Introduction
What is Politics?
It is present everywhere
at home, in schools or universities, in
organizations and workplaces, in social and
political
movements, and without doubt, in
governments.
manifestation of politics are not the same.

b. Can be latent , subtle and discreet

-when lawmakers debate intensely over a
bill in Congress or when President declares the
country in a
state of emergency or when local
governments enforce curfews.

- Paying goods and services that we
purchase, accepting rules that we are not
even aware of their making, and complying
without necessarily understanding why.
Politics is desirable because it is important
to the functioning of any society or
community.
Politics is undesirable as it is associated
with undesirable practices and outcomes.
For example: corruption, violence, fraud,
partisanship, discrimination, etc.
What is Politics?
It affects everyone----from all walks of life.
Politics: Arena vs. Process
A. Arena approach
-where politics happens (the venue)
B. Process approach
-how politics happens (activity/process)
Arena Approach
Formalistic conception
limits politics to the state and all its
instrumentalities and related institutions,
its hierarchy of offices and personal, laws,
and policies.

covers activities and actions that are
sanctioned by the state, for example,
elections.
Associated with political party and /or
electoral politics
Elections = serve as the mechanism whereby
citizens get the chance to be involved in the election
of individuals who will hold public office either at
the national or local levels.
Citizens= who vote in elections, both exercise their
right of suffrage and perform their civic duty as a
citizen-to choose who will hold public office, who
will represent them, and who will be called to
account.
-Vote-buying misses its true purpose
Process Approach
- comprehensive view of politics
- extend to include other institutions within
the society such as the family, the church,
and other parts of the society.
- how decisions are made and executed for a
society
It encompasses 2 broad types of actions or
activities
- those that are authorized by the state
- those that challenge the state.
As Huckfeldt and Sprague (1993),
Politics is about winners and losers,
influence and coercion, exchange and
bargaining, coalitions and factions, conflict
and compromise.
- the first defined politics as the
authoritative allocation of values for a
society
- study of politics as who gets what, when,
and how
