1.0 INTRODUCTION
1.1 Description of NCS Pipeline system

a. The Nam Con Son Pipeline (NCSP) is operating:

The two condensate storage tanks located within the NCSP Terminal at Dinh Co
Baria-Vungtau, Vietnam.
The approx. 9km, 26 onshore gas/condensate pipeline from the Long hai
landfall, Baria-Vungtau, to the NCSP Terminal.

The approx. 29km, 30 onshore gas pipeline from the NCSP Terminal to the
Gas Distribution Center (GDC), being operated by PetroVietnam Gas
Company (PV Gas), at Phumy Baria-Vungtau.

The approx. 0.8km, 6 NCSP condensate pipeline from the NCSP Terminal
to the Gas Processing Plant (GPP), being operated by PV Gas, at Dinh Co
Baria-Vungtau.

The cathodic protection systems have been designed to provide external


corrosion control to these structures. The pipelines run parallel in a common
pipeline corridor that basically begins at the Long hai landfall to the Phu My GDC.

b. CP system description

The cathodic protection systems used to protect the pipelines and tank bottoms
are the impressed current systems.

- The bottoms of the two condensate storage tanks T3005 & T3006 were
protected by the two cathodic protection systems: CP System No. 3 & 4. CP
systems No 3 & 4 are identical with each system rated at 36V / 8A output.
These are located within the Nam Con Son Terminal.

- CP system No.3 & 4 are using to protect two Tanks T3005 and T3006 consist
of:

+ Two test stations located both sides of the tank.


+ One Junction box
+ Anode groundbeds are MMO ribbon anodes.
+ Using 5 reference electrodes (Cu-CuSO4).
+ Test station No.1 connected with three references No. 1, 2, 5 and Test
station 2 connected with two reference No. 3, 4.

The pipelines are protected by the two but integrated cathodic protection systems
as follows:

- CP system No. 1 consists of 145V / 48A transformer rectifier unit that energize
a surface anode groundbed consisting of 32 MMO anodes, 2 resistor control
boxes to control the CP current to the 26, 30, 6 NCSP, 2 x 16 and 3 x 6
pipelines. This system is located within the NCSP Terminal.

+ There are two resistor boxes. Resistor box NDB-8801-01 located in


Dinh Co GPP controlled the CP current of the 16 LH, 16&17 BR, 3x6
TV.
+ Resistor box NDB-8801-02 located in NCS terminal controlled the CP
current of the 26 LH NCS and 30 NCS Phy My GDC and 6 NCSP.
- CP system No.2 consists of 100A / 45V transformer rectifier unit that energize
a anode groundbed consisting of 50 anodes, 1 resistor control box NDB8802
to control the CP current to the 30, 17 and 3 x 6 pipelines. This system is
located at Phuoc Hoa Station.

- The test stations along pipeline consist of the 34 NCSP test stations installed
with coupons at interval of approx. 2km and the 31 PV Gas test stations
installed without coupons.

+ 26 pipeline has 6 test stations


+ 30 pipeline has 22 test stations
+ 6 pipeline has 5 test stations
- The pipelines consist of 6 MIJs and 1 resistor bonding box:

- To improve performance of the CP System at inlet and outlet of NSCP Dinh


Co terminal and Phu My GDC, the sacrificial anodes were installed in 2014 as
follows:

+ 05 nos Magnegium anodes in 26 inch Inlet NCSP Dinh Co terminal at


existing TP7.
+ 05 nos Magnegium anodes in 30 inch Outlet NCSP Dinh Co terminal
at existing TP8.
+ 03 nos Magnegium anodes in 30 inch Phu My GDC at existing TP29.
- In order to improve performance of the CP for the PVGas 17 pipeline at Phu
My GDC, an impressed current CP system was installed within the PVGas Phu
My GDC in Oct 2015, and consist of:

+ 50V/ 30A transformer rectifier unit using the digital controller.


+ 05 MMO tubular deep anode groundbeds installed 130m depth and the
anode lead wires are led to a junction box above ground.
1.2 External Corrosion Mitigation of Steel Piles

The rate of corrosion of clean bare steel specimens totally immersed in


sea water varies very little with temperature or salinity and is reasonably
constant throughout the world, being about 0.005 in. per year. The practical rate
of corrosion attack on steel in sea water is locally much higher and
can be attributed to a series of accelerated influences. Steel corrodes in sea
water into ferrousions and these are further oxidized to ferric ions with the
formation of rust which covers the whole steel surface and limits the rate of
corrosion

Therefore, the primary importance is to have design specialist tasks with purpose
built barriers against corrosion to minimize these possibilities: Unscheduled
shutdowns, high maintenance, production interruptions, troubleshooting piping
leaks per say thereby the plant operates on continuous mode over the design life
cycle of the structures.

Furthermore, it has to be designed against more complex forms of corrosion in a


plant design such as Stray current or Interference from most of materials
such as mild steel, stainless steel, steel reinforced concrete and other
appurtenances.

This first method involves coating or painting of the steel surface to seal out the
aggressive environment. The paint should be of an impermeable type which has
to coat the entire surface area. A dependable 1st Barrier: Immersion Coating
painted onto well prepared steel.

The second method using an electrochemical method, cathodic protection using


galvanic anodes or impressed current to polarize it against metal ion loss in an

electrolyte. With this technique operating continuously, the submerged steel lasts
indefinitely. The proven 2nd Barrier: Cathodic Protection installed to check against
any pinhole or damaged coated steel. This is also applicable in areas where bare
steel is used.

