Digesa is the main strategic partner of the

Single window of foreign trade


Mincetur maintains that health authority will become a model institution for citizen
service delivery.
The General Directorate of Environmental Health (DIGESA) of the Ministry of
Health is the fundamental partner of the Single window of foreign trade (VUCE)
Thanks to the good performance and the goals achieved during the last four years,
said the vice-minister of Commerce Exterior and Tourism, Eco. Edgar Vsquez
Vela During his presentation to the Vice-Minister of Public Health, Dr. Percy Minya
Len.
During the meeting on the achievements of Digesa through the VUCE, Vsquez
Vela argued that during the 2014 the health authority achieved a savings of more
than 7 million suns for the exporter, more than 37000 applications were attended,
and highlighted the considerable Decrease in time for the evaluation of dossiers for
the delivery of health certificates.
"Health certificates until July are solved in just over 11 days." Now it is in 5 days
which means a reduction of 100% time, even below what is indicated in the TUPA.
This demonstrates the great effort that the Digesa team is doing, "said the Vice-
Minister of foreign Trade and tourism."
Regarding 2015, he indicated that important challenges have been established for
Digesa, such as turning it into a fundamental piece when the version 2.0 of the
VUCE is initiated, for which the Mincetur will support with redesigning the
normative processes to make them faster.
"We are sure that from 2015 Digesa will be able to become a model institution for
citizen service delivery," said Edgar Vsquez.
Edgar Vsquez announced that Digesa will be the first public entity to have risk
management mechanisms for which the institutional regulatory framework will be
adapted, processes and technology will be improved. He added that this
mechanism is a practice that is carried out in other countries.
For his part, the Vice-Minister of Public Health, Percy Minaya, greeted the work
and effort done by Digesa and indicated that this experience should be replicated
in other institutions such as Digemid and dares and that it would be important that
they also reach these levels of Development within the Single window of foreign
trade.
He argued that a plan of action should be worked for Digemid and dares to achieve
the same as Digesa has done, since this represents a modernization of public
entities.
Meanwhile, the director general of Digesa, MBA. Mnica Saavedra Chumbe, said
that the achievements of the institution respond to a coordinated work with the
Mincetur, pointed out that it is an experience that can be replicated in other
directions of the Ministry of Health.
This coordinated work has allowed us not only to work in the VUCE with the
processes linked to the foreign trade, but also with the importers, I Saavedra
Chumbe.
He said that in the last three years it has worked for the institution to achieve
greater credibility as a health authority, so it is implementing quality systems.
"We have achieved in the 2014 that our lab achieve ISO 17025 for six methods, for
2015 we will increase it to 50 and project for 2016 to have 100 methods, our goal is
to consolidate ourselves as a control authority based on ISO systems. "
He added that the implementation of ISO 17020 has been working to certify Digesa
as an inspection body.
The Executive Director of the Directorate of Food Hygiene and zoonoses, Milagros
Bailetti, participated in the meeting on the presentation of achievements achieved
by Digesa at the VUCE. The national Director of Foreign Trade Development,
Daniel Espinoza Seguin; The Coordinator of the Trade Facilitation area, Francisco
Ruz Zamudio and the general coordinator of the Single Window of foreign trade,
Abel Chaupis Porras.

What is the Single Window of Foreign Trade


Single Window of Foreign Trade - VUCE is a strategic tool for trade facilitation
administered by MINCETUR, which is important because it involves improving
collaboration among government agencies related to foreign trade and increase
the competitiveness of the Foreign Trade Sector.
It was created by Supreme Decree No. 165-2006-MEF, granting status of law to its
creation, through the Supplementary Provision of Legislative Decree No. 1036.
It works as an integrated system that allows parties involved in trade and
international transportation to manage, through electronic means, the procedures
required by the various competent agencies, in accordance with current regulations
or requested by these parties for goods' transit, entering or leaving the territory.
It has a Special Committee that contributes to its implementation, in which are
involved 27 institutions: 17 of public sector 9 foreign trade business associations
and 1 port manager. Among the public institutions are: MINCETUR, who presides
the Special Committee, SUNAT, MEF, PCM, SENASA, Digesa, DIGEMID, ITP
(now SANIPES) SUCAMEC, PRODUCE, MINAGRI, MTC, APN, DICAPI,
MIGRATION DGFFS (today SERFOR) , Callao and ENAPU DIRESA. Among the
business groups involved are APACIT, ADEX, CCL, SNI, COMEXPERU, AAAP,
Asppor, APAM and ASMARPE. And as port manager it has DP World Callao.

What is the term of the health registry?


The validity of the Sanitary Registry is five (05) years, counted from the date of its
grant.

Requirements for obtaining the sanitary register

Request form printed, as a sworn statement, consigning all the technical


information required, signed by the Legal representative.
RUC copy (11 digits).
Original results physical-chemical and microbiological analysis, depending on the
product or products to be registered, which must be signed by the head of quality
Control and the legal representative of the company; Contrary case can be done
through one of the laboratories accredited by the INDECOPI.
Production lot identification System.
Composition of ingredients and additives in percentage form.
Accompany the labelling of the products to be registered (labels or labeling
project), which must be in accordance with article 117 of the D.S. 007-98-SA
(product name, ingredient declaration, name and address of the manufacturer,
name of the company Importer, etc.).
