Advertisement for the post of Welfare Extension Officer (WEO)

Applications are invited in prescribed form from eligible candidates for the post of Welfare Extension Officer
under ST&SC Development Department of Government of Orissa, in the scale of pay of Rs.9,300–34,800/-
with grade pay of Rs.4,200/- in response to their requisition vide letter No.22976/SSD, dt.26.05.10. The
applications should reach this Commission by 23.8.2010.

The number of vacancies and reservation thereof is subject to change as per reservation policy and
Rules prevalent at the time of short listing and publication of result.

3. Educational qualification
Bachelors Degree in Arts/Science/Commerce or an equivalent examination from any recognized
University.

4. Age limit:
A candidate must not be less than 21 years and more than 32 years of age as on 1.1.2008.The
candidates who have completed 21 years as on 01.01.2010 are also eligible to apply. The upper age
limit is relaxable by 3 years in case of candidates belonging to SEBC, 5 years in case of SC/ST//Women
/ Teachers and Sevaks of who are serving under the erstwhile Tribal Welfare Department (now ST&SC
Development Department), 10 years in case of physically handicapped candidates and the total period of
service rendered in defence services in case of Ex-Servicemen, as per rules. However, a candidate can
avail only one type of relaxation.

5. General Eligibility
A candidate must be (a) a citizen of India, (b) of good moral character, (c) of sound health, good
physique and free from any organic defect or bodily infirmity (not applicable in case of P.H. candidates),
(d) must not have more than one spouse living, (e) should have (i) passed middle School Examination
with Oriya as language subject or (ii) passed HSC or equivalent examination with Oriya as medium of
examination in non-language subjects or (iii) passed in Oriya as language subject in the final
examination of class VIII and above or (iv) passed a test in Oriya in M.E. School standard conducted by
the Education Department of the State Govt, and (f) must not have been debarred from appearing in any
other competitive examination for holding Govt. service as ordered by the Competent authority.
6. Place and date of Written Examination
The written examination may tentatively be held during the month of September’2010. Final
date/time/venue of the examination will be intimated to the eligible candidates in due course.

7. Application forms
Candidates should apply in the prescribed OMR application form available in the all Collectorates
/offices of the Additional District Magistrate, Bhubaneswar & Rourkela and Sub-Collector, Berhampur &
Jeypore on payment of Rs.30/- (Rupees thirty)only in shape of Treasury Chalan under the Head of
Account “0051-P.S.C-104-UPSC/SSC-Examination Fees-0047-Fees collected for conducting
examination-02041-Examination Fees”. Applications other than in the prescribed form will be rejected.

8. Examination Fees
The candidates other than SC/ST are required to deposit Rs.75/- (Rupees Seventy five) only towards
examination fees in shape of Treasury Chalan under Head of Account mentioned at para-7 above. The
candidates are required to submit the original treasury chalan along with the filled in application form.

9. Documents to be attached
Candidates are required to send the following documents with the application form:

a) Treasury chalan in original in support of deposit of Examination Fee of Rs.75/-only (except SC/ST
candidates).
b) One recent colour photograph (3.5 x 4.5 cm size) without any writing should be pasted on the
application form at the space provided. Another photograph duly attested by a gazetted officer
should also be enclosed.
c) Postage stamp worth Rs.6/- and Rs.5/- respectively to be affixed on the acknowledgement card and
admission letter (window envelop) supplied with the application form. The candidate is required to
write his/her mailing address on the acknowledgement card with postal PIN CODE.
d) Self attested copies of certificates and mark sheets from H.S.C. to Degree level.
e) Self-attested up to date caste certificate for employment purpose, issued by competent authority, if
belongs to SC/ST/SEBC.
f) In case of Ex-servicemen, an attested copy of identity card and the document indicating the period
of service rendered in armed forces.
g) Incase of Sports persons, self-attested copy of identity card issued by Director of Sports & Y.S.
h) In case of physically handicapped self-attested copy of identity card issued by competent authority.
i) Self attested xerox copy of the certificate issued by competent authority in support of claim to avail
age relaxation, in case of candidates serving under ST&SC Development Department.

10. Post Code


The post code for Welfare Extension Officer is 74 is required to be written at Column-8 of the application
form. The abbreviated form of Welfare Extension Officer is WEO.

11. Plan & Pattern of Examination


The examination for the post of WEO shall consist of the following stages:
1. Preliminary examination on General Awareness – 1½ hours duration –100 marks(qualifying)
2. Main written examination:
(a) General English - 1 ½ hour duration - 100 marks
(b) Oriya Language - 1 ½ hour duration – 100 marks
(c) General Studies (OMR system) - 1 ½ hour duration –100 marks
300 marks
3. Career assessment from HSC to degree level - 30 marks
4. Viva-voce test - 30 marks
Total 360 marks

12. Preliminary Examination


The preliminary examination will be of 100 marks on General Awareness with multiple choice of answers
to be answered within one and half hour. The questions will cover different fields of knowledge such as
General Science, current events, socio economic and political situation, history, geography etc. including
English grammar and arithmetic of HSC standard. The answer scripts will be in OMR form. This
examination will be a screening test, qualifying in nature, to short-list candidates for main examination.
Candidates numbering about 20 times the number of vacancies in each category shall be called for to
appearing the main written examination, basing on their performance in this examination. Marks obtained
in preliminary examination will not be counted for the final merit list. There shall be negative marking @
0.25 for each wrong answer. There shall be no deduction of marks for not attempting any question.
However, if required, the Commission may dispense with preliminary examination, depending on the
number of applications received.

General English
The pattern of question on General English will broadly include:
Comprehension of a given passage, précis writing, usages & vocabulary, short essay writing and
knowledge of grammar.
Oriya Language
The questions will include comprehension of a given passage, letter, application, report writing etc,
usage and vocabulary, short essay writing, translation from English to Oriya.
General Studies
The questions shall be of objective type with multiple choice of answers in OMR system. The questions
will cover the fields of knowledge on World & Indian Geography with special reference to Geography of
Orissa, Indian polity & economy Human Rights, General Science including information technology, test
of reasoning numerical ability and Arithmetic (HSC standard).

13. Career Assessment


There shall be assessment of academic career from HSC to degree level for 30 marks. The career
assessment of the candidates numbering 5 times the vacancies (category wise) will be made on the
basis of performance in the main written examination.

14. Viva-voce Test


There shall be viva-voce test for 30 marks. Candidates numbering 3 times of the vacancies (category
wise) on the basis of performance in the main written examination and career assessment taken
together, in order of merit will be called for appearing the viva-voce test.

15. Select list


The final select list will be prepared on the basis of marks secured in the main written examination,
career assessment and viva-voce test taken together.

16. Important Note


Candidates are advised to read carefully the instructions contained in this advertisement and application
form before filling up the form. Application complete in all respect should reach “The Secretary, Orissa
Staff Selection Commission, Unit-V, Bhubaneswar-751 054” by post or put in the drop box kept in the
Commission’s office by 23.8.2010. Incomplete applications, applications without signature and
