Title of the Bill: Human Trafficking Detection Act

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) Sex traffickers use violence, threats, and lies to lure adults and children into
4 commercial sex acts against their will.
5 2) Victims of sex trafficking can be the following: U.S. citizens, foreign nationals,
6 women, men, children, and LGBTQ individuals.
7 3) There is an estimated 4.5 million people trapped in human trafficking,
8 specifically in the sexual exploitation category, alone.
9 4) The U.S. State Department states that each year, 600,000 to 800,000
10 people are trafficked across borders.
11 5) Each year, an estimated 300,000 U.S citizen under the age of 18 are tricked
12 into commercial sex trades.
13 6) In the year 2017, 4,460 human trafficking cases were reported.
14 7) According to UNICEF, 2 million children are subjected to prostitution in the
15 global commercial sex trade.
16 8) Human Trafficking will surpass the illegal sale of drugs in the next few years.
17 9) The average cost of one person in the trafficking system is a mere $90.
18 10) Trafficking primarily includes involuntary sexual acts and the exploitation of it
19 to create pornography, involuntary servitude for laborious and other reasons,
20 and prostitution.
21 11) The average age of a sex trafficked teen is 12-14 years of age.
22 12) Trafficking businesses generate an estimated $32 billion each year.

24 SECTION 2: Purpose
25 The purpose of this bill is to implement the Department of Homeland Security with a
26 program which will train the personnel to effectively detect, determine, and stop
27 human trafficking. This bill will ensure that the personnel will stay up to date with
28 current information regarding the detection on human trafficking and missing
29 persons in order to serve justice and preserve the rights of all people.

31 SECTION 3: General Provisions
32 Each year, all personnel will be trained in-class or with virtual learning, they will be
33 required to finish the Trafficking Detection Act and will have to pass a
34 post-training evaluation. The program will include courses which teach methods
35 for identifying suspected victims and perpetrators of trafficking, for approaching
36 said suspect in appropriate manners to not alert a perpetrator or scare the victim,
37 training for specific locations and environments, and an up to date release of
38 information given to the trainees.
39 The funding for this program will be provided by the Secretary of Homeland Security.
40 The program will be assessed each year by the Secretary of DHS to ensure that it is
41 constant and up to date with information and is being thoroughly and effective in
42 the courses. The personnel in the program, or who have taken the program,
43 must file an annual report of the overall effectiveness of the program and of
44 things (if needed) which are to be changed or added by looking at the programs
45 effectiveness in field action.

47 SECTION 4: Definitions
48 Human Trafficking: The action or practice of illegally transporting people from one
49 country or area to another, typically for the purposes of forced labor or
50 commercial sexual exploitation.
51 UNICEF: Stands for United Nations Childrens Fund, it provides humanitarian and
52 developmental assistance to children and mothers in developing countries.
53 Personnel: people employed in an organization or engaged in an organized
54 undertaking.
