FOREWORD

This publication includes all of the written replies issued between the indicated dates by the ASME
Staff on behalf of the ASME Boiler and Pressure Vessel Committee to inquiries concerning
interpretations of the Boiler and Pressure Vessel Code. These interpretations are not a part of the
Addenda or the Code.
These replies are taken verbatim from the original letters, except for a few typographical and
editorial corrections made for the purpose of improved clarity. In some instances, a review of the
interpretation revealed a need for corrections of a technical nature. In these cases, a revised reply,
bearing the original interpretation Number with the suffix RI is presented. Following these revised
replies, new interpretations, and revisions to them issued during the same 6-month period, are
assigned Interpretation Numbers in chronological order. interpretations applying to more than one
Code Section appear with the replies pertaining to each affected Section.
ASME procedures provide for reconsideration of these interpretations when or if additional
information is available which the inquirer believes might affect the interpretation. Further, persons
aggrieved by an interpretation may appeal to the cognizant ASME committee or subcommittee. As
stated in the Statement of Policy in the Code documents, ASME does not "approve," "certify,"
"rate," or "endorse" any item, construction, proprietary device, or activity.
These replies apply to the latest Edition and Addenda at the time of the inquiry or the Edition and
Addenda stated in the reply. Subsequent revisions to the rules may have superseded the reply.
For detailed instructions on "Preparation of Technical Inquiries to the Boiler and Pressure Vessel
Committee," refer to Appendix I.

Subject: Section I, identification of Pipe Material

Question: May A 53 and A 106 pipe be used to fabricate Section i boiler external piping without
the need to provide certified mill test reports or manufacturer certification provided the pipe is marked
in accordance with the ASTM A designation?

Reply: The manufacturer who orders pipe material for a Code application is responsible for
ordering it to Code requirements and shall have a material control system that ensures that the proper
material is used in Code construction. The manufacturers certification includes acknowledgement
that the material requirements of the Code have been met. This certification by the manufacturer
properly countersigned by the Authorized inspector who provides inspection service for that
manufacturer, may be accepted by you or others as sufficient evidence of Code compliance.

Subject: Section i, Requirements for Organic Vapor Generators

Question (11: Does the term "organic fluid" apply to such hydrocarbon fluids, or their processing
by means of a fired heater (pressure vessel) as defined in the last paragraph of the Preamble?

Reply (11: The term "organic fluid" as specified in the Preamble applies to any hydrocarbon that
is vaporized in a pressure vessel by the application of heat resulting from the combustion of fuel (solid,
liquid, or gaseous). Processing of liquid hydrocarbons is not within the scope of this Section.

Question (2): Do the rules as stated in PVG-1 generally construe or include such fired heaters as
"organic fluid" vaporizer generators?

Reply (2): Yes, except when such a heater is part of a processing system, such as used in
chemical and petroleum manufacture. As stated in the Preamble, such a heater is not covered by the
rules of this Section.

Question (3): Is a direct fired pressure vessel, used to heat a liquid hydrocarbon under pressure
without vaporizing the liquid, covered by Section i?

Reply (3): No, the Preamble states that the liquid hydrocarbon has to be vaporized.

Question (4): is a direct fired pressure vessel used to heat a liquid hydrocarbon with partial or
complete vaporization covered by Section I?

Reply (4): Yes, except when such a direct fired pressure vessel is part of a processing system,
such as used in chemical and petroleum manufacture. As stated in the Preamble, such a pressure
vessel is not covered by the rules of this Section.

Question (5): is a direct fired pressure vessel used to thermally crack an already vaporized
hydrocarbon covered by Section i?

Reply (5): No, this is a processingsystem and Section i is not applicable.

Question (6): Does another governing body, such as a state or local municipality, which has
adopted the Boiler and Pressure Vessel Code either in whole or in part, have the right to interpret the
meaning of such words or wording differently than the ASME and use their interpretation as a
requirement for Code stamping?

