1 Introduction

2 Overview
Long-Term Evolution (LTE) is a technology that evolves from Universal Mobile Telecommunications
System (UMTS). LTE is gaining momentum to dominate the mobile communications networks.
During the initial stage of LTE network deployment, it is difficult to provide seamless LTE coverage in the
entire network. To solve this problem, the feature Mobility Between UMTS and LTE (WRFD-020126
Mobility Between UMTS and LTE Phase 1) is introduced.
With this feature, a UE supporting both UMTS and LTE can obtain higher rates in areas covered by both
UMTS and LTE. In addition, the UMTS network can take over LTE UEs in areas where the LTE network
does not provide coverage or the LTE network capacity is not enough. The feature protects investments
on the existing network, and enables smooth network evolution.
In a common initial deployment scenario, an LTE network provides high-rate mobile broadband services
in hotspots, whereas a UMTS network provides low- and medium-rate mobile broadband services and
seamless coverage in wide areas.
RAN12.0 supports:
Cell reselection from UMTS to LTE
Cell reselection from LTE to UMTS (see the LTE Feature Documentation)
PS handover from LTE to UMTS for coverage (see the LTE Feature Documentation)
RAN13.0 supports:
Service-Based PS Service Redirection from UMTS to LTE
Sprioritysearch2
is a threshold for the Ec/No of the serving UMTS cell. If the serving cells Ec/No
measured by the UE minus Qqualmin is not larger than Sprioritysearch2, the UE starts measuring the
signal quality of the LTE frequencies whose absolute priorities are lower than the absolute priority of
the serving UMTS cell. The larger the value of this parameter, the more likely the UEs are to start the
measurements.
For details about Srxlev and Squal, see 3GPP TS 25.304.
If t the criteria in group 2 are fulfilled, the UE performs reselection to a cell working at an LTE frequency
with a lower absolute priority.
If the criteria in neither group are fulfilled, the UE remains on the UMTS network.
If multiple cells fulfill a group of criteria, the UE performs reselection to the cell with the highest absolute
priority. If multiple cells have the highest absolute priority, the UE performs reselection to the cell with the
largest SrxlevnonServingCell value.
5 Engineering Guidelines
5.1 Mobility Between UMTS and LTE Phase 1
5.1.1 When to Use Mobility Between UMTS and LTE Phase 1
This feature is required when UEs move back and forth between UMTS and LTE in a UMTS/LTE
overlapping coverage area.

To turn on the general switch for the UMTS-to-LTE PS redirection, run the following command:
SET UCORRMALGOSWITCH: HoSwitch= HO_LTE_PS_OUT_SWITCH-1
To turn on the switch for the service-based UMTS-to-LTE PS redirection, run the following command:
SET UCORRMALGOSWITCH: HoSwitch= HO_LTE_SERVICE_PS_OUT_SWITCH-1.
Step 3 Set the basic parameters of an LTE cell.
To add an LTE cell and specify its basic information, run the ADD ULTECELL command. The following
is an example:
ADD ULTECELL: LTECellIndex=1, LTECellName="LTECELL1", EUTRANCELLID=100, MCC="460",
MNC="01", TAC=10, CnOpGrpIndex=1, CellPHYID=100, LTEBand=10, LTEArfcn=500,

To modify the LTE cell attributes, run the MOD ULTECELL command. The following is an example:
MOD ULTECELL: LTECellIndex=1, TAC=9;
To remove the LTE cell, run the RMV ULTECELL command. The following is an example:
RMV ULTECELL: LTECellIndex=1;
The key parameters are as follows:
EUTRANCELLID: the LTE cell identity, which uniquely identifies an LTE cell in a PLMN. For macro
base stations, EUTRANCELLID consists of a 20-bit eNodeBID and an 8-bit CellID. For micro base
stations, EUTRANCELLID is a 28-bit eNodeBID. The parameter setting depends on the network
plan.
TAC: the tracing area code of the LTE cell. In principle, eNodeBs within a certain area are managed
by the MME in charge of this area. The tracing area code specified for an LTE cell must be within the
TAC range configured on the MME.
Step 4 Set the parameters of neighboring LTE cells.
To configure a neighboring LTE cell with a cell index of 1 for a UMTS cell whose RNC ID is 1 and
UMTS cell ID is 2, run the following command:
ADD ULTENCELL: RNCId=1, CellId=2, LTECellIndex=1;
To remove a neighboring LTE cell with a cell index of 1 from a UMTS cell whose RNC ID is 1 and
UMTS cell ID is 2, run the following command:
RMV ULTENCELL: RNCId=1, CellId=2, LTECellIndex=1;
Step 5 To set the RNC-level non-coverage-based UMTS-to-LTE redirection measurement parameters,
run the SET UU2LTEHONCOV command. The following is an example:
SET UU2LTEHONCOV: LTEMeasTypOf3C=MeasurementQuantity, U2LTEFilterCoef=D6,
U2LTEMeasTime=30, LTEMeasQuanOf3C=RSRP, Hystfor3C=2, TrigTime3C=D10,
TargetRatThdRSRP=20, TargetRatThdRSRQ=30;
Step 6 Set the cell-level non-coverage-based UMTS-to-LTE redirection measurement parameters.
To add the cell-level non-coverage-based UMTS-to-LTE redirection measurement parameters, run the
ADD UCELLU2LTEHONCOV command. The following is an example:
ADD UCELLU2LTEHONCOV: CellId=1, LTEMeasTypOf3C=MeasurementQuantity,
U2LTEFilterCoef=D6, U2LTEMeasTime=30, LTEMeasQuanOf3C=RSRP, Hystfor3C=2,
