June 1, 2016 POLICY: Employee Categories/Hague Training

The purpose of this process is to establish a clear understanding of employee categories for initial and
ongoing Hague required training.

GOALS

1) To ensure that all Nightlight Employees are in compliance with Hague 96.37 & 96.38
2) To ensure that all Nightlight staff understand the purpose of the Hague and can explain it

EMPLOYEE CATEGORIES

Category: Administrative

An administrative employee is one whose primary duties are clerical and do not require judgements to
be made in adoption cases.

Initial Training: these employees must read an overview explaining the Hague Convention and
receive training on the prohibition of child buying.
Ongoing Training: Repeat above every 4 years.

Category: Professional

A professional employee is one whose duties are more extensive than clerical but do not include clinical
decisions. These employees may also work solely in domestic or Snowflakes programs at Nightlight.
These employees are expected to use good judgement and may from time to time be called upon to
make a judgement call regarding adoption cases.

Initial Training:
o Training Manual A which includes an overview of the Hague Convention and the
prohibition on child buying.

Ongoing Training: Read overview of The Hague Convention and receiving training on prohibition
of child buying every 4 years.
o Also receive updates whenever changes are made to training Manual A (updates
regarding international programs added at Nightlight)
o Complete ongoing education as required by the license of the state in which he offices.

Category: Clinical/Supervisory

A Clinical or Supervisory employee is one who may conduct home studies, child background studies,
conduct matching, and/or supervises an international program or any employee in an international
program, ie. International program managers. These employees are expected to make judgement calls
regarding adoption daily and must be well versed in the Hague Convention.

Initial Training:

o Training Manual A which includes an overview of the Hague Convention and the
prohibition on child buying.
o Training Manual B which includes factors in countries we serve, information regarding
grief and loss and attachment, and more.
Ongoing Training: Read overview of The Hague Convention and receiving training on prohibition
of child buying every 4 years.
o Maintain a minimum of 30 hours of Hague compliant training hours every 2 years. (must
be international adoption related)
o Must also maintain ongoing education as required by the state in which she offices.
o Also receive updates whenever changes are made to training Manual A (updates
regarding international programs added at Nightlight) or B (factors in countries that
change)