Reply (6): No. Only the ASME Boiler and Pressure Vessel Committee has the responsibility of
interpreting the Code. However, the local jurisdiction does have the authority to establish
requirements for acceptability of components within the scope of its laws.

Subject: Section I, Hardness of Swaged Portion of Boiler Tubes

Date issued: August 5, 1980

Question: Is it required that carbon steel tubes such as SA-210 A-1 which have undergone
fabrication operations by the boiler manufacturer meet the maximum hardness specified in the
specifications?

Reply: No. The maximum hardness specified in the Section II material specification is one of a
number of requirements intended to help ensure that the tubing furnished by the material
manufacturer will withstand fabrication and installation requirements. Section I does not specify
hardness limits for the tubing as fabricated and installed in a boiler.

Subject: Section I, PG-22, Effects of Loads Caused by Earthquakes

Question: Is it acceptable in the design of solar boiler panels in accordance with PG-22 to
account for seismic loads by satisfying the provisions of paragraph 104.8.2 of ANSI B31.1-1977?

Reply: Section i does not provide specific design rules, guidance, or criteria for combined
pressure and bending loads such as may occur during an earthquake. However, designers of Code
equipment are obligated to apply supplementary requirements consistent with good engineering
practice for items on which the Code is not specific. Satisfying the provisions of ANSI/ASME B31.1 for
"stresses due to occasional loads" is one of several acceptable methods of accounting for earthquake
loadings.

Subject: Section I, PG-61.1

Question: Is a black liquor chemical recovery boiler equipped with an emergency rapid drain
system required to have a steam driven feedwater pump to satisfy the provisions of PG-61.1?

Reply: No, since it has been demonstrated that the heat source of a black liquor chemical
recovery boiler equipped with an emergency rapid drain system does not supply sufficient heat to
damage the boiler if feedwater is interrupted, it is not required that one of the feedwater pumps be
steam driven.

Subject: Section I, PG-67

Question: When a superheater is attached to a boiler drum that has more than 500 sq ft of
heating surface, and no intervening stop valve is located between the drum and the superheater, may
the superheater safety valves be included as part of the valve relieving requirement for the boiler?

Reply: Yes, provided all other requirements are met (see PG-68.2).

Subject: Section i, Permissible internal Stresses for SA-335

Question: Does Section I address secondary stresses which are the result of a pipe manufacturing
process without subsequent stress relieving?

Reply: Section I addresses membrane stresses only. Secondary or residual stresses are not
specifically addressed in Section i but should be recognized by the designer.

Subject: Section i, External Piping

Question: Is it a requirement of Section i that external piping within the scope of the Code which
is installed by mechanical means (no welding) be installed by an organization in possession of the S,
PP, or A Code Symbol Stamps?

Reply: Although the piping must be fabricated by a stamp holder, the installation of piping by
mechanical means (e.g., threaded joints) may be performed by an organization not holding a Code
stamp.

Question: May forged steel, integral-type bolting flanges larger than those covered in the
referenced standard ANSI 61 6.5, be designed according to Appendix 2 of Section VIII, Division i, for
applications to Section I?

Reply: Forged steel integral-type bolting flanges larger than those covered in the referenced
standard ANSI B16.5 may be designed according to Section VIII, Division I, Appendix 2, provided the
material selection and fabrication comply with the requirementsof Section I.

Reply: The industry experience with solid welded staybolts has been .good, therefore, the
Subcommittee feels that revisions to the present rules are 'not warranted. The requirements for
staybolts are given in PG-47.

Subject: Section I, PG-99, Hydrotest Pressures for Forced Circulation Boiler System

Date Issued: July 19, 1982

Question: A forced circulation boiler system incorporating waste heat exchangers is arranged so
that individual heat exchangers may be isolated by valves on either side, for maintenance, and for
flexibility of system operation. A closed valve in any of these forced circulation loops has the potential
of causing the pressure to increase between that valve and the forced circulation pump to the sum of
the normal working pressure and the maximum pump discharge pressure. Accordingly, the design
pressure of those boiler system components potentially subject to this extra pressure is chosen
substantially higher than the maximum allowable working pressure of the boiler drum. What is the
appropriate hydrotest pressure to be applied for such a system, which comprises a number of different
design pressure zones!

