1 About This Document

1.1 Scope
This document describes inter-cell interference coordination (ICIC), including its technical
principles, related features, network impact, and engineering guidelines.
This document covers the following features:

2 Overview

2.1 Introduction
The frequency reuse factor of LTE networks is 1, and inter-cell interference is a crucial issue
affecting overall LTE network performance. ICIC uses the interference randomization
technique in the uplink and downlink to ensure that the resource blocks (RBs) allocated in
interfering cells do not overlap. In this way, inter-cell interference is reduced. Figure 2-1
illustrates interference randomization.

3 Technical Description

3.1 Introduction

3.1.2 LBFD-00202202 Uplink Static Inter-Cell Interference


Coordination
This feature mainly provides the uplink interference randomization function for the PUSCH.
This function can be used in any scenarios where frequency selective scheduling is not used.
For details, see 3.2.4 Uplink Interference Randomization.

3.2 Principles
3.2.1 Downlink Interference Randomization
On a lightly loaded network with multiple cells, downlink interference randomization ensures
that, as far as possible, the RBGs allocated in neighboring cells do not overlap, reducing inter-
cell interference for lightly loaded cells and increasing spectral efficiency. Downlink
interference randomization is enabled when CellAlgoSwitch.InterfRandSwitch is set to
ENB_BASED.
When this function is enabled, the starting position of RBGs to be allocated for cells is
determined using the following formula:

l If CellDlschAlgo.EnbInterfRandMod is set to MOD3(3), the eNodeB evenly divides
the frequency bandwidth into three parts, and then determines the starting positions of
RBGs to be allocated for cells based on the preceding formula, as shown in Figure 3-1.

l If CellDlschAlgo.EnbInterfRandMod is set to MOD4(4), the eNodeB evenly divides


the frequency bandwidth into four parts, and then determines the starting positions of
RBGs to be allocated for cells based on the preceding formula, as shown in Figure 3-2.

l If CellDlschAlgo.EnbInterfRandMod is set to MOD6(6), the eNodeB evenly divides


the frequency bandwidth into six parts, and then determines the starting positions of
RBGs to be allocated for cells based on the preceding formula, as shown in Figure 3-3.

3.2.2 Interference Randomization Based on Downlink Intra-


Frequency Inter-RAT Interference
When a cell suffers unevenly distributed intra-frequency inter-RAT interference in the
downlink, this function ensures that the RBGs are optimally allocated in this cell. This is to
protect against overlap with the RBGs on the frequency band experiencing intra-frequency
inter-RAT interference, reducing the impact of such interference on network performance.
This function is dependent on downlink interference randomization and is configured through
the CellDlschAlgo.InterfRandPciOffset parameter. When this function is enabled, the
starting position of RBGs to be allocated for a cell is determined using the following formula:

CellDlschAlgo.InterfRandPciOffset) mod CellDlschAlgo.EnbInterfRandMod
l When no intra-frequency inter-RAT interference exists in the downlink or the intra-
frequency inter-RAT interference is evenly distributed over the entire bandwidth
spectrum, it is recommended that the CellDlschAlgo.InterfRandPciOffset parameter be
set to 0. Under these circumstances, only the downlink interference randomization takes
effect.
l When the intra-frequency inter-RAT interference is unevenly distributed in the downlink,
the configured value of the CellDlschAlgo.InterfRandPciOffset parameter is determined
by the PCI and band location of intra-frequency inter-RAT interference in a frequency
band.
Assume that CellDlschAlgo.EnbInterfRandMod is set to MOD6(6), intra-frequency
inter-RAT interference exists on the lowest frequency band, and PCI modulo 6 is 0. The
smaller the value of the CellDlschAlgo.InterfRandPciOffset parameter (excluding the
default value 0), the larger the number of RBGs to be allocated (without suffering intra-
frequency inter-RAT interference), and the better the network performance. Figure 3-4
shows the working principles of interference randomization based on downlink intra-
frequency inter-RAT interference.

3.2.3 Paging Message Interference Randomization


With the function of paging message interference randomization, an eNodeB allocates RBGs
in different positions to paging messages in the cells it serves to reduce interference between
the paging messages. This function improves paging message demodulation performance and
increases the paging success rate. The PagingInterfRandSwitch option of the
CellAlgoSwitch.DlSchSwitch parameter specifies whether to enable this function. After this
function is enabled by selecting the option, the frequency bandwidth is evenly divided into
three parts, and the starting position of RBGs for paging messages equals PCI modulo 3, as
shown in Figure 3-5.

3.2.4 Uplink Interference Randomization


When frequency selective scheduling is not applicable, the uplink-interference-
randomization-based scheduling can be used, which enables the eNodeB to allocate RBs to
UEs from different starting positions in different cells. In this way, inter-cell interference is
reduced to some extent. The uplink-interference-randomization-based scheduling can be
enabled by setting CellUlschAlgo.UlRbAllocationStrategy to
FS_INRANDOM_ADAPTIVE.

