This document describes inter-cell interference coordination (ICIC), including its technical
principles, related features, network impact, and engineering guidelines.

This document applies only to LTE FDD. Any "LTE" in this document refers to LTE FDD,
and "eNodeB" refers to LTE FDD eNodeB.

2 Overview
2.1 Introduction
The frequency reuse factor of LTE networks is 1, and inter-cell interference is a crucial issue
affecting overall LTE network performance. ICIC uses the interference randomization
technique in the uplink and downlink to ensure that the resource blocks (RBs) allocated in
interfering cells do not overlap. In this way, inter-cell interference is reduced. Figure 2-1
illustrates interference randomization.

3.2 Principles
3.2.1 Downlink Interference Randomization
On a lightly loaded network with multiple cells, downlink interference randomization ensures
that, as far as possible, the RBGs allocated in neighboring cells do not overlap, reducing inter-
cell interference for lightly loaded cells and increasing spectral efficiency. Downlink
interference randomization is enabled when CellAlgoSwitch.InterfRandSwitch is set to
ENB_BASED.
When this function is enabled, the starting position of RBGs to be allocated for cells is
determined using the following formula:
Starting position of RBGs to be allocated for a cell = PCI mod
CellDlschAlgo.EnbInterfRandMod
l If CellDlschAlgo.EnbInterfRandMod is set to MOD3(3), the eNodeB evenly divides
the frequency bandwidth into three parts, and then determines the starting positions of
RBGs to be allocated for cells based on the preceding formula, as shown in Figure 3-1.

5 Network Impact
Network Performance
This feature increases the average downlink UE throughput in lightly loaded scenarios or in
scenarios where there is intra-frequency inter-RAT interference in the downlink. As the cell
load increases, the increase in the average downlink UE throughput decreases.
Network Performance
When CellUlschAlgo.UlInterfRandomMode is set to THREE_MODE_BASED_ON_PCI,
this feature increases uplink throughput in cells with a large number of users and low uplink
RB usage. When this parameter is set to TWO_MODE_BASED_ON_PCI, this feature
cannot take much effect in improving network performance.
6 Engineering Guidelines
l When the average network load is low, for example, the average downlink PRB usage is
less than or equal to 10%, downlink interference randomization is recommended.
l When some downlink PRBs experience inter-RAT interference, the function of
interference randomization based on downlink intra-frequency inter-RAT interference is
recommended.
l The paging message interference randomization function is recommended when the
paging success rate is lower than the expected value.

The paging success rate is calculated on the mobility management entity (MME).

specify the modular for calculating the first RB to be scheduled based on interference
randomization and to specify the interference randomization PCI offset.

Monitoring Counters
Monitor the values of L.UL.Interference.Avg.PRB0 to L.UL.Interference.Avg.PRB99.
Based on the monitoring results, determine whether this feature has been activated.
l If the PRBs suffering strong average interference and noise are evenly distributed at the
low and high ends of the system band, this feature has been activated.
l If the PRBs suffering strong average interference and noise are mainly distributed at the
high end of the system band, use the LST CELLULSCHALGO MML command to
determine whether this feature has been activated.
