due to lack of proper nutrition, shelter and clothing and
their children are also hurled into the same conditions . State is only
concentrating and investing on higher and elite educational institutions where
the benefits of prosperity accrue only to certain sections of the society and the
children of poor masses who are pursuing an elementary education in
government schools have no access to better facilities either in terms of
education or infrastructure. Profits accrued through EXIM policy(export-import)
had benefitted only upper sections of the society mainly politicians and
corporates .Corruption had also abnegated young and honest officers from their
duties and responsibilities towards country and people due to the peer pressure
from their seniors and also had drilled a deep hole into the pockets of common
masses especially middle and lower class reducing them to mendicus. Even
today many public servants unwillingly acquiesce to bribe from the people who
heed for help due to personal problems or arm-twisting by politicians. A
Responsible and duty oriented citizens should come forward and vociferously
remonstrate against such kind of activities and raise these issues in the
judiciary either through PIL or Locus strandi. If any person is found guilty of
such kind of activities during the performance of his official duties ,then he
should be impleaded under the law pertaining to corruption without any act of
omission and commission. Top-down Approach should be followed to trace out
any such kind of loopholes within the system. In a country like India many laws
against corruption had come into existence like Lokpal and Lokayukta ,Right to
information act ,prevention of corruption act ,central vigilance act etc. but still

their stringent enforcement is required to make them palpable. These laws


could only be expected as panacea to root out such kind of evils from the
society. People should be made aware of such laws either through print or
electronic media irrespective of class or creed and every section of the society
should be given an opportunity to raise their voice without being bullied by
affluent people. Though corruption seems to be inextricable to capitalism when
viewed from the point of pragmatism but still a transition could be achieved by a
dint of persistent efforts and strict enforcement of laws for any class without fear
or favour or affection or ill-will. There should also be tighter regulation in export-
import of commodities with enactment of trading laws by the state and any
discrepancy if found should be immediately brought before the judiciary without
any tardiness .Last but not least Rampant corruption in any country could abase
its image leading to disproportionate assets and plummeting in an economy.
