Thesis Statement

In order to decrease the high rate of police brutality towards African-Americans in the
United States, the racial discrimination, the chaotic management system of police, and the
proliferation of firearms should be focused on.

Detailed Outline

I. Introduction

A. the police brutality for Black Americans is increasingly

more serious social problem in America

1. In April 2017, an unarmed black teenage was killed by a

white police officer when he just left a party. The only

reason the police shot him is that the police suspected

him to be under-age drinking.Jamiel Lynch and Darran

Simon

2. A research by the U.S. Department of Jus- tice shows that the white
officer killed the unarmed African American at the rate of approximate two

per week since 2005 to 2012. (Curry, George E, 2)

B. Thesis Statement:

Decreasing the police brutality towards Africa-American is of great

important in whole society.

II. Racial Discrimination is one of the most important factors

that leads to the brutality of police officer for Blacks in

America.

A. From the perspective of racial discrimination towards

Africa-American, there is some reason that relate to the

America history.

1. Due to the fact that the Africa- Americans were as slave

in American history, the Blacks have a lower social

status.

In 1956, Los Angeles African American were prohibited

from the high-pay jobs, affordable housing, and other

welfare the white residents could obtained. Since the

Blacks had been oppressed and exploited for a long

B. The higher crime rate of Black Americans leads to the

police officers have a worse stereotype

1. The poverty and starvation causes some of Black

America to commit a crime in order to supplying to

their life.

a. Some research emphasizes that the distinct high

crime rate of black people seems to be a

reflection of remarkably high level of poverty in

their living area. (Sampson and Wilson, 1995)

Through the graph, the median household income of

the
Blacks was still the lowest one in the several

races.

c. The concept of Negrophobia that the white people

have a kind of fear for Africa-American was the

presence in the society, which is racial basis.

The stereotype results in whites shooting or

harming Blacks in America. (Chaney, Cassandra and

Ray Robertson, 482)

III. Although the racial discrimination of the police towards the

Blacks leads to the violent law enforcement, the chaotic

management system of police indeed intensifies the conflict.

A. According to the reports by the National Police

Misconduct Statistics and Reporting Project, it recorded

that there were 4861 cases of police misconduct in 2010.

( Packman2011)

1. The police Misconduct is minimal punishment

Some statistics shows that 99.9 percent of police

misconduct were not investigated.( Weitzer, 3)

2. The police system doesnt have enough training for the

fresh police officer, which leads to the misconduct that


the police couldnt make a correct judgment to confront

the emergency.

According to Bureau of Justice Statistics, being a

country police only required a training of approximate

630 hours. However, completing a program for being a

firefighter needs to take 2 to 5 years. ( Reaves1)

3. The unequal test recruit damages the confidence of

civilize for the police officer

a. the police dont have high education

b. people who have an army background easily pass the

test to become the police officer.

IV. the proliferation of firearms

1. The proliferation of firearm leads to increase the crime

rate.

2. Some police officers actively use the firearm to protect

the resident and themselves in order to avoid the harm

V. There are some strategies that solve these issues in order to

decrease the high rate of the police brutality towards Africa-

American.

A. Eliminating the racial discrimination benefits to decrease


the violence law enforcement of police.

1. Offering much more training program for unemployment of

Blacks in America helps them to get rid of poverty,

which will decrease the crime rate of Africa-American

and change the worse stereotype.

VI. Conclusion

1. The consciousness of racial discrimination should be changed in

the whole society.

2. The government should implement the reform about the police

management system

3. The government should offer more training opportunities for

Black American in order to improve employment chances.

Introduction

There is no doubt that most people have the stereotype about modern America is

freedom and equality. However, there are some ethnic minorities that actually suffer the

unequal treatment and violent law-enforcement in their life. For example, in April 2017,

an unarmed black teenager was killed by a white police officer when he just left a party.

The only reason the police shot him is that the police suspected him to be under-age

drinking. Jamiel Lynch and Darran Simon 2017 Moreover, the similar example

frequently happened in modern America society. The police brutality is increasingly the

more serious social problem, especially for Black Americans. According to research by the

U.S. Department of Jus- tice, it shows that the white officer killed the unarmed African

American at the rate of approximately two per week since 2005 to 2012. (Curry, George E,
2) The consequence of violent law enforcement is that society becomes more divided.

Therefore, decreasing the police brutality towards Africa-American is of great importance

in a whole nation.

Body paragraph

Racial Discrimination is one of the most critical factors that lead to

the brutality of the police officer for Blacks in America. Racial

discrimination often forms social behavior, brief, political system

towards different races in the society. Due to this consciousness,

members of various races were ranked as inherently superior or

inferior to each other and treated differently. From the perspective

of racial discrimination towards Africa-American, there is some

reason that relates to the America history. Due to the fact that the

Africa- Americans were as the slave in American history, the Blacks

have a lower social status. In 1956, Los Angeles African American

were prohibited from the high-pay jobs, affordable housing, and

other welfare the white residents could obtain. The Blacks had been

oppressed and exploited for a long time. Watts riots happened and
soon spread the whole city when a white police officer was violence

law enforcement against Africa-American. (King 2011)In the period,

the whites dominated a large amount of the countrys wealth. On the

opposite, most of the Blacks sold as the slave was put at the bottom

of society and experienced the most miserable life. Since the

Africa-American chronically suffered the racial discrimination that

was from the whole society such as white police, they couldnt have

endured this kind of violence, which resulted in the riot. Through

the unfair treatment towards the Blacks, the basis existed in the

whole society, especially the white people. However, people werent

aware of the harms of racial discrimination that made the society to

be more divided through the riot. Moreover, until now a majority of

people still have a worse stereotype about Africa-American even get

large worsened, for instance, the racial discrimination of the white

police.