When this function is enabled:


l CellUlschAlgo.UlInterfRandomMode is set to TWO_MODE_BASED_ON_PCI.
The eNodeB allocates RBs sequentially from the low end of the system band to
UEs in cells with odd-numbered PCIs.
The eNodeB allocates RBs sequentially from the high end of the system band to
UEs in cells with even-numbered PCIs.
l CellUlschAlgo.UlInterfRandomMode is set to THREE_MODE_BASED_ON_PCI.
The eNodeB allocates RBs sequentially from the high end to the low end of the
system band to UEs in cells whose PCI modulo 3 is 0.
The eNodeB allocates RBs sequentially from the low end to the high end of the
system band to UEs in cells whose PCI modulo 3 is 1.
The eNodeB allocates RBs sequentially from the middle to the high end of the
system band to UEs in cells whose PCI modulo 3 is 2.
Interference randomization helps reduce inter-cell co-channel interference for medium and
lightly loaded networks. In heavily loaded cells, interference randomization cannot take much
effect because the eNodeB cannot randomize the RBs to be allocated to UEs considering that
most or all RBs have been allocated. However, the effect brought by interference
randomization is still better than that brought by non-frequency-selective scheduling in
heavily loaded cells. For details about frequency selective scheduling and non-frequency-

5 Network Impact

Interference Coordination
System Capacity
This feature improves spectral efficiency in lightly loaded scenarios or in scenarios where
there is intra-frequency inter-RAT interference in the downlink. As the cell load increases, the
improvement in spectral efficiency decreases.

Network Performance
This feature increases the average downlink UE throughput in lightly loaded scenarios or in
scenarios where there is intra-frequency inter-RAT interference in the downlink. As the cell
load increases, the increase in the average downlink UE throughput decreases.

5.2 LBFD-00202202 Uplink Static Inter-Cell Interference


Coordination

When CellUlschAlgo.UlInterfRandomMode is set to THREE_MODE_BASED_ON_PCI,
spectral efficiency is improved in medium and lightly loaded scenarios. As the cell load
increases, the improvement in spectral efficiency decreases. When this parameter is set to
TWO_MODE_BASED_ON_PCI, this feature cannot take much effect in increasing system
capacity.

Network Performance
When CellUlschAlgo.UlInterfRandomMode is set to THREE_MODE_BASED_ON_PCI,
this feature increases uplink throughput in cells with a large number of users and low uplink
RB usage. When this parameter is set to TWO_MODE_BASED_ON_PCI, this feature
cannot take much effect in improving network performance.

Interference Coordination

6.1.1 When to Use


It is recommended that functions of this feature be enabled when the corresponding conditions
are met. Details are as follows:

l When the average network load is low, for example, the average downlink PRB usage is
less than or equal to 10%, downlink interference randomization is recommended.
l When some downlink PRBs experience inter-RAT interference, the function of
interference randomization based on downlink intra-frequency inter-RAT interference is
recommended.
l The paging message interference randomization function is recommended when the
paging success rate is lower than the expected value.

The paging success rate is calculated on the mobility management entity (MME).

6.1.3.2 Data Preparation and Feature Activation


This feature can be activated using the CME or MML commands.

6.1.3.2.1 Data Preparation


The following table describes the parameters that must be set in a CellAlgoSwitch MO to
configure downlink interference randomization. Downlink interference randomization does
not take effect in cells using a bandwidth of 1.4 or 3 MHz.

raises the scheduling priority of UEs sending uplink
access signaling, including MSG5 and the RRC
Connection Reconfiguration Complete message. If
this option is selected, the eNodeB raises the
scheduling priority of UEs sending uplink access
signaling. If this option is deselected, the eNodeB
does not raise the scheduling priority of UEs sending
uplink access signaling. In NB-IoT scenarios with air
interface resource congestion, this option restricts the
number of preambles to perform flow control on UEs
accessing the cell.
UlLast2RetransSchOptSwitch: Indicates whether to
optimize the scheduling policy for the last two
retransmissions. If this option is selected, the
scheduling policy is optimized for the last two
retransmissions. If the UE transmit power is not
limited, adaptive retransmission is used, and the
number of RBs increases in the last two
retransmissions to increase the receive success rate of
the last two retransmissions and decrease uplink
RBLER. If this option is deselected, the scheduling
policy is not optimized for the last two
retransmissions. This option applies only to LTE FDD
and LTE TDD.
UlInterfFssSwitch: Indicates whether to enable
interference-based uplink frequency-selective
scheduling. This option applies only to LTE FDD.
UlSmallRBSpectralEffOptSw: Indicates whether to
improve the spectral efficiency of small RBs in the
uplink. If this option is selected, the spectral efficiency
of small RBs in the uplink is optimized, ensuring that
the transmission block size calculated based on
optimized spectral efficiency is not less than the traffic
volume to be scheduled. If this option is deselected,
the spectral efficiency of small RBs in the uplink is
not optimized. This option applies only to LTE FDD
and LTE TDD.
PuschUsePucchRbSwitch: Indicates whether PUCCH
RBs can be occupied by the PUSCH. In scenarios
with a single user: If this option is selected, PUCCH
RBs can be occupied by the PUSCH; if this option is
deselected, PUCCH RBs cannot be occupied by the
PUSCH. In scenarios with multiple users, PUCCH
RBs cannot be occupied by the PUSCH regardless of
the setting of this option. This option applies only to
LTE FDD and LTE TDD.
