TAGUM WATER DISTRICTS MASTER PLAN


FOR BULK WATER SUPPLY PROJECT
& SOURCE DEVELOPMENT PLAN

I. GENERAL
This technical evaluation presents the Tagum Water Districts Master
Plan for Bulk Water Supply project making used of the selected Hijo River as
source of water supply.
II. PLANNING STAGE
Taking into consideration the target expansion areas and its water
requirement, the TWD master plan will be implemented in two (2) phases
namely: Phase I (to be completed in year 2018) and Phase II (to be completed
in year 2021). Construction period of the Recommended Plan to meet the water
requirement for Phase I will start in 2016 while that for Phase II will start in
2019.
III. BASIC CONSIDERATIONS
1. Service Areas
As of December 2014, TWD serves 13 out of 23 barangays, namely:
Apokon, La Filipina, Magdum Magugpo North, Magugpo East, Magugpo West,
Magugpo South, Magugpo Poblacion, Mankilam, San Miguel, Visayan Village,
Cuambogan and Canocotan.
Phase I of the project will cover 16 barangays adding barangay Madaum,
San Isidro and Pagsabangan.
On the other hand, Phase II of the project will cover the 19 barangays
adding barangays Bincungan, Busaon and Libuganon.
2. Water Sources
a. Present Water Sources
Tagum Water District is presently served by 8 existing deep wells with a
combined output of 32,032 cubic meter per day shows the location of these
deep wells. This is including the newly constructed well near the Tagum City
New City Hall at JV Ayala Avenue, Apokon, with an output of 6,000 cubic meter
per day and made operational last April 27, 2015.
b. Proposed Water Sources
The proposed water sources for TWD is the surface water of Hijo River.

Surface water is proposed to be drawn from Hijo River through a river


intake called the River Bank Filtration (RBF) and will be pumped to the

Treatment plant using a Multi-Barrier approach, which is proposed to be
located in Barangay Magdum. The project proposes to abstract 41,000 cubic
meter per day with a 7 to 8% allowance for treatment and transmission pipeline
losses to produce 38,000 cubic meter per day from Hijo River.

3. Pipeline System

From the RBF the water will be pumped to the treatment plant to the
5,000 cubic meter ground storage tank of the Bulk Water Supply. The water
will be transmitted to the Injection Point at the nearest national highway at
Brgy. Magdum to where the mother meter will be installed. This mother meter
will be the basis of the quantity of water that TWD purchase from the Bulk
Water Supplier.

a. Main Transmission Pipeline


From the Injection Point, a transmission pipeline of 700 mm. diameter
will be constructed by TWD going to the Circumferential Road, Brgy. Mankilam.
(See master plan map and Construction Project 2016 & 2017). The 700 mm.
diameter pipeline will reduce to 500 mm. diameter taking the route from the
Circumferential Road-Davao Provincial Road, Mankilam-Circumferential Road
at Brgy. San Miguel to Daneco Sub-Station, National Highway, Canocotan.
From Daneco Sub-Station of 500 mm. diameter, the pipeline will be reduced to
300 mm. diameter up to Corner National Highway- Madaum. A 250 mm and 200
mm diameter will be laid from Corner National-Highway Madaum to entrance
of Banana Beach Brgy Magdum.

b. Distribution Pipeline
A distribution pipeline will be constructed ranging from 150 mm. diameter
to 50 mm. diameter at the following areas: (see master plan map and
Construction Project 2016 & 2017)

Brgy. Madaum
Brgy. Pagsabangan

The total capacity of TWDs existing storage tanks is 1,558 cubic meters.
An on-going construction of 480 and 400 cubic meters storage tanks located
at Mankilam and La Filipina which are expected to be completed this year.

The proposed project of Bulk Water supply includes the construction of


ground reservoir with 5,000 cubic meter capacity. This is to reinforce the
supply and meet the minimum requirement of pressure to 10 PSI.

5. Pressure Monitoring Area

The entrance of Banana Beach at Brgy. Madaum is the pressure


monitoring area of 10 PSI minimum and 40 PSI maximum.

IV. DEVELOPMENT OF MASTER PLAN DESIGN CRITERIA

1. System Pressure

The minimum pressure to be adopted in the system is 10 PSI, while the


maximum pressure has been set to a range of 40 to 50 PSI to protect the pipes
from bursting due to excessive pressures.

