1. GENERAL
Tan Son Nhat International Airport (TSNIA) has four-storey Terminal covers 99,648 square
meters, with eight air bridges and state-of-the-art equipment and have a capacity of 8 to 10 million
international passengers per annum. The Fuel Hydrant System of the new Terminal was designed
to operate without failure continuously for 24 hours a day, 365 days a year without any
interruption for maintenance.

This document contains advice on the use, care and servicing requirements and explains the basic
operations necessary for operating and maintaining the Fuel Hydrant System of Tan Son Nhat
International Airport. It also outlines the operating functions & provides instructions on how to
operate the various components/equipment forming part of the overall system.

2. SYSTEM OUTLINE
2.1 Overview of TSNIA Fuel Hydrant System
Tan Son Nhat International Airport Fuel Hydrant System is consists of the following main
components;
Fuel Main Pipeline
Fuel branch pipeline
Header pits (valve pits)
Hydrant valves and pits
Surge Absorbers
Cathodic Protection System
Emergency Fuel shut-off system
Oil leakage monitoring system
Spill Oil Detector

The fuel main pipeline is consist of two lines of 14-inch piping and externally protected by
polythylene lining and internally coated with epoxy resin. This pipeline is connected to the tank
which will be constructed soon under Souther Airport Authority.

Each header pit is mainly consists of a surge absorber, manhole, maintenance hole, steel walkway
for valve operation. Surge Absorber is provided for each hydrant line to reduce surge pressure
during suspension of fuel supply to aircraft.

For Cathodic Protection system, Impressed current system is applied to the underground hydrant
pipeline, this system consists of transformer, rectifier, anode bed, connecting cables and other
associated items.

The emergency push buttons for the emergency fuel shut-off system is provided in the system just
in case accidents during aircraft fuelling happens. This button is located on the header pits near
each fuelling point.

The oil leakage monitoring system is also provided in the system for the underground pipeline.
This system consists of twin seal motor operated valves, temperature and pressure sensors, data
transfer devices and software for personal computers. This system detect oil leakage for the
underground pipeline as daily maintenance. Each header pit also has a spill oil detection system,
this system detect any oil leakage from the valves in the header pits.

2.2 Fuel Hydrant System Design Parameter
The fuel hydrant system is designed for the following criteria;
a) Aircraft is fuelled at every fuelling spot (aircraft parking spot) and ensure the aircraft can
be fuelled satisfactorily at every fuelling spot.
b) Each hydrant pit of the system has a flow rate of 227kl/h. In addition, each aircraft fuelling
nozzle is provided with sufficient pressure for efficient fuelling.
c) The design flow rate of the main piping is 1,135kl/h, which excludes future expansion of
apron, but allows simultaneous fuelling of minimum four (4) aircraft.
d) Local control systems is automatically monitor defective components and trouble-shoot
the system.
e) The fuel hydrant system is designed to operate without failure continuously for 24 hours a
day, 365 days a year without any interruption for maintenance.
f) The fuel hydrant system is capable of future expansion.

3. FUEL HYDRANT SYSTEM OPERATION
The whloe operation of the fuel hydrant system is applicable once the Tank Farm is built.
However, some of the equipment on site can be locally or manually operated.

A. CP Temporary Power
All power requirements for the fuel hydrant system is from the tank farm. The tank farm is not
build yet, a temporary electrical power supply to the CP system is required to ensure the pipe is
protected from corrosion. This temporary supply is tapped from the power panel located in FBB
No. 8 to the CP control panel located at Header Pit HP-1. The permanent power supply line is also
connected to the CP control panel from switchboard SB-HP-1. In the future Switchboard SB-HP-1
should be connected directly to the future tank farm power centre.

Before energizing the permanent power source from SB-HP-1, it is necessary to disable the power
source from the power panel at FBB No. 8.

B. Tie in point for Instrument & Control cables and Power cables.
A) Instrument & Control cables. In drawing U2-EL-111 (Instrument Panel at VB-1) the
terminal blocks labeled tank farm are for the cables laid from the control room at the
tank farm. These cables will be terminated as according to the cable termination table in
U2-EL-111 (Instrument Panel at VB-1). The cable termination tables show the various
field signals of the instruments.

B) Power cables. All power cables will be laid to electrical pull pit no. PP-01 as according
to drawings U2-P-107(Cable routing in Valve in pit VB-1) and U2-EL-104 (General
cable routing along Fuel hydrant system).

C. Emergency Switch
The Emergency switch location is indicated in the drawings U2-P-107-111 (Plan & Details of
piping for valve pits). Those switches are located on the column of FBB stairs or the column of
apron light near the HP-1. Normally when the emergency switch is operated, the main supply
pumps should be stopped by the Tank farms control system.
The shutdown instruction of the fuel hydrant system is applicable after Tank Farm is built.

the instrument is indicated in the drawing - U2-GE-103 (Piping & Instrument diagram).

4. FUEL HYDRANT SYSTEM MAINTENANCE


The list of individual equipment or system for requiring maintenance is enumerated below in
table 2. Total system maintenance should be carried out once the Tank farm is on operation.
Maintenance for the following equipment or system is detailed in the next section.

B. Trouble Shooting
This is not applicable in the system wherein, Tank Farm is not built yet. Please refer to
individual manufacturer handbook of equipment for troubleshooting. If the critical trouble is
occurred, please contact the contractor as soon as possible.
