Dear Mayor Bennett:
| appreciated the opportunity to meet with you and city officials on October 30, 2017
regarding the City of Peterborough's proposal to move forward with the north and south
ssections of the Parkway Corridor Extension (Project) rather than completing an
Individual Environmental Assessment. Subsequently, we received your November 2,
2017 letter indicating you will indeed proceed with an Individual Environmental
Assessment, which is attached,
We understand that the city’s primary focus is to move forward with a reasonable and
cost effective method to address the city's immediate transportation needs. While we
understand your concern that an individual Environmental Assessment will take time, it
is imperative that if the city proceeds with the Project, it proceeds pursuant to the
Minister's decision of September 16” 2016.
Moreover, the government continues to receive letters from concemed citizens
regarding the city’s proposal, and acknowledges that there is continued public interest
in the Project. We take public concerns very seriously and we believe an Individual
Environmental Assessment will determine how this proposed Project should best
proceed.
For clarification purposes, and as per Minister Lea's request, also attached is a general
‘timeline of the review of the Part Il Order requests and subsequent developments
related to the Project. As previously indicated, the ministry has offered to meet with the
city to discuss development of a Terms of Reference for the Individual Environmental
Assessment. | understand that ministry staff has re-extended this offer tothe city on
‘numerous occasions. Itis the ministry's opinion that a focused Terms of Reference for
‘the Project could take as litle as six to eight months to complete.His Worship Daryl Bennett

If the city wishes to proceed with the Project, | once again encourage the city to contact
‘ministry staff to arrange a meeting, and discuss options for proceeding with an
