PRIORITY SCALE DETERMINATION ON REHABILITATION

AND THE ENHANCEMENT OF IRRIGATION NETWORK/SWAMP

IN THE IRRIGATION AREA/SWAMP OF BENGKAYANG REGENCY

Abstract

The development and management of irrigation system to achieve the nationals irrigation

rehabilitation goal of 3 million ha and irrigation construction of 1 million ha in supporting the fulfilment of

food sovereignty is one of the programs that is held by government to actualize sustainable use of water

resources for prosperity of the people as mandated in Law No. 11 of 1974 on irrigation.

In the authority of Bengkayang Regency itself consists of 71 irrigation area with the total of 10.945

ha and 6 swamp irrigation area with total of 873,13 ha. Based on the data of Bengkayang Regencys Public

Works Service, the regency government has allocated funds of Rp. 6.328.370.000 for Rehabilitation and

Development of irrigation network. With moderately damaged condition of irrigation network which

affecting in the extent of the area handled encounter heavy damage of 1.136 ha, moderate damage of

1.422.85 ha, light damage of 218.90 ha and good condition of 8.167,25 ha. Beside that land conversion is

one of the reason why the potential planting area is decreasing. In financing the Rehabilitation and

Improvement of Irrigation Network for 2015 amounting to Rp.6,328,370,000, the allocation of funds

provided in 2015 only ranges from 16 percent of the total cost required to handle all irrigation networks

falling into the faulty category fulfilling the necessary determination in priority scale on rehabilitation and

network enhancement activities.