Reply: In accordance with PG-99, the completed boiler shall be subjected to a hydrostatic test at
1Z times the maximum allowable working pressure to be stamped on the boiler. Those zones which
are designed for a higher pressure because of valving arrangements shall be hydrotested at 1 times
their respective maximum allowable working pressures, following the general procedures outlined in
PG-99.1 and PG-99.2. Note that each zone of maximum allowable working pressure must meet the
safety valve requirements of the Code.

Subject: Section I, Removal of Temporary Attachments

Question: By what means may temporary attachments be removed?

Reply: Attachments used during fabrication or assembly may be removed by any method which
will not damage the pressure boundary material.

Subject: Section I, PG-60.1, Gage Glass Requirements

Question: For a boiler whose design pressure is 900 psig or above, PG-60.1.1 permits the
substitution of two remote level indicators for one of the two gage glasses normally required. Does this
mean that the boiler may be furnished with only a single gage glass, which may then be shut off when
both remote level indicators are in reliable operation?

Reply: Yes, but note that the single gage glass must be maintained in a serviceable condition.

Subject: Section I, PG-67.3, Safety Valve Set Pressure

Question: PC-67.3 requires one or more safety valves on the boiler proper to be set at or below
the maximum allowable working pressure. Does this paragraph apply only to the safety valves on the
boiler drum, or could a safety valve installed downstream of the superheater be considered as the low
set valve?

Reply: PG-67.3 applies only to the saturated-steam safety valves on the boiler drum. At least one
such valve must be set at or below the maximum allowable working pressure.

Question: In a firetube boiler, when joining heads to shells of unequal thickness, is it required that
the tapered sections of the cylindrical shell meet the requirements of PFT-9.2.2 of Section I?

Reply: No, the tapered transition section between the head and shell shall comply with the
requirements of PW-9, employing the required shell and head thickness as determined by PG-27.2
and PFT-9.2.1 , respectively.

Drums

in this application.

Question: What rules does Section I impose with respect to wall thinning and flattening of bends
in boiler tubing?

Reply: Section I does not provide specific rules directly applicable to wall thinning and flattening
of bends in boiler tubing. However, the Subcommittee on Power Boilers intends that the manufacturer

Question: May 300 Class Material Group 1.1 flanged valves and flanged fittings be used on a
boiler whose maximum allowable working pressure is 600 psig?

Reply: Section I rules (PG-11) permit the use of standard pressure parts such as valves and
flanged fittings which comply with an ANSI product standard listed in PG-42. The ANSI standards
(B16.34, Steel Valves; B16.5, Steel Pipe Flanges and Flanged Fittings) provide pressure-temperature
ratings for these components. The actual choice of fitting is complicated somewhat by the fact that
Section I and 531.1 mandate certain overpressure design requirementsfor boiler feed and blowoff line
service (see B31.l,paragraph 122.11, and also because the rating of a fitting is a function of the
material as well as of the pressure class. The user must therefore follow a multi-step procedure which
varies depending on whether saturated steam service or boiler feed and blowoff service is involved:
(1) establish boiler maximum allowable working pressure P;
(2) establish feedwater and blowoff line pressures PFor f 8 as lesser of f F= P 225 psig or f F +
= 1.25P;
(3) select fitting material;
(4) use either the ANSI 516.34 or B16.5 pressure-temperature ratings, for that material group.
Check successively higher pressure classes until one is found whose pressure rating, at the saturation
temperature corresponding to P equals or exceeds the required pressure rating (P,or P8for feedwater
or blowoff lines, f for saturated steam lines). That is the pressure rating, or class, required for the fitting
at saturation temperature. Note that a valve subject to hydrostatic test pressure in its closed position
may require a higher pressure rating. Refer to the testing provisions of ANSI 816.34.
