STEPS TO CONFIGURE THE PMU RELAYS LOCATED IN THE NORTHEASTERN LAB

ABSTRACT
This document intends to explain the details how to configure the SEL PMU Relays that has been
communicated into the SYNCHROWAVE software to monitor all the electrical parameters extracted
by the PMUs. This paper also shows the setting up a Protection Device Concentrator (PDC) that is
used as an interface to communicate all the PMUs into the Synchrowave Central software.

OBJECTIVES
The Objective of this document is to explain step by step the configuration of PMUs communications
network installed in the Power Systems lab of Northeastern University. The Northeastern University
power systems lab has two protection relays SEL-421 and SEL-735 that count with the functionality
of Phasor Measurement Units (PMUs). This PMU function are very relevant to configure the private
network and observe all the electrical parameters that the SEL-421 and SEL-735 relays can show in
the Synchrowave Central Software. As an additional, this paper will show the basic protection
configuration for a SEL-421 relay that has the main function of Protection, Automation, and Control
System for high-speed distance and directional protection and complete control of a two-breaker bay.
The basic configuration for the SEL-421 relay will be applied to the Protection of a transmission line
of 15 km that will have two SEL-421 relays, one in the beginning and another in the end of the
transmission line.

The next figure 2 and figure 3 show the communications network architecture that has been
installed in the power systems lab at Northeastern University.

This section will show the step to configure the Synchrowave Central in which is essential to start
setting up the PMUs before the rest of devices.

.1. SEL-735 relay configuration (PMU#1)


The Acselerator Quickset software is used to configure the 735 and 421 SEL relays as shown
in the next steps.

The Acselerator Quickset software doesnt have password to log on into the configurations of SEL
relays.

The Ascelerator Quickset shows that the Database contains default password, then press OK.

Next step is to go to communications and parameters

In parameters select the connection name SEL-735 New and press OK.

The software will show that establishing connection with the device.

After the 735 relay shows that the device is connected, press read the device.

The Acselerator Quickset shows the transfer status.

This figure shows that the configuration of SEL-735 relay is ready to be updated.

For the setting up the PMU # 1, go to communications, Port 1 (Ethernet) and setting up the IP
Address (129.10.52.72), Subnet Mask (255.255.254.0) and Gateway (129.10.52.11)

The last step to configure the SEL-735 PMU Session Settings, choose TCP in output transport
Scheme, 129.10.52.70 in PMU output client IP Address and 4713 in TCP/IP Data Port Number.

.2. SEL-421 relay configuration (PMU#2)

The configuration of SEL-421 relay has the same procedure than the SEL-735 relay as shown in
the next images. After starting up the Acselerator Quickset, go to parameters.

In parameters select the connection name SEL-421 New and press OK. The IP Address will be
129.10.52.71.

After the SEL-421 relay shows that the device is connected, press read the device.

The Acselerator Quickset shows the transfer status.

This figure shows that the configuration of SEL-421 relay is ready to be updated.

For the setting up the PMU # 2, go to Port Settings, Port 5 and setting up Enable Port (Y),
Maximum Access Level (C).

The next configuration is to set up the IP configuration; configure IP Address/CIDR Prefix


(129.10.52.71/24), the Default Router (129.10.52.11)

The final step is to setting up the Phasor Measurement Settings. The configuration more important
are Enable C37.118 Communications (Y), transport Scheme (TCP), IP Remote Address
(129.10.52.70) and TCP/IP Local Port Number (4712).

.3. SEL-3373 relay configuration (PDC).

The configuration of SEL-3373 relay is made through SEL PDC Assistant software.

The password to connect with PDC Assistant is Dominionpower1!

This imagen shows that the SEL-3373 relay is ready to be configured.

The first setting is go to Administration to configure the Network, Gateway (129.10.52.11). Also the Eth
1; Interface Configuration (Static), IP Address (129.10.52.70), Netmask (255.255.254.0) and Allow Ping

The next setting is the Inputs in the SEL-3373 relay. For this configuration, there are two inputs
421PMU and 735 PMU.

The first input is the 421PMU and it should be set up based on the configuration entered previously in
the SEL-421 relay.

Likewise, the tags of electric parameters can be customized to organize the information technically.

The second input is the 735PMU and it should be set up based on the configuration entered previously
in the SEL-735 relay in which the Acselerator Quickset was used for this purpose.

Similar to the 421PMU input, the tags of electric parameters can be customized to organize the
information in a better technical way.

Finally, the last step to set up the PDC (SEL-3373 relay) is to configure the output. In this case the
output is the Synchrowave Central.

The most important settings are the Phasor Domain (Rectangular), Transport Protocol (TCP), Port
(4714) and Local IP Address (Any)

Likewise, the output tags in the PDC can be customized to manage the data in a technical manner.

.4. Synchrowave Central configuration.


The configuration of the Synchrowave Central was made through the Synchrowave Central Admin.

The first is the configuration of IP Address (129.10.52.70), Port (4714), PDC/PMU ID (100), Database
Path (C:\SynchroWAVe Database) and Retention Period (2 days)

The final configuration is the Tag Mappings for the two PMUs. In the next Figure shows the main tags
of the 421PMU.

This picture shows the tags for the 735PMU that will be exhibited in the Synchrowave Central.

