THE FOREWORD
A. Background

Journal review report is a report that aims to find out the contents of the journal, but
rather focuses on the advantages and disadvantages of the journal, what is interesting from the
journal and how the contents of the journal can affect our way of thinking and increase our
understanding of a particular field of study. So the journal review report is a process done to
find the advantages and weaknesses of the journal.

This journal will summarize and see what are the advantages and disadvantages of each
journal contents It is expected that with this journal review report, students can add to the
understanding of this material and be able to think more critically and systematically.

B.Problem Formulation

Based on the explanation from the background, the author limits the material we will
criticize, among others:

C.The Critical Purpose

The purpose of this review is to know the advantages and disadvantages of the contents of

THE PRELIMINARY

The growing importance of English for the various circles at this time, both for
professionals, politicians, academics and students is no exception for students. In practice the
organization of daily teaching, tests are generally associated with efforts to obtain information
about the improvement of students' skills as a result of teaching, so the test can be interpreted as
a tool used to determine whether or not achieved a standard of competence that has been
determined in a lesson. The success of a student's learning process in terms of teaching and
learning in the classroom can be seen from the extent to which the mastery of competencies that
have been mastered by all students in the class. The existence of individual differences would
determine the success or failure of each individual in carrying out tasks and obligations in the
form of learning tasks. Given these individual differences it is necessary to create tools to
measure the state of the individual. And the measuring device is called a test.
Language tests and language teaching are two closely related activities. So this
language test is designed and implemented to obtain information on matters relating to the
effectiveness of language teaching. Therefore I want to review the journal: Toefl, Ielts Or Toeic
The Right Instrument To Measure Ability Of English Students State Polytechnic of Samarinda,
because this journal discusses how and what kind of test is suitable for measuring the language
skills in the Polytechnic University of SAMARINDA.

a.Abstrak
TOEFL is widely used in various different education institutions in Indonesia to measure
the students’ English Language proficiency whether it is in university, Institute, academy or
Polytechnic, not to mention, Samarinda State Polytechnic. This writing is aimed at reviewing
the use of TOEFL in measuring the English proficiency students of Samarinda State
Polytechnic. It is indicated that The use of TOEFL in Samarinda State Polytechnic is not
appropriate because the orientation of this institution is vocational not academic. TOEIC is
indicated more appropriate and relevant to Polytechnic students. Therefore it is highly
recommended that TOEIC will be used in measuring the English Language Proficiency of
Samarinda State Polytechnic students. Key Word: IELTS, TOEFL,TOEIC, measuring the
English proficiency.
b. Preliminary
As a TOEFL English proficiency test (Test of English as a Foreign Language) no doubt
the validity and reliability (validity and reliability), because in terms of process making the test
through a series of validity and reliability tests with a strict. With a multiple choice objective
test model (multiple choice) the test is easy to use for who wants to use it. In contrast to the
TOEFL, IELTS (International English Language Test System) as a test instrument for English
proficiency has little difference. IELTS has a subjective test, in the Listening and readingnya
section. While this test is also a part of writing and also speaking of course when viewed from
the form is a subjective test model that leverages the ability to write and speak English. While

TOEIC (Test of English for International Communication) which form similar test dengnan
TOEFL with content suitable for English learners who work dilingkunngan international.
Unlike the TOEFL, the content of the material focuses on academics.
Like some other universities in Indonesia that require students to have certain TOEFL
scores either as a requirement for the exam or to take izasahnya, State Polytechnic Samarinda
requires that graduate students have English proficiency with a TOEFL score of 400 with an
average target of 450.
The formulation of the problem in this writing is whether TOEFL is relevant as a test tool
to measure the ability of State Polytechnic students of Samarinda and if not what alternative
tests are in accordance with the characteristics of the State Polytechnic of Samarinda?

