figures just don't add up. No way.

get on with his ambitious plans to
make the island of Bali a better
place to live for his fellow Balinese,
is threatening to exercise his legal

right to expropriate the tax
collection authority from regencies
and mayoraltys and place this
function under direct control of the
provincial government. We hope
the government will turn that threat
into action and assume both its
legal and moral responsibility in
order to increase tax revenues that
will permit much needed health and
educational programs to move
ahead.
As an interim and
complementary step, we also
suggest that much of the blatant
malfeasance currently surrounding
the collection of much-needed PHR
could be eliminated through
transparency.
To that end, we'd like to see
a major newspaper in Bali print a
special insert section once every
year listing all restaurants and
accommodation providers and their
PHR totals for the past twelve
months. Such a step would
immediately restrict the ability of
officials to negotiate tax bills with
business owners. Moreover,
competitive and often proud local
entrepreneurs would find it
humiliating to see their under-
stated tax payment total sitting
side-by-side with competing
business paying much more. Such
a list would also automatically deter
malfeasance by allowing
restaurant and hotel employees to
compare their employer's declared
turnover with neighboring business
and, more importantly, with the
amount of service charge paid to
them.
We hope Governor Pastika
will ignore the protests of those
struggling to preserve their slice of
ill-gotten public tax revenues and
move ahead with centralization of
PHR collection to the provincial
level. Any protests that may result
will be necessarily short-lived,
especially in the face the certain,
sudden and dramatic increase in
tax revenues collected from each
regency and city across Bali.

AN ANCIENT "terror bird" has
been named the Muhammad Ali of
predators, using the famed boxer's
agile attack and retreat strategy while attacking prey.
Computer imaging and CT scans were used by
an international team of scientists, including an expert
from the University of NSW, to reveal the predatory
behaviour of the andalgalornis.
Andalgalornis couldn't fly but the 1.4m tall bird,
which lived in northwestern Argentina about six million
years ago, weighed 40kg and had an unusually large,
rigid skull and hawk-like hooked beak.
It would have avoided close combat and used
hatchet-like jabs to take down its victims, according to
the study published in the journal PLoS ONE.
"We found that this terror bird was well adapted
to drive in its deep, narrow beak then pull back with that
wickedly recurved tip," study co-author and NSW

received a letter of advice from John Lennon 34
years after it was sent.
The late Beatle wrote to Steve Tilston after
reading an interview with him in a music magazine in
1971.

Signed by Lennon and his wife Yoko Ono, the
letter was sent just after The Beatles split in 1970 to the

Lennon wrote: "Being rich doesn't change your
experiences in the way you think.
"The only difference, basically, is that you don't

relationships - are the same as (anybody's).
"I know, I have been rich and poor and so has

computer simulations to model the biomechanics of
three ways of attacking prey.
They were a vertical killing bite, pulling back
with its neck to dismember prey and shaking the skull
from side to side when dealing with struggling prey.
The computer images showed coloured
images of the skull, which revealed blue cool areas
depicting where stresses on the skull were low, and
white hot areas where stresses were high.
"When we simulated shaking its head from
side to side, its skull lights up like a Christmas tree," Dr
Wroe said.
"It really does not handle that kind of stress
well.
"If it was taking big prey it would have to use a
very precise bite in a repeated attack-and-retreat
strategy.
"Once killed, the prey would have then been
ripped into bite-sized morsels or, if possible,
swallowed whole.”

Ono says she remembers Lennon writing the
letter.
Tilston, who is now 60, has gone on to record
more than 20 albums during his career and will mark
40 years in the music business with a concert in Bristol

received the letter, which is estimated to be worth
about 7,000 pounds ($12,200).
"I feel it was a rather brotherly letter really," he
said.
"Not antagonistic, just offering words of
advice.
"If I had received it all those years ago, my
young self would definitely have rung him."
Tilston added he never had to worry about how
extreme wealth would affect his creativity.

Hospital patient evicted after almost 60 years
A 79-year-old man,
who has lived in Gulgong
Hospital in central western
New South Wales for almost
60 years, has been moved to
another town ahead of its
closure on Friday.
Hamen Vile has been
transferred more than 50
kilometres away to Dunedoo
after the Greater Western
Area Health Service decided
to close the hospital because it
contains asbestos.
Mr Vile has lived at
Gulgong Hospital since he
suffered a gunshot wound to his
back in an accident in 1952,
leaving his lower body paralysed.
He says he is heartbroken
about the move.
"If you take my heart out it
wouldn't be any worse," he said.
"This has been where I've

lived all my life, everything

"If I live long enough I'd

"My message would be to

with academic collaboration
between three Indonesian
universities and Old
Dominion University in Virginia
and the University of California,
Los Angeles (UCLA), the center
will be known as The Indonesian
Biodiversity Research Center
(IBRC).
Paul Barber of UCLA, who

new center "will significantly
enhance Indonesia's capacity to
study its own biodiversity."

Law Allowing Forcible Seizure of
Private Lands.
A law now being drafted for
consideration by Indonesia's House of
Representatives, if approved, will introduce
the principle of eminent domain, granting
power to the government to forcibly seize
privately held property with due
compensation paid to the owner.
The government's lack of the ability to
confiscate land without the owner's willing
consent has proven a stumbling block for
many public infrastructure projects in
Indonesia.
According to the coordinating minister
for the economy, Hatta Rajasa, quoted in The
Jakarta Post, "we need a simpler mechanism
in the acquisition of land for public use in
relation to both land pricing and financing." He
continued: "We all know land acquisition is
quite complicated in this country. The
development osf about 82 sections of toll
roads have been hampered by problems."
In the past, major projects have often
relied on the sometime unsavory services of
"land brokers" who manage to secure title on
needed lands with few questions asked on
procedures employed.
Among the projects that would be
aided by a change in the law are the
Manggarai Soekarno-Hatta airport railway, a
coal-fired power plant in Central Java, the
Tanah Ampo port in east Bali, a waste energy
project in Bandung and a coal railway in
central Kalimantan.