Also the Modal Analysis Settings are available in the Synchrowave Central software.

After making all these settings shown previously, the Synchrowave Central software will exhibit all the
electric parameters and events monitored by the SEL-421 and SEL-735 relays.

Monitoring in Synchrowave Central.


To observe all the date extracted from the PMUs SEL-421 and SEL-735. The next link should be
written in the Internet explorer (http://dominionpower/) to load the Synchrowave Central.

After the Synchrowave Central will show the main page to configure the data more relevant extracted
from 421 and 735 PMUs.

As an example, the data that will be observed is the Frequency. Press standard Chart and add the
421PMU and 735PMU.

This graph shows the Frequency of the two PMUs monitored on real time.

Likewise, the chart can be split into two charts to exhibit the voltage data from the two PMUs.

Now the Synchrowave Central Software shows the Frequency and Voltage data.

Again the chart can be split to show the Phasor Scope in the Synchrowave Central.

Different parameters can be shown based on the necessity of the client and the operation.

Distance and Overcurrent Protection settings in SEL-421 relay.


In this section, The SEL-421 relay located in the power systems lab of Northeastern University will
be configured for a power line of 15 km. The settings are made for the distance and overcurrent
protection. As shown in the figure, the red color section is the transmission line (L1-1) to be evaluated.
To make the SEL-421 relay settings simple, the SEL-421 Protection relays R1 and R2 are installed
at the entrance and end of the power line of 15 km. The parameters of the another two power lines
(L2-1 and L3-1) are used to calculate the protection zones that must be introduced into the relays R1
and R2.

The parameters of 15 km power line that are entered to the SEL-421 relay are shown in the next
figure. The first step is to enter the transmission line parameters into the SEL-421 relay. The figure
shows all parameters of the three transmission lines that must be used to calculate the three
protection zones to configure the SEL-421 relay.

The next figure shows the distance protection and overcurrent protection settings that must be set up
on the protection device. The parameters of Transmission Line are entered in the settings of SEL-
421 relay at the entrance of the power line. As seen in the picture, in Group 1, SET and Line
Configuration all these parameters must be entered.

The next two tables show the impedances values calculated that must be entered in the SEL-421
relays for the R1 entrance line relay and R2 end line relay. The data used to calculate the protection
zones were from the L1-1, L2-1 and L3-1

These protection zones are entered in the Relay Configuration. The first setting is to enable the E21MP
Mho Phase Distance Zones, write 4 to active four protection zones.

Likewise, the overcurrent protection must be activated writing 1 in E51S and E50P

The last step is to enter the impedances of protection zones and timer for each zone

Finally, this graph shows the distance protection zones using a Mho model in the SEL-421 relay.

For the R2 relay the settings are the same than the R1 relay but the zone Z4MP must be disable writing
OFF.

Simulation of distance and overcurrent protection


First simulation
The first simulation is to run load flow and observe that the R1 and R2 protection relays dont
operate in normal operation condition. The graph displays that the distance protection for R1 and
R2 dont trip the SEL-421 relay under condition of normal operation or load flow. One important
observation is that the reach of relay R1 does not cover all the power lines section.

At the next graph of protection coordination, the overcurrent protection setting also does not start the
SEL-421 relay under condition of normal operation.

Second simulation
The second simulation consists in simulate a three phase short-circuit in the L1-1 half of power line
length and observe what happened with the R1 and R2 relays.

With a short circuit 7.144 KA, the Zone 1 for the two protection relays (R1 and R2) operated in
0.015 s.

Also, the overcurrent protection operated the two relays in 0.411 s and 0.098 s.

Third simulation
The last simulation is to apply a three phase fault in the bus UW-4 and observe if the SEL-421 relay
operates under these conditions.

The distance protection for the R1 and R2 relays dont operate because the fault is located outside
the protection zones of two protection devices.

However, the fault makes operate the overcurrent protection for the two SEL-421 relays as seen in
the next graph.

Recommendations.
The configuration and settings of the PMUs are the first configurations that should be made due to
the rest of the configuration depends on the initial settings of SEL-421 and SEL-735 PMUs.
The use of Synchrowave Central is simple and it can be customized according to the data that will be
observed by the client.
One chart in the Synchrowave Central can be split into other charts to monitor the most significant
electric parameters.
The network showed in the next figure was implemented and connected towards the Northeastern
Network. This configuration worked correctly around one month and after it was disabled by
Technology Information (IT) due to the technical reasons exposed by them.

The communication network that wanted to be implemented is shown the following figure. This
network to connect a PMU in a remote location from the power system lab cannot be implemented
due to the maintenance area of the school did not provide the place where the SEL-735 PMU would
be installed and connected to a private network of the school.

As all the devices are working properly recommend to acquire a Model 1094B GPS Substation clock,
GPS Antenna and accessories to implement the network proposed previously.
The communication network proposed previously will work properly without any issue because it was
tested in the Northeastern University Network.
The maintenance department of Northeastern University should provide the place to install the SEL-
735 PMU which should be installed in a remote electrical substation from the Power Systems lab with
the objective to test the communication protocol through the PMUs.
As the proposed network was not implemented, the current network continues being a local network.
An example of distance and overcurrent protection for a 15 km power line is exhibited in this document
with the objective to observe the settings of distance and overcurrent protection in the SEL-421 relay.
