Counter Draft Resolution for Model United Nations

Topic: On Terrorists Human Rights

The General Assembly,

Deeply concerned by the growing strength of terrorist groups that pose as a serious threat to

all nations, its citizens including children,

Alarmed by the exploitation of children by the terrorist groups and indoctrinating them to

take part in terror attacks, in particular as suicide bombers,

Deeply disturbed that terrorist recruitment can be easily done through internet1, and that

anyone can be encouraged to join,

Acknowledging United Nations’ commitment to preserve freedom, justice and peace in the

world, and to maintain the friendly relations between nations2,

Emphasizing United Nations’ strong commitment to combat all manifestations of terrorism in

accordance with the Principles of International Law and the Charter of United Nations, with

recognition of the human rights of all individuals,

Expresses hope for all states to consider that capital punishment in any forms will not solve

the roots of terrorism but rather it will only stimulate terrorism,

Recalling the draft resolution presented by Brazil, Ireland, Philippines, Singapore and South

Africa on terrorist human rights on November, 2017,

1. Adopts its resolution on providing a new definition of who should be considered a

terrorist;

2. Considers its resolution on the amendment of Article 23 of the The Universal Declaration

of Human Rights that terrorist have neither nationality nor citizenship;

Article 2 of UDHR states that “ Everyone is entitled to all the rights and freedoms set forth
in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion,
political or other opinion, national or social origin, property, birth or other status. Furthermore,
no distinction shall be made on the basis of the political, jurisdictional or international status of
the country or territory to which a person belongs, whether it be independent, trust, non-self-
governing or under any other limitation of sovereignty.”
3. Strongly encourages its resolution on the surrender of advocates of cyber terrorism to

International Criminal Court with lifetime imprisonment if proven guilty;

4. Reiterating its recommendation to amend the Articles 9, 13, and 14 4 to prevent any

presumed terrorist from evading the rule of law;

5. Strongly condemns its resolution to provide any form support to the relatives and family

of the terrorist, guilty or presumed guilty, aside from the rights that they are currently

entitled;

Urges the Internet Industry to cooperate with international organizations in responding to

the alarming cyber terrorism acts and preventing terrorist groups from recruiting through the

Internet by means of;

1. Creating partnerships with the domestic government and international organizations to

improve security measures and policies,

2. Educating the society, Internet users in particular, through the dissemination of

information,

“Article 9. No one shall be subjected to arbitrary arrest, detention or exile.
Article 13. 1) Everyone has the right to freedom of movement and residence within the
borders of each state.2) Everyone has the right to leave any country, including his own, and to
return to his country.
Article 14. 1) Everyone has the right to seek and to enjoy in other countries asylum from
persecution. 2) This right may not be invoked in the case of prosecutions genuinely arising from
non-political crimes or from acts contrary to the purposes and principles of the United Nation.s”