2. To find out how far TOEFL relavan is applied as a measure of English proficiency test at
State Polytechnic of Samarinda.
3. To evaluate whether the relevant TOEFL is applied as a test of English proficiency at the
State Polytechnic of Samarinda.
4. To provide an alternative English language proficiency test that is more suitable for
Samarinda State Polytechnic students. This paper is expected to provide input for
Polytechnics in policy making related to the measurement of English proficiency so that
the tests provided are relevant to the system and orientation of the Samarinda State
Polytechnic education.
c. The Contents
1. Toefl, Ielts And Toeic As English Profisiency Tests
a. TOEFL
Type or model toefl itself there are several, among others: Paper and Pencil Based toefl,
which is the first type of test. In this type of toefl there are three sections: Listening
Comprehension, Structure and wrtten expression and reading comprehension coupled with
writing with separate values from the three sctions. Computer Based Toefl (CBT) is a Toefl that
the media to deliver toeflnya test using a computer. In this toefl, section toefl in the test is
Listening Comprehension, Structure and written expression, reading comprehension and
writing. The latest Toefl type is Internet Based Toefl (IBT) which measures a person's English
skills with internet media. What skills are measured are listening, reading, speaking and writing
skills. Range from band score toefl from 310 up to 667. With varying competence level from
Elementary Level to advanced.

b. IELTS
International English Language Test System (IELTS) is an English proficiency test that
measures listening comprehension, reading comprehension, writing ability and speaking skills.
There are two versions of IELTS, namely: academic version and General training version, the
first intended for those who want to go to universities or professionals who want to study and
practice in an English-speaking country. The second is for those who want non-academic
training or to gain experience or to immigrate in English Speaking Country.IELTS band score
from 1 to 9, from non-user to expert user.

c. TOEIC

The test of English for International Communication (TOEIC) is an English proficiency


test designed to measure the skills of a person's English skills working in an international
environment. There are two test sections in this test that are listening comprehension and
reading comprehension are divided into seven parts, namely: for listening comprehension part I:
Picture, part II: Question - response, part III: Short Conversation, part IV: Short-talk, while for
reading is part V: incomplete Sentences, section VI: Error Recognition and part VII: Reading
Comprehension. For the two sections the range score for TOEIC is 10 to 990.

2. Toefl In Samarinda State Politechnician

So far, the implementation of TOEFL in State Polytechnic of Samarinda is done by


Language Center unit which gives test to the students who will pass. The test is given in
semester V for DIII and VII students on DIV students. If the student who took the test has not
been able to achieve the required value then given three times the opportunity to get the value of
400. If still not yet able to mencapainnya, then given a certificate that the relevant has followed
three tests but has not reached the required value. In order to improve the competence of
English students to meet the standards required by company companies that require things then
the State Polytechnic Samarinda target as a quality target of this institution that the average
TOEFL State Polytechnic students samarinda is 450.

3. Toeic As An Alternative English Proficiency Test In Politechnical Countries Samarinda

TOEFL is in use in some institutions in Indonesia both at universities, institutes, high


schools and polytechnics as a measure of the ability of English students. However, when viewed
from the orientation, approaches and educational objectives of the Vocational Polytechnic and
emphasize the world of work especially in formal companies, then as an instrument to measure
the proficiency of the English Language of its students, it is more appropriate if TOEIC as a
measuring instrument. Why is that? When viewed from the content of the test in TOEIC, then
this test contains more aspects of aspects related to the world of work, both for section listening
and reading.

B.Review of journal
a.Advantages

Explains in detail the benefits of TOEFL, TOIEC and IELTS. And explain the difference
toefl, toiec and eiilt in detail. The journal also explains the benefits of toefl, toiec and eiilt in the
workplace so that which of the three are more relevant are used in tests for university polycline
students at SAMARINDA.

b. Weakness

If you look at this journal is very good. But every human work must have a weakness. In
this journal reviwer did not find how the research techniques conducted writers so that he could
declare that TOIEC is the right test for polytechnic students.

the results of his research is too simple, meaning only directly conclude that the toiec is
the right test for polytechnic students SAMARINDA

CONCLUSIONS AND RECOMMENDATIONS

a. Conclusion

TOEFL as a test tool for measuring English proficiency is more common used in various
institutions in Indonesia, especially in college, because this type of test easy to correct and
relevant to the college-oriented academic path. For Polytechnic contex, TOEFL as a means of
measuring students' English proficiency test is not an appropriate choice because of its
vocational orientation, which should choose TOIEC as an instrument to measure the English
proficiency of its students.

b. Recomendation

Realizing that the author is still far from perfect words and the lack of resources owned
by the author, the authors will always receive criticism and constructive suggestions to make
this book a better book. For suggestions may contain criticism or suggestion of writing can also
to respond to the conclusions of the critical discussion of the book that has been described.