2. Flow Velocity in the Distribution System

The requirement for the velocity of flow in the distribution system was
3m/s maximum at all times while the minimum was set at 0.3 m/s. But to attain
the pressure requirement as per Section IV.1 in our distribution system,
velocity lower than the minimum requirement is allowed.

3. Computer Analysis

A water distribution modelling software (Watergems by Bentley) was


being used to analyze the system. Starting from 2014 as the baseline year, the
simulation was conducted every year up to 2032 incorporating the water
demand and the supply.

4. Project Assumptions/Projections

a. Service Connections

The distribution of service connections per barangay was considered in the


formulation of master plan. Table 2 shows the projected service connections
up to the end of the contract.

Table 3 shows the distribution of projected service connections per barangay.

b. Demand Patterns

The usage of water per service connection is not constant throughout the
day. Figure 1 shows the domestic pattern of residential usage while on Figure
2 shows the commercial pattern used for commercial establishments.

c. Non-Revenue Water

The re requirement for Non-Revenue Water (NRW) was considered and was
added to demand of water in the analysis. Table 4 shows the
projections/assumptions of NRW.

d. Average Consumption
The consumption of water per service connections is assumed to be 24
cubic meter per month having 5 persons per service connection. Considering
the per capita will consumed 160 liters of water per day.

e. Water Supply

After the construction of PS 16, TWD will not consider any addition of
pumping station using ground water as source. From 2014 until the entrance
of Bulk Water Supply, TWD will make used of the exiting pumping station.

When the Bulk Water Supply made operation, TWD will utilize the existing 4
pumping stations in controlled and with scheduled as per hydraulic analysis
recommendations.

Bulk Water Supply scheduled for the first three (3) years a 26,000 cubic
meter per day supply, 32,000 cubic meter per day for another three (3) years
and 38,000 cubic meter per day for the 7th year towards the end of 15 year
contract.

V. DISCUSSION OF HYDRAULIC ANALYSIS

a. 2014-Baseline of the analysis

In 2014, during peak hours (5 am to 12 noon), the system experiencing low


pressure/ no water (See Figure 3). This indicates the shortage of water supply
having a service connections of 28,882 plus an NRW requirement of 35% given
that that the capacity of all the sources of TWD supplies 27,800 cubic meters
per day.

In April 27, 2015, Pumping Station No. 16 (PS 16) made operational. TWD
water system improved in terms of its supply. Simulating the system adding PS
16 supply, Figure 4 shows TWD water system with PS 16.
PS 16 answered the problem of water shortage in 2014 and gave an extra
supply which can cater approximately 4,500 service connections.

b. Scenario 2015

By the addition of 3,000 service connections and the same supply was used
in the analysis, there were areas in the TWD water system beginning to
encounter low pressure/ no water. See Figure 5.

c. Scenario 2016

Another 3,000 service connections added to the system. Simulation


conducted having the addition of water demand scenario in 2016. The TWD
water system was shown in Figure 6.

d. Scenario- Start of Bulk Water Supply

Considering the 26,000 cubic meter per day supply from Bulk Water
Supplier, the simulation was conducted.

The following are the project proposals:

1. A 700 mm. diameter pipeline will be laid from the Bulk Water Supply
source at Magdum up to the Circumferential Road near the Public
Market, Mankilam. See Figure 7.

2. A 500 mm. diameter pipeline will be laid from the end of 700 mm.
diameter pipeline at Circumferential Road near the Public Market,
Mankilam to crossing National Highway fronting Daneco-Substation,
Canocotan. See Figure 8.

3. A 300 mm. diameter pipeline will be laid from Daneco-Substation,
Canocotan to Corner National Highway- Madaum. See Figure 9.

4. A 250 mm. and 200 mm. diameter pipelines will be laid from Corner
Nationa Highway Madaum to entrance of Banana Beach, Madaum.
5. Distribution pipelines will be laid for Canocotan, San Isidro and Madaum.
6. Inter-connections will be conducted connecting the main transmission
pipelines to the existing distribution pipelines of TWD at the following
locations:

Suaybaguio District near the Baga Rice Mill
Near Glorius Memorial Park, La Filipina
Crossing Capitol, Mankilam