Wheelie Bin....
A refuse collector is driving along a street

Bali Culture and Customs
Each stage of Balinese life is marked
by a series of ceremonies and rituals
known as Manusa Yadnya. They
contribute to the rich, varied and active
life the average Balinese leads.
Birth
The first ceremony of Balinese life
takes place even before birth. Another
ceremony takes place soon after the
birth, during which the afterbirth is
buried with appropriate offerings. The
first major ceremony takes place
halfway through the baby's first
Balinese year of 210 days.
Names
Basically the Balinese only have
four first names. The first child is
Wayan or Putu, the second child is
Made or Kadek, the third is Nyoman or
Komang and the fourth is Ketut. The
fifth, sixth, seventh, eighth and ninth
will be another Wayan, Made,
Nyoman, Ketut and Wayan again.
Childhood
The Balinese certainly love
children and they have plenty of them
to prove it. Coping with a large family is
made much easier by the policy of
putting younger children in the care of
older ones. After the ceremonies of
babyhood come ceremonies marking
the stages of childhood and puberty,
including the important tooth-filing
ceremony.
Marriage
Every Balinese expects to marry
and raise a family, and marriage takes
places at a comparatively young age.
Marriages are not, in general,
arranged as they are in many other
Asian communities although strict
rules apply to marriages between the
castes. There are two basic forms of
marriage in Bali - mapadik and ngorod.
The respectable form, in which the
family of the man visit the family of the
woman and politely propose that the
marriage take place, is mapadik. The
Balinese, however, like their fun and
often prefer marriage by elopement
(ngorod) as the most exciting option.
Of course, the Balinese are also a
practical people so nobody is too
surprised when the young man spirits
away his bride-to-be, even if she loudly
protests about being kidnapped. The
couple go into hiding and somehow the

girl's parents, no matter how
assiduously they search, never
manage to find her. Eventually the
couple re-emerge, announce that it is
too late to stop them now, the marriage
is officially recognized and everybody
has had a lot of fun and games.
Marriage by elopement has another
advantage apart from being exciting
and mildly heroic it's cheaper.
The Household
There are many modern Balinese
houses, but there are still a great
number of traditional Balinese homes.
The streets of Ubud; nearly every
house will follow the same traditional
walled design.
Men & Women
There are certain tasks clearly to
be handled by women, and others
reserved for men. Social life in Bali is
relatively free and easy. In Balinese
leisure activities the roles are also sex
differentiated. Both men and women
dance but only men play the gamelan.
Today you do see some women
painters, sculptors, and woodcarvers.
Community Life
Balinese have an amazingly active
and organized village life. You simply
cannot be a faceless nonentity in Bali.
You can't help but get to know your
neighbors as your life is so entwined
and interrelated with theirs.
Death & Cremation
There are ceremonies for every
stage of Balinese life but often the last
ceremony-cremation-is the biggest. A
Balinese cremation can be an
amazing, spectacular, colorful, noisy
and exciting event. In fact it often takes
so long to organize a cremation that
years have passed since the death.
During that time the body is temporarily
buried. Of course an auspicious day
must be chosen for the cremation and
since a big cremation can be very
expensive business many less wealthy
people may take the opportunity of
joining in at a larger cremation and
sending their own dead on their way at
the same time. Brahmans, however,
must be cremated immediately. Apart
from being yet another occasion for
Balinese noise and confusion it's a fine
opportunity to observe the incredible
energy the Balinese put into creating

have launched a belated bid
for Penrith Panthers star
Frank Pritchard.
Pritchard's management
has held talks with the Rebels, but
negotiations are well progressed
with the Panthers, who could make
an announcement about re-
signing him as early as Tuesday.
Pritchard's primary
position in rugby league is in the
second row, but at 187cm and
112kg, he could play number eight

Channel Ten will trial goal-line
cameras that could pave the way for
video technology in all AFL
matches.
A pair of cameras will be
inserted into the padding of goal posts
during this week's Collingwood-
Hawthorn clash and in three
Melbourne finals.
The technology is likely to be
used in the NAB Cup, with Ten
believing it shapes as a viable, instant
method for referring goal-line rulings to
a video umpire.
The League has confirmed it is
likely to trial video technology in next
year's pre-season competition, with
Ten able to provide footage within
three seconds.
Umpires boss Jeff Gieschen
will be provided with a direct feed of the
footage from four cameras and will
assess whether the technology works
for a referral system.
Ten believes it will be the
perfect method to judge goal-line
decisions like the Shannon Byrnes
goal recently ruled a behind.

"Sheensy told us he was
very proud, but said it is not about
one win," he said.
"One good performance
like that isn't going to win you a
premiership. You have to build on
it and better it.
"Our defence has been
good recently, but on Sunday
everyone put their bodies on the
line and games like that are better
than winning by 40 points. It was
very satisfying.
"We play Melbourne next
week and that is going to be very
hard, but if we can get into the top
two, get over the first finals
hurdle, we get a week off and that
gives you a huge advantage.”
