ACCESS TO INFORMATION ACT DOCUMENTS ON


REJECTED LOADS IN JUNE, 2015

The following documents, obtained by an Access to Information request for all paperwork of
rejected loads of slaughter horses originating in the United States from June 8-20, 2015, reveal
five were refused at Canada/USA border entry points during this twelve day time period.

As has been the case for previous requests, portions of the information have been exempted
with sections 17, l9(l), 20(1)(c) of the Access to Information Act cited.

Trailer #1

On June 12, 2015 a trailer load of horses consigned by Florence Packing Co. Ltd., Stanwood
WA to Bouvry Exports, Fort Macleod, AB was refused at Kingsgate, British Columbia. The
inspectors comments in the non-compliance report indicate one horse suffering from a nasal
discharge, red and swollen eyes with crusty discharge from both and a temperature of 39.5
degrees Celsius. A second horse was noted to have a nasal discharge and fever of 38.5
degrees C.; another appeared ill with a swollen right eye and dry discharge. The load was
refused based on non-compliance of Health of Animals Regulation 138 (2)(a):

138 (2) Subject to subsection (3), no person shall load or cause to be loaded on any railway car, motor
vehicle, aircraft or vessel and no one shall transport or cause to be transported an animal

(a) that by reason of infirmity, illness, injury, fatigue or any other cause cannot be transported without undue
suffering during the expected journey

On June 19, 2015 a trailer load of horses consigned by Rotz Livestock, Shippensburg, PA to Viande
Richelieu, Masseuville QC was refused at the Saint-Bernard de Lacolle, QC port of entry. The load was
rejected based on non-compliance of Health of Animals Regulation 138 (2)(a). The inspector's
comments on the Notice to Remove form indicate a horse with respiratory difficulties, noisy respiration
and massive purulent nasal discharge from both nostrils.

The Owner/Shipper Certificate Fitness to Travel to a Slaughter Facility VS Form 10-13 indicates the
horses were loaded on the conveyance in Shippensburg, PA at 6 p.m. on June 17, 2015. The Canadian
Food Inspection Agency notified APHIS (the United States Department of Agricultures Animal and Plant
Health Inspection Service) the load was refused and returned to the US at 9:30 on June 19, 2015.

On June 19, 2015 a trailer load of horses consigned by Bouvry Exports to Bouvry Exports, Fort Macleod,
AB was refused at the Coutts, AB port of entry. The reason stated for the refusal was a horse having an
"open facial laceration over left eye".

On June 19, 2015 a trailer containing horses consigned by Bouvry Exports to Bouvry Exports, Fort
Macleod, AB was refused entry at the Coutts, Alberta border crossing.

The reason stated for the refusal was a horse having symptoms of a URTI (Upper Respiratory Tract
Infection).

On June 17, 2015 a trailer containing horses consigned by Kurtenbach Livestock, Lawler, Iowa
to Les Viandes De La Petite Nation, St-Andr-Avellin, QC was refused entry to Canada at
Sarnia (Point Edward), Ontario due to a non-ambulatory horse on the trailer.

According to the USDA Fitness to Travel form (VS 10-13), the horses were loaded on the
conveyance on June 15, 2015 at 10 a.m. in Lawler, Iowa. It is unknown how long this horse
was down.

Although information of the horses' descriptions was removed from the Access to Information
documents, these details were obtained by a subsequent request under the United States
Freedom of Information Act. This included the tag number of each horse, but, since these were
removed from the ATI documents, we are unable to determine the identity of the horse who was
down.

Eighteen females and fourteen neutered males comprised this load of 32 horses who ranged in
age from two to twenty-two years. The majority were identified as Standardbred (10), followed
by Quarter Horse (9), Paint (5), Tennessee Walking Horse (4), Draft Cross (3) and one
Appaloosa.
