MEMORANDUM CIRCULAR

I. Prefatory Statement
Republic Act No. 9292 otherwise known as An Act Providing for More
Responsive and Comprehensive Regulation for the Registration, Licensing and
Practice of Professional Electronics Engineers, Electronics Engineers and Electronics
Technicians, Repealing Republic Act No. 5734, otherwise known as The Electronics
and Communications Engineering Act of the Philippines was enacted to promote
and strengthen the licensing and regulation of the professional practice of
electronics engineering in the country. This is being done basically regulate
professionals responsible in administration, management, supervision and regulatory
aspects of electronics services, such as but not limited to preparation of plans,
designs, investigations, technical reports, specifications, research and
development, procurement, construction and installation, technical support and
maintenance of electronic systems and networks in the fields of electronics and
communications, information and communications technology (ICT), software
development and industrial electronics (i.e. opto-electronics, avionics, navigational
and military applications, robotics, biometrics etc.) and other related
convergent fields.
II. Purpose
1. The Local Government Units and the Interior Sector shall ensure that
Professional Electronics Engineers and/or Electronics Engineers are supervising,
managing and administering electronics services and regulation of electronics
works and activities defined under the nature and scope of practice of electronics
engineers in their respective areas of jurisdiction.
2. The Local Government Units and the Interior Sector shall ensure
placement of its personnel under this Act to positions and/or assignments requiring
the services of Professional Electronics Engineers (PECE), Electronics Engineers (ECE)
and Electronics Technicians (ECT) only by registered and licensed PCE, ECE and
ECT. Sec 34 of this Act states xxx Positions in Government Requiring the Services of
Registered and Licensed Professional Electronics Engineers, Electronics Engineers
and Technicians. Within three (3) years from the effectivity of this Act, all existing
and proposed positions in the local and national government, whether career,
permanent, temporary or contractual and primarily requiring the services of
Professional Electronics Engineers, Electronics Engineers or Electronics Technicians
shall accordingly be filled only by registered and licensed Professional Electronics
Engineers, Electronics Engineers or Electronics Technicians xxx.
3. The Local Government Units and the Interior Sector are directed to
cause the assignment of their personnel who are licensed and registered
Professional Electronics Engineers (PECE), Electronics Engineers (ECE) and
Electronics Technicians (ECT) to office, sections, divisions, departments or alike for
effective implementation of its respective e-government projects.
5. The Provincial, City and Municipal Building Officials shall strictly comply
for the processing and application of Electronics Permit for Building and Structures
requiring the imposition of payments pursuant to Para 7, New Schedule of Fees and
Other Charges of the Revised Implementing Rules and Regulations of the National
Building Code of the Philippines.
