The Durrat Al Bahrain development offers a world-class residential,
leisure and tourist destination. When complete the development will
have a population of over 60,000 with a potable demand of up to
27Mld and a total irrigation and cooling water demand of about 30Mld.

Atkins was commissioned on a major project for the comprehensive


masterplanning, design and project management. Our water team
worked on the design of the potable and irrigation water supply,
wastewater collection and water treatment infrastructure and a
seawater desalination facility to be located in the utilities area of the
island from which irrigation water will be pumped to the whole resort.

The university required a temporary desalination and potabilisation
plant that was capable of providing approximately 6,000m3/day of
water. The source water for the treatment plant was sea water.

Atkins was asked to perform a feasibility study for this plant and
an environmental impact assessment (EIA) which looked at the
effect of the desalination plant on the surroundings, particularly
on the sea water intake.

On completion of the feasibility study and EIA, Atkins prepared


the specification documentation required for the tender process.

Abu Dhabi Masterplan, UAE
Atkins was responsible for the comprehensive regional development
plan for the Emirate of Abu Dhabi. The commission included a
regional and town planning study for 20 years.

Sewerage and sewage treatment was limited to Abu Dhabi city and
Al Ain, with plans required for expansion of the system into rural
settlements.

Atkins’ input on this project included the appraisal of spare capacity


in the existing systems and the need for future water supply,
sewerage and sewage treatment, surface water discharge and solid
waste disposal systems.

Master directive plans were prepared for the more strategic


settlements, including cost-effectiveness appraisals of a number of
options and a mapped recommendation.

It was also our responsibility to liaise between these expansion plans


and the town planning departments of settlement communities.

Ajman Wastewater BOOT Technical & Revenue Due Diligence, UAE


A BOOT (Build, Own, Operate and Transfer) concession was awarded
by the Government of Ajman for the construction and operation of a
wastewater collection and treatment system for up to 300,000 people in
the Emirate of Ajman. The concession is for a 27.5 year period.

Atkins was appointed to carry out an independent revenue and technical


due diligence review of the concession for the group of potential lenders,
consisting of international and UAE banks. The principle objective of the
appointment was to advise on any aspect that may endanger the lenders’
position.

The assignment involves the review of the concession agreement,


the EPC contract and the O&M contract to assess that risk is properly
assigned to each party, review of projected revenue estimates and
review of the technical aspects of the scheme.

Construction of the scheme commenced in February 2003 and we


continue to be retained by the lenders providing construction monitoring,
certification and reporting services.

Our appointment also involved semi-annual reporting on the operation and


performance of the system during the operational phase of the project.

Yenkit Tourism Development, Muscat, Oman


We were commissioned to carry out a range of services to enable the
client to acquire a development agreement for an Integrated Tourism
Complex with the Omani government. These services included an
EIA, preliminary ground investigation, bathymetric and topographic
survey and traffic assessment.

Following on from this initial work, Atkins was commissioned to


produce infrastructure concept designs. As well as the designs for a
reverse osmosis (RO) desalination plant, potable water storage tanks,
a distribution network, gravity sewers and two types of storm water
collection systems, Atkins designed a sewage treatment works (STW)
located to the south west of the site in a topographical dip to screen
it from view of the development and reduce the quantity of pumping
required.

The STW will be built in phases, the first two phases sized to treat
3,000m3/day increasing to 5,500m3/day in the final phase. The
treated sewage effluent (TSE) produced will be used for irrigation
purposes on the development such that in the final phase, the
irrigation requirements are met by the TSE.