2.0 PROTECTION CRITERIA

Audit Surveys and Design of the Corrosion Protection System, workmanship,


equipment and materials used shall comply with the requirements of the project
specifications, Owners requirements, NACE Standards and any other
Authority having jurisdiction over this system.

Methodology

2.1 Protection Criteria

This potential is measured relative to a saturated copper/copper sulphate


reference electrode. The cathodic protection system shall permanently
modify the electrochemical free potential of the entire protected surface of
the pipeline in the negative direction.
Three primary criteria for cathodic protection of underground or submerged
steel or cast iron structures are listed in Section 6.0 of NACE standard
SP0169-2007 as follows:

-850 mV (Cu/CuSO4 reference electrode) On Potential.


-850 mV (Cu/CuSO4 reference electrode) Instant Off Potential.
A minimum of 100 mV of cathodic polarization.

To avoid detrimental effects on the applied coating by cathodic disbanding


or hydrogen induced stress cracking on steel, the potential shall not be too
negative. This overprotection potential may vary from -1.2 V vs Cu/CuSO4
for low carbon steel pipe in aerated soils to -1.0 V vs Cu/CuSO4 for a high
strength steel pipe.

These values of potential have to be measured as close as possible from


the true values, correcting the error due to the ohmic drop in the soil.

3.0 METHOD STATEMENT

In the case of buried pipelines installed for operations over its design life, where
protective coatings are the primary barrier against corrosion, periodic inspection
is required to confirm that it has not deteriorated due to mechanical stress and
ageing. This inspection requirement is relaxed if a cathodic protection (CP) system
is installed to prevent localized, general and stray current corrosion at coating
defects or holidays which relates to external corrosion phenomena.

The assessment method utilized for the buried pipelines for NCSP comprises of
non destructive, non intrusive inspection method using the latest technology in
Direct

Current Voltage Gradient (DCVG), Close Interval Potential Survey (CIPS),


Pipeline Current Mapper (PCM), On-Off Pipeline Potential techniques and
Digital Global Positioning Survey.

This shall be in-line with the NACE Standard SP0502-2010: Pipeline External
Corrosion Direct Assessment Methodology and Benchmarking of operating
pipelines.

CIPS and DCVG shall be performed concurrently with Pipeline route mapping to
identify and quantify coating defect location and severity along the pipeline route.

Achieving the correct level of protection:

To confirm that the protection criteria is attained, pipe to soil potentials are
measured at every test point along the pipeline using a high input impedance
voltmeter in conjunction with a copper-copper sulphate reference electrode (CSE).
The yardstick is that the pipe potential shall be - 0.850 volt or more as measured
with respect to a saturated copper/copper sulfate (CSE) reference electrode. This
is measured when the CP system is operating. Pipe potentials can be measured
using test facility such as pipe risers, flanges and test points.

3.1 Pipe to Soil Potential Survey

Pipe to soil potential survey shall be performed at all designated Test Point
and pipe riser at each plant / metering station. Prior to check the structure
potential, current interrupter shall be installed at all respective TRU to obtain
the TRU OFF potential. When and where available, coupon OFF
potential shall be measured at all related Test Point.

No. 22016 are located at a few stations.

3.3 Insulating Flange Check

Insulating Flange (IF) or Monolithic Isolation Joint (MIJ) are normally


installed between aboveground or underground pipeline section to
electrically isolate the pipeline and to block CP current from flowing to
foreign structures that are not part of the CP system.

3.4 Direct Current Voltage Gradient (DCVG)

DCVG is a method for detecting cathodic protection current pickup at


coating holidays. The DCVG system consists of an analog strap-on
voltmeter, connection cables, and two probes with electrodes filled with
water. This technique is accomplished by installing a current interrupter in
an existing rectifier unit or by using a temporary CP system. The interrupter
is installed in series in either leg of the DC output of the rectifier or by
installing it in the AC circuit. The data collecting space interval should not
greater than 2m.

3.5 Close Interval Potential Survey (CIPS)

In a close interval potential survey (CIPS), the structure-to-electrolyte


potential data are collected at close spacing interval should not greater than
2m. This is usually done by carrying a voltmeter or datalogger and a wire-
dispensing device. Some wire dispensing devices are equipped with
distance measuring capability so that the technician knows where they are
when the data is entered into the data logger. Others simply use a
measuring chain or calibrated rope and station the pipeline using the
companys pipeline as-built information. A close interval potential survey
can be completed on both cathodically protected and non-cathodically
protected structures.

3.6 Pipeline Current Mapper (PCM)


PCM is an electromagnetic inspection tool. PCM is performed by injecting a near
DC alternating current into the target buried pipeline and monitor the current
distribution along the pipeline route through its state of the art magnetometer
technology, by plotting the current distribution profile, the possible location that
cause huge current leaking which possibly due to short to other structure or may
due to coating defect can be identified. Another advantage of PCM is, because of
its near DC current properties, if the transmitter is installed at the existing CP
system ground bed, the PCM current has ability to mimicking the actual DC current
distribution from the existing CP system; thus will able to identify the cause of
insufficient CP protection if occur. However, one major setback of PCM in
identifying possible coating defect as compared to DCVG technique is this PCM
method is NOT ABLE to quantify the anomalies to acceptable standard yet.
